Overcrowding in schools has been a popular topic reported by local newspapers across the state of Kentucky. Concerned parents often write letters to the editor, pleading their case for new school construction to alleviate the overcrowding that their students are facing. Approximately 27 percent of Kentucky high schools have experienced overcrowding for three consecutive years between 2002 and 2015. The National Center for Education Statistics reported in 2005 that only 18 percent of schools reported that they were overcrowded, a decrease from the 1999 study when 22 percent reported overcrowding. Ginning Up Economic Growth? Evaluating The Effects Of County-Level Alcohol Sales, Nathan Smith

The academic literature on the topic of legal alcohol sales is vast; from the effects on crime to population health outcomes. The economic development impact of alcohol sales, however, remains relatively unexplored. This research examines county-level data from the State of Arkansas between the years 2009 and 2014 in a cross-sectional time-series regression analysis to determine whether economic development benefits exist that can be attributed either directly or indirectly to legal alcohol sales. Ultimately, this study finds that alcohol sales are positively and significantly related with food service and accommodation employment as well as higher per capita personal income.

In 2005, the government announced the relocation policy of public agencies to non-capital regions. The main purpose of the policy was to decentralize population in the SMA (Seoul Metropolitan Area) through building regional competitiveness. The transfer of 98% of the public institutions was completed in April 2017 (MOLIT 2017). However, unlike the blueprint for the initial plan for the relocation of the agencies, there may be an increase in social cost and insufficient contribution to the regional economic development.

In this context, this research examine how the differences of intellectual property registration affect provincial unemployment rates by analyzing 10 years (2006-2015) of panel data with a fixed-effects regression model. This paper seeks to determine the effects of state budget changes on local government expenditures; particularly, how changes in state funding provided to local governments affects local government expenditures. This thesis examines the effects of France’s educational social cohesion policies, Zones d’Education Prioritaire (ZEP schools) and L’Agence nationale pour la cohesion sociale et l’égalité des chances (Acsé). I argue that these policies affect access to education for working-class descendants of immigrants; however, France’s republican ideology inhibits the extent to which equitability can be established between working-class descendants of immigrants and the majority population. This Thesis develops a fixed effect model to analyze the impact of trade clusters on transportation costs. CIF/FOB ratios are utilized as the measures for transportation costs. Grubel-Lloyd and Herfindahl-Hirschman indexes are utilized as variables that identify trade clusters. The focus of this study encompasses four custom districts (El Paso, Laredo, Nogales, and San Diego) located on the southern border of the United-States over the period of 1995-2015. The report results demonstrate the dependence low-income Oregon families have on the six federal programs and the challenges families face when attempting to access federal resources. The barriers to access are often structural in that they are embedded in the procedures and structure of the program. The idea is that when the evidence of sentience is inconclusive, we should “give the animal the benefit of the doubt” or “err on the side of caution” in formulating animal protection legislation. I consider various ways of refining my proposals in light of the suggestions. I amend BAR to implement C. Brown’s suggestion that the scope of animal welfare law should be extensible by phylogenetic inference from orders in which credible indicators of sentience are found. In response to C. Food security is partially determined by politics. This dissertation examines three political determinants of food security: democracy, decentralization, and federalism. Each one is operationalized and tested quantitatively against food security using a dataset of all countries from 1990 to 2011, although each model employs a different subset of the dataset. Democracy is divided along two dimensions: political rights and civil liberties. Both are significant positive predictors of food security. Increases in civil liberties are more consistently and strongly associated with food security than increases in political rights.

NW 13th has its own set of challenges and opportunities that set it apart from other streets in the Portland Pearl District. This plan refocuses the historic district street around the pedestrian, placing all other modes as secondary to the experience and comfort of those walking on the street. Creating a plan for the pedestrian includes creating stronger bonds with the residents, businesses, and services that run the street’s entire length.
