Current and immediate information about the increasingly unpredictable weather conditions are needed to augment conventional knowledge in local communities. Policy analysis on climate information services (CIS) provisioning in the agriculture sector is vital and warranted. This paper describes the global and national CIS policies as well as the institutions involved in provisioning through the characterization of pathways from data generation to dissemination. As there is a widespread perception of legislative gridlock and subsequent failure in addressing national problems in Korea, this study examines what factors influence the legislative success and legislative time of a government-proposed bill in Korea. This study uses government-proposed bills from 1988 to 2016 to estimate the effect of explanatory variables such as divided government, the year of presidential term (one to five year), the presidential approval rate, the unemployment rate, filibusters, jurisdictional area of a bill, and the ratio of members’ bills to government-proposed bills.

This study examines while each country has proceeded E-government, how E-government influences on corruption control by using national level panel data. After analyzing the result, both E-government development index and E-participation index showed positive effects on corruption control. However, the comparison analysis of OECD and non-OECD countries on corruption control through E-government shows that it has a great impact on not OECD countries but only non-OECD countries.

This study examines the relationship between socioeconomic factors and voter turnout in South Korea. In particular, the determinants of the turnout in the 2012 and 2017 presidential elections in the Republic of Korea are analyzed by using the aggregated data in terms of municipal-level divisions. The findings partially support previous studies. The education level and the percentage of primary industry workers in the district have a significantly positive impact on turnout. The Cully neighborhood is situated in the Northeast quadrant of Portland, Oregon. It is 2.75 square mile plot of land and home to roughly 13,000 people. In addition to being one of the most diverse neighborhoods in Portland, it is the most densely populated, with the smallest amount of parkland per capita. Over the last two decades, home value has increased 203% in Cully, compared to a 90% citywide increase. This thesis looks beyond the sensationalized coverage of Islamic State and instead utilizes Islamic State materials as a window into the remote radicalization and recruitment process of susceptible English-speaking individuals in the West. This thesis considers Islamic State’s mode of operation in conjunction with the appeals made in its online materials to devise a framework for understanding how Islamic State materials interact with susceptible individuals. The framework lends insight into how the body tasked with creating counter-narratives within the U.S. State Department can more effectively disrupt the remote recruitment and radicalization process.

Background: Overdose deaths, specifically related to opioids, have been identified as a public health problem both nationally and in the state of Maine. Overdose Education and Naloxone Distribution (OEND) is an innovative model of patient education that has been shown to be effective in increasing knowledge of overdose risk and has the potential to help reduce opiate related overdose deaths.

Methods: A 28-item web-based survey examining clinician attitudes, OEND practices and characteristics was distributed to 196 Maine based physicians with a Drug Enforcement Agency waiver to prescribe burprenorphine/naloxone. Caring4Carlisle (C4C) is a community initiative aimed at addressing the social, emotional, spiritual and physical health of Carlisle residents. Community Health Network Areas (CHNAs) were created by the Massachusetts Department of Public Health in 1992. There are 27 CHNAs in the Commonwealth, and Carlisle belongs to CHNA 15. In July of 2016, Carlisle was awarded a planning grant ($20,000) from CHNA 15 to engage in a community needs assessment process with the intention of identifying priority community health needs to be addressed in Carlisle.

This study is comprised of two parts. Part 1 focuses on ISIS, Boko Haram, and Al-Shabaab, examining the structures, tactics, and motivations of the groups. Each group seeks territory in its respective region. After losing territories, Boko Haram and Al-Shabaab both turned to guerilla attacks and suicide bombing, destabilizing the areas formerly under their control. Manipulating an opponent is nothing new to warfare, but what is new is the understanding behind modern tactics, psychology, and the how the two intertwine under real world circumstances. One modern tactic, particularly used by the Russian government, is called reflexive control. This hybrid warfare tactic is used to manipulate an opponent into unknowingly making decisions benefiting the manipulator while harming the opponent. What is the importance of political speechmaking? Do state governors discuss presidential priorities? This study addresses these questions by analyzing the contents of annual State of the State addresses given by governors from 2012 to 2014 during the presidency of Barack Obama. A descriptive paper provides evidence that governors primarily discuss employment and economic issues in their addresses, are discussing greater number of policy issues than in previous decades, and are delivering their address before the presidential State of the Union message. Background. Hispanics diagnosed with cutaneous melanoma are more likely to present at advanced stages but the reasons for this are unknown. We identify census tracts at high risk for late stage melanoma diagnosis (LSMD) and examine the contextual predictors of LSMD in California, Texas, and Florida. Methods. We conducted a cross-sectional study using geocoded state cancer registry data. Using hierarchical multilevel logistic regression models we estimated ORs and 95% confidence intervals for the impact of socioeconomic, Hispanic ethnic concentration, index of dissimilarity, and health resource availability measures on LSMD. This paper attempts to advance our understanding of the experience of community in organizational settings by empirically testing a theory of sense of community responsibility (SOC-R) in relation to traditional measures of sense of community [SOC] on outcomes of employee well-being and organizational citizenship. Findings support the notion that SOC is a better predictor of employee well-being while SOC-R more strongly predicts organizational citizenship behavior. The findings add new knowledge to the literature on the experience of community in organizations, and represent an important contribution to our understanding of the factors that drive employee action and well-being at work.
