Are urban waterways amenities, and if so, are there inequities in household access? While urban waterways represent a potential site for access to nature within the urban environment, there have been few studies on the accessibility and interactions with water features in particular, what we refer to as “blue spaces." This study drew on a sample of households in Northern Utah living in neighborhoods with a nearby river or canal to ask if local waterways provide positive impacts to households and if proximity to them increased the likelihood of households spending time at them and being familiar with them. On October 31st, 2016, the City of Portland instituted an ordinance requiring the deconstruction of all residential homes and duplexes built prior to 1917 or possessing a historical designation. Deconstruction is a relatively new industry, and with this local regulatory encouragement, several new contractors became certified to participate in the expanded market. This report provides background on the industry, largely from the 2016 report researched and written by the Northwest Economic Research Center (NERC) in anticipation of the requirement, and an examination of what has occurred in the year following the ordinance’s passage, using deconstruction and demolition permit data and …

The objective of this study was to evaluate the effect of institutional and policy interventions on reducing the rate of cesarean delivery on maternal request (CDMR) in Wenzhou, China. Institutional interventions included health education, painless delivery introduction, and doula care. Additionally, a series of health policies were developed by the Chinese central and local governments to control cesarean section rates, mostly through controlling CDMR rates. We conducted a pre-/post-intervention study using 131,312 deliveries between 2006 and 2014 in three tertiary-level public hospitals in Wenzhou, China. Private sector participation in urban rail transit has proliferated in the past two decades. The large metropolises of East Asia have had decades of experience with private sector participation in the provision of heavy metro services. The design of these public–private partnerships (PPP) are varied. The diverse experiences of Tokyo, Hong Kong, Singapore and Beijing contain valuable lessons for other cities. Rare earth elements (REE) contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG- 51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China. Predicting Success Of Energy Savings Interventions And Industry Type Using Smart Meter And Retrofit Data From Thousands Of Non-Residential Buildings, Clayton Miller

This paper discusses the creation of targeting and segmentation information about non-residential buildings that are equipped with advanced metering infrastructure (AMI) meters, or smart meters. Statistics, model, and pattern-based temporal features are extracted from over 36,000 smart meters. They are then merged with a database of past energy efficiency interventions such as lighting, HVAC, and controls retrof its from 1,600 buildings. The buildings are divided into Good, Average, and Poor performing classes according to consumption from before and after the retrofits. Classification models are developed that improve the ability to predict retrofit success and standard industry class by 18.3% and …

Crowdsourcing is rapidly evolving and applied in situations where ideas, labour, opinion or expertise of large groups of people is used. Crowdsourcing is now used in various policy-making initiatives; however, this use has usually focused on open collaboration platforms and specific stages of the policy process, such as agenda-setting and policy evaluations. Other forms of crowdsourcing have been neglected in policy-making, with a few exceptions. The Role Of Macroeconomic, Policy, And Forecaster Uncertainty In Forecast Dispersion, You Li, Anthony S. Tay

We explore the role of uncertainty in explaining dispersion in professional forecasters’ density forecasts of real output growth and inflation. We consider three separate notions of uncertainty: general macroeconomic uncertainty (the fact that macroeconomic variables are easier to forecast at some times than at others), policy uncertainty, and forecaster uncertainty. We find that dispersion in individual density forecasts is related to overall macroeconomic uncertainty and policy uncertainty, while forecaster uncertainty (which we define as the average in the uncertainty expressed by individual forecasters) appears to have little role in forecast dispersion.

California’s Sustainable Communities and Climate Protection Act (SB 375) and the Oregon Sustainable Transportation Initiative (SB 1059) have made them the first states in the nation to try and reduce greenhouse gas (GHG) emissions using the transportation-planning process. Evaluating how these pioneering laws have changed local planning processes – as well as plans themselves – in each state provides insight into the laws’ effectiveness at changing development patterns in a way that reduces GHG emissions, without waiting decades to see the effects in the built environment. The quantity of cell phone applications or mobile apps have seen an upsurge at an exponential rate in under a decade. Many have been created for a variety of industries, including transportation. The advent and subsequent commercialized implementation of near-instant transport by a middleman-type of app is now known as a Transportation Network Company or TNC. Examples of the more renowned TNCs are Uber, Lyft and Sidecar.

In recent years, TNCs have cultivated a tremendous following, to the degree of taxicab desertion. Moreover, the massive success of TNCs led to expansion of its capacities into public transportation.

The presentation provides background information and illustrates driving forces of the development of municipal co-distribution of goods in Sweden. The business model is “somewhat unique” to Sweden, given the country’s comprehensive welfare sector through which local governments are often the main transport buyers in smaller municipalities without industries or commerce.
