Foundation Transparency: Opacity — It’S Complicated, Robert J. Reid

The perception that private foundations lack accountability has led to calls for greater transparency. The literature, however, suggests that transparency is neither a panacea nor achieved without cost, and that its positive influence on the conduct of philanthropy may be less than straightforward.

This article seeks to examine transparent and opaque practice in private philanthropy, studying the literature as well as findings from interviews with foundation staff, trustees, and grantees that sought answers to two relevant questions: Does opacity exist in private philanthropy? Have foundations and grantees developed strategies for overcoming challenges related to opacity?

Institutions are adding programs in interdisciplinary and emerging areas to their existing professional programs in business, counseling psychology, social work, and public administration.

The current hold of austerity on Irish public policy provokes a comparison with addiction. Postliberalism, the form of austerity Ireland is hooked on, brought the country to its knees. It tied the millstone of bank bailouts around Ireland’s neck, slashed its education and health spending and meant its budgets were closely supervised by the Troika of the Europe Union (EU), the International Monetary Fund and the European Central Bank from 2010-2013. With the U.S. federal government stepping away from climate change, a number of cities have indicated that they will continue efforts to reduce greenhouse gas emissions. Broad statistical analysis and case studies of larger and often progressive cities have provided some insight into what drives local governments to act on climate change mitigation. However, the vast majority of U.S. municipalities, most of them small, do nothing. Our climate and our cities are changing. Though their changes are not completely dependent upon one another, there is still a coupling effect between them. This study assesses the role of urban form as it pertains to elements of climate change. It is comprised of two essays intended for publication. The first of these essays addresses the feedbacks between urban form, energy consumption, and rising global temperatures. The second essay looks at one particular factor of urban form--tree type--as it pertains to air pollution and urban heat island mitigation. This article, originally published in 1985, is based partly on the author’s experience with the Boston school desegregation case, but goes beyond it. It chronicles some of the events that occurred when a state and a federal court attempted to disengage from active jurisdiction over two Boston public systems: the Boston Public Schools and the Boston Housing Authority. It makes three proposals, which, if enacted, would help to keep the courts out of day-to-day management of municipal operations. IAAPE is one method that was developed at the Instituto Superior Técnico (Lisbon) to measure walkability at the micro-scale, bringing solutions that were disregarded in two aspects: it is a participatory process; and it provides different evaluations for different population segments (adults, children, seniors, impaired) or for different trip motivations.

In 2014 the U.S. Centers for Disease Control and Prevention (CDC) published the first edition of the Model Aquatic Health Code (MAHC). This document represented the inaugural introduction of a federal policy guideline with a direct focus in the area of aquatic venue operation and maintenance with the sole purpose of improving the nature of public health in the field. The Indiana State Department of Health (ISDH) began the review and adoption process soon after the policy’s release. The ISDH process is proposed as one method for others to consider.
