As the United States northern neighbor, Canada serves as a NATO ally and a strategic partner with Washington through the North American Aerospace Defense Command (NORAD). Canadian forces have fought honorably and bravely in concert with American forces in many wars. Canada's government, however, has been less consistent in promoting a credible vision of Canadian national security policy and geopolitical interests in its defense white papers. These documents have often contained idealistic rhetoric about adhering to a rules-based international order and defending freedom. Background: A large number of highly impactful technologies originated from academic research, and the transfer of inventions from academic institutions to private industry is a major driver of economic growth, and a catalyst for further discovery. However, there are significant inefficiencies in academic technology transfer. In this work, we conducted a data-driven assessment of translational activity across United States (U.S.) institutions to better understand how effective universities are in facilitating the transfer of new technologies into the marketplace. From this analysis, we provide recommendations to guide technology transfer policy making at both the university and national level.

Fiscal policy shocks exert wide-reaching effects, including movements in asset markets. US politics have been characterized historically by a high degree of partisan conflict. The combination of increasing polarization and divided government leads not only to significant Congressional gridlock, but also to spells of high fiscal policy uncertainty. This paper adds to the literature on the relationships between fiscal policy and asset prices in the US economy conditional on the degree of partisan conflict. Development of origin-destination demand matrices is crucial for transit planning. The development process is facilitated by transit automated data, making it possible to mine boarding and alighting patterns on an individual basis. This research proposes a novel stochastic trip chaining method which uses Automatic Fare Collection (AFC) and General Transit Feed Specifications (GTFS) data to infer an origin-destination (O-D) matrix.

The Antecedents Of Local Government Service Delivery Under Crisis Conditions: The Case Of Khon Kaen Province, Thailand, Sirisak Laochankham

The aim of this research is to understand local service delivery in Thailand's post-2006 national political crisis. The researcher collected qualitative data in four municipalities in Khon Kaen Province. The analytical framework covered five moderating variables: political institutions, civic engagement, political leadership, governance, and political economy. The results were mixed. Local service delivery suffered from weakening electoral mechanisms, suspended local autonomy, weakened civic participation and policy networks, insecure local administrators, worsened central-local trust, and the detrimental effect on local economies. However, there were opportunities for improved, or maintained, local service delivery through the lessening of administrative procedures, a fast-track mechanism …

This paper describes the origins and progress of an international project to advance disaster eHealth (DEH) – the application of eHealth technologies to enhance the delivery of healthcare in disasters. This paper examines the decision-making processes of far-left extremists involved in arson and incendiary violence. The paper pays specific attention to the manner in which offenders draw upon prior knowledge and ‘expertise’ in planning and/or execution the attack. Drawing upon a sample of 195 self-reported communiques, the results suggest offenders rely on two types of criminal expertise to inform their decision to become involved in a violent act. First, perceptual expertise describes differential thinking patterns related to the crime setting. Second, procedural expertise involves the knowledge and skills aimed at enacting the offense itself. Often these images are negative and stereotype poor as victims and helpless. However, there is little empirical research to understand if such representation leads to stereotyping of the poor and subsequently contributes to racial biases. This paper aims at establishing this empirical link by answering the research question: Does the representation of beneficiaries by INGOs lead to stereotyping and racial biases. Although Germany may be known internationally for its environmentalism, over the past 20 years German cities have chronically underinvested in transportation networks, both for public transport as well as non-motorized options. The lag in the development and expansion of sustainable options combined with the rapid growth in private automobile ownership (itself the result of automobile-industry-friendly policymaking) means that cities like Bremen have been left behind in terms of transportation planning. As in America, SUV sales continue to increase despite considerably narrower streets, particularly in cities.

One of the consequences of climate change and sea level rise that has not been extensively examined is the possible damages that can be done to regional economies. Even under scenarios of relatively small sea level rise, areas historically at risk from flooding will find flooding increasing as storms increase in frequency and severity. The result will likely be temporary disruptions of business activity lasting days to weeks. These individuals make recommendations to the courts which can impact the amount of time children are placed out of their homes. The Guardian ad Litem Board sets the qualifications and training requirements for Guardians ad Litem in Minnesota. Guardians ad litem are currently required to participate in 3 hours per year of continuing education in cultural awareness topics; this amount of training is not adequate in relation to the diversity of the population with which the GALs are working.
