The goal of this study was to capture information about the amount of money Maine’s older adults have lost to financial exploitation, along with information about those exploited, the perpetrators of financial exploitation, the type of loss, and amount of money lost. This report summarizes key findings emerging from this analysis. In particular, we found that, when compared to Maine’s general population of adults age 60 and older, the victims of financial exploitation served by Maine's Adult Protective Services (APS) and Legal Services for the Elderly (LSE) are more likely to be age 80 and older, female; and widowed, single, …

Policy 15.02.2 of the NCAA Regulation Handbook states that institutions can provide athletic financial aid based on the cost of attendance rather than the cost of living (National Colligate Athletic Association, 2017). The state’s policy to promote broad access to community mediation throughout the Commonwealth was effectuated by the establishment of the Massachusetts Community Mediation Center Grant Program to provide operating grants to eligible community mediation centers. The Massachusetts Legislature appropriated $750,000 to fund Program operations during FY 2017 (the Program’s sixth year). The Legislature’s FY 2017 investment in the Grant Program proved to be money well spent. Not only was state-wide community mediation infrastructure strengthened, the quality of community mediation services was upheld. Accordingly, twelve funded centers delivered services throughout the state and affected thousands of people.

This quantitative study examined the perceptions of members of Oklahoma public higher education governing boards and legislators concerning higher education governance. The purpose of this study was to gain a greater understanding among the participants as to the role governing boards should play in the system. The population for the study comprised 142 members of the Oklahoma Legislature and 107 members of 15 Oklahoma public higher education governing boards. The principal investigator used a web-based survey development company to design, collect, and store survey responses.

The National Wildlife Refuge System (Refuge System) is a collection of public lands maintained by the U.S. Fish and Wildlife Service for migratory birds and other wildlife. Wetlands on individual National Wildlife Refuges (Refuges) may be at risk of increased sedimentation because of land use and water management practices. Increased sedimentation can reduce wetland habitat quality by altering hydrologic function, degrading water quality, and inhibiting growth of vegetation and invertebrates. This thesis examines the respective successes and failures of the Czech experience with integrating Roma and Vietnamese immigrants, and asserts that, given deeply established historical and cultural narratives, and contemporary domestic political considerations as shown in these two previous cases, the Czech Republic is unlikely to effectively assimilate any new surge in Muslim immigration. Developments in the Czech Republic are likely, therefore, to reflect the accelerating populist momentum that is currently sweeping Central and Eastern European states.

A two-step framework is presented that extracts statistical, model-based, and pattern-based behavior. The goal of the framework is to reduce the expert intervention needed to utilize measured raw data in order to infer information such as building use type, performance class, and operational behavior. In the United States, exclusionary discipline, including out-of-school suspension (OSS) and expulsion, is disproportionately administered to students of color and special education students. Exclusionary discipline is associated with lower academic achievement and higher risk of dropout, grade retention, and involvement in the juvenile justice system, but there is little causal evidence on this topic.

This dissertation reports on three analyses on school discipline, using administrative data from Arkansas public schools. The first study estimates racial disproportionalities in the use of exclusionary discipline. Controlling for reported behavior and student characteristics, my co-author and I find that Black students are 2.4 times …
