Institute for Veterans and Military Families

This study describes the service delivery challenges and intervention needs of military families that include children with autism spectrum disorder (ASD) who have relocated. In practice and policy, military families with children with ASD living on a military base should consider serving as a mentor to new families on the base to offer information on schools and community resources, and would also benefit from the increased accessibility of resources by the Department of Defense (DoD). More research is needed to learn the best practices of service delivery for military families with children with ASD, and future studies on service delivery …

Research Projects

This research brief represents an overview of basic spatial patterns across a sample of terrorism incidents in the United States. While research concerning characteristics of incidents has received some study, the geospatial patterns of these incidents remains largely unexamined. Logically, different ideological categories of terrorism may lend themselves to different spatial patterns and preferences for target distance. In addition, the distance required to perpetrate an incident may affect the success rate of an attack. Terrorists who must travel further to engage in preparatory activity such as surveillance or transporting weapons may stand an increased chance of failure due to human …

Zambia has until recently relied almost 100% on hydropower for electricity generation. The first coal power plant in Zambian history was commissioned recently in 2016/17. An unprecedented power shortfall in 2016 prompted the Zambian government to diversify its energy sources by planning to go into solar and increased coal power. Coal causes high levels of pollution, degrades the environment, damages people’s health and causes climate change. Solar and other renewable sources of energy are clean. The cost of power from renewable energy is now competitive with that of coal power. Coal power is on the decline worldwide and renewable power …

The housing market in Chinese metropolises have become inflated significantly over the last decade. In addition to an economic upturn and housing policies that have potentially fueled the real estate bubble, factors that have contributed to the spatial heterogeneity of housing prices can be dictated by the amenity value in the proximity of communities, such as accessibility to business centers and transportation hubs. In the past, scholars have employed the hedonic pricing model to quantify the amenity value in relation to structural, locational, and environmental variables. The traditional process of identifying corridors for road diet improvements involves selecting potential corridors (mostly based on identifying fourlane roads) and conducting a traffic impact analysis of proposed changes on a selected roadway before implementing changes. The evaluation of roadway reallocation projects should include the analysis of traffic volumes, level of service, speeds, queue lengths and bus operations. There are tools and equipment to evaluate effectively traffic volumes and level of service changes in before-and-after studies. Working with faculty and staff from Old Dominion University’s Center for Coastal Physical Oceanography, we developed a “straw man” website for users to sign up to receive flood alerts. The flood alert is based on tidal projections for the Sewell’s Point tide gauge available from the National Weather Service through the meteorological development laboratory (http://www.nws.noaa.gov/mdl/etsurge/index.php) and sends alerts for projected water level. We recruited study participants for one-on-one interviews. Participants were asked to interact with the flood alert signup interface and respond to specific questions about their preferences for flood alerts. The authors argue overlapping intergovernmental authorities explain much of the complexities in U.S. energy policy, by accounting for limited powers, uncertain autonomy, cooperation and conflict, inter-state differences, and intersecting policies. Additionally, the authors identify implications of overlapping authority for policymakers, regulators, and industry leaders, including polycentric policymaking venues, direct and indirect policy effects, and energy system governance. Overlapping authority provides a framework for understanding intersecting roles of national, state, and local governments in energy policy.

This article considers whether Clausewitz’s account of the nature of war is universal to all wars, in order then to assess how far his concept of victory is universal. While aspects of Clausewitz’s concept of war are still universal, others are not. Accordingly, his theory of victory is not universal to all wars, and especially not to wars fought against transnational terrorist networks.

• Active transactions of multifamily rental properties have been disproportionately NOAH. There have been over two thousand transactions of NOAH buildings in the Portland metro area from 2006 to 2017 — over 68,000 units of housing. These sales are accelerating, with over 20 percent occurring in just the last 18 months.
• Sales prices for multifamily rental properties have increased substantially, making preservation of affordable rents more challenging. Regionally, the average sale price increased by 78 percent between 2010 and 2017; during this period there was a 43 percent …

Portland State University (PSU) is strongly focused on equity and inclusion as evidenced by its strategic priorities, active Office of Global Diversity and Inclusion (OGDI), and many employees and students who care about inclusion and social justice. There is, however, less focus on the employee experience. With nearly 4,000 staff, faculty, administrators, and student workers, PSU runs on the people passionate about serving its mission, but depending on the area of the university in which one is employed, experiences can range from supportive and trusting to micromanaging and disrespectful.
