During its violent spread across the Middle East, the Islamic State of Iraq and Sham (ISIS) amassed both a local and international following in large part due to its usage of emergent media distribution. Beginning in 2014, ISIS’s Ministry of Media published an English-language magazine, Dabiq, disseminating its issues through online platforms. Dabiq and its successor Rumiyah both serve as propagandistic recruitment material for ISIS’s international community as well as broadcasting the message of the jihadist movement to ISIS’s enemies. This research is to examine the contributions of Systems Theory to enhance prospects related to acquisition reform. Systems Theory offers a set of principles, laws, and concepts that explain the behavior of complex systems. You have to be tough. This policy paper addresses the current Egyptian Government’s decision to establish a New Capital City (NCC) and analyzes the challenges facing the policy of moving the offices of public employees of the Egyptian central government from Downtown Cairo to the new administrative city halfway between Suez and Cairo. These challenges include the size of government bureaucracy as determined by the level of its modernization and technology usage, accessibility to housing and services as determined by the payment methodology, and connectivity between the old and new capital cities based on transportation efficiency and the methods of moving employees.

Following the rise of tax and expenditure limitations in the 1970s, scholars have focused on assessing the effects of these limitations on local government fiscal outcomes. One key takeaway has been local governments’ decreasing reliance on property taxes and increased use of nontax revenue sources, in particular fees and changes. This study builds on this work by focusing on a particular type of fee—that is, payments in lieu of taxes (PILOTs). We find that, in Wisconsin, revenues received by municipalities from two PILOTs programs are affected quite differently. West Virginians disproportionately suffer from higher rates of illness, disease and disability. As a result, West Virginians also have some of the nation’s highest rates of pre-existing conditions. These are health conditions which were diagnosed or treated by a provider prior to the purchase of insurance. They are also those conditions undiagnosed by a physician for which a “prudent” person would have sought care.

Until the Affordable Care Act (ACA) established a series of consumer protections,¹ individuals affected by pre-existing conditions were generally unable to purchase insurance on their own. However, recently these protections have come under threat by …

Researchers have suggested that jails and prisons in the United States are becoming the new mental health clinics, contributing to the phenomenon of mass incarceration and costing upwards of $15 billion per year in public revenue. The problem is no conclusive evidence exists that treatment in these custodial environments is more effective than that provided by noncustodial programs; especially for substance users. Additionally, the continuing incarceration of people with mental health problems by the hundreds of thousands poses a difficult ethical dilemma regarding why this population does not receive noncustodial or hospital treatment instead. Qualified and capable working age autistics face an 83% unemployment rate, thus, straining the economy and deteriorating their quality of life. This research examines potential contributing factors by inquiring what hiring agents' beliefs may be influencing their selection of qualified autistic candidates.
