In the past 20 years, institutions of higher education have made major investments in Learning Management Systems (LMSs). As institutions have integrated the LMS into campus culture, the potential of migrating to not only an upgraded version of the LMS, but also an entirely different LMS, has become a reality. This qualitative research study examines the perspectives of five stakeholders involved with the migration of an LMS at a major research institution in the southeastern United States. The 2017 National Defense Authorization Act requires the Army to recruit an additional 16,000 enlisted personnel and retain an additional 9,000 soldiers by the end of September 2017, with the Army offering enlistment bonuses of up to $40,000 and upwards of $10,000 for soldiers willing to extend their contracts for one year (Myers, 2017). Canines for Disabled Kids have been working on behalf of children and their families to educate communities and promote service dog partnerships for almost twenty years. Their advocacy with local legislatures, business owners, and community leaders highlighted the difficulties encountered when differentiating service dogs from emotional support/comfort dogs. Service dogs are entitled to access by the Americans with Disabilities Act (ADA), while emotional support/comfort dogs are not protected under the federal statute or to the same rights. The 2010 Highway Safety Manual (HSM) provides methods for predicting the number of motor vehicle crashes on various roadway facilities. However, it includes only a rudimentary method for predicting the number of bicycle-related crashes. Despite research demonstrating that bicycle volume is an important factor in estimating number of bicycle crashes, the method does not include the volume of bicyclists using the roadway. To remedy this, this project will investigate the potential of various simplified methods to include bicycle volumes in future versions of the HSM. Firms invest significant resources in their ethical infrastructure to influence the ethical decision-making of employees. The advent of mobile technology has extended the frontier of interventions that may discourage unethical behaviour, through the use of ubiquitously-present mobile-based moral cues. I conducted a prospective, randomized field experiment, to study how a ubiquitous moral cue may positively enhance ethical decision-making. Sales professionals working in a pharmaceutical firm in China were assigned randomly by teams to either receive, or not, a mobile application from their firm’s compliance department. A recent trend in state Medicaid programs is the transition of vulnerable populations into Medicaid managed care (MMC) who were initially carved out of such coverage, such as foster children or those with disabilities. The purpose of this article is to evaluate the impact of the transition of foster children from fee-for-service Medicaid coverage to MMC coverage on outpatient health care utilization. Hurricane Maria’s impact on Puerto Rico and its population has led to a significant exodus to the United States, especially to the state of Florida. Prior estimates of the magnitude of this exodus have been based on movement of passengers or statistical projections based on recent migration trends from Puerto Rico to the United States. In this report, we use post-Hurricane Maria school enrollment data from Florida school districts to assess the population flows from Puerto Rico. School enrollment data is considered a more reliable indicator of permanent migration than other data currently available.

Creating Accountability With Interstate Cooperation: Unauthorized Water Use Enforcement On The Klamath River, Luke Fowler, Isaac Castellano

While lacking coercive power to compel enforcement, interstate compacts create accountability through multiple sources and layers connecting enforcement behavior to oversight. Using logistic regression, we test a model of accountability and enforcement of unauthorized water usage on the Klamath River. Findings indicate unauthorized water usage is far more likely to be reported and enforced on the Klamath River than on neighboring rivers in the same counties. Conclusions indicate the increased institutional layers of interstate compacts lead to more accountability and stringent enforcement and reporting of unauthorized water use.

In an analysis of natural disaster hotspots, the Philippines is one among several countries where large percentages of the population reside in disaster-prone areas (Hazard Management Unit of the World Bank, 2005). Consequently, these catastrophic events also entail adverse macroeconomic impacts to the economy (Bergeijk & Lazzaroni, 2015). Raddatz (2007) estimated that climate-related disasters reduce real GDP per capita by 0.6%. This policy brief explores the costs and coverage of three proposed paid family and medical leave programs for Massachusetts. These are House Bill 2172, Senate Bill 1048, and 2018 Initiative Petition C. Each of these proposed programs establishes a contributory fund paid by employers and employees, to be used for eligible workers when they are out of work for their own serious health condition or that of a family member, for pregnancy, or to bond with a new child. The NY SAFE Act is a controversial gun control law in New York State. Since its passage on January 15, 2013, it has been the source of a continuing controversy. The primary purpose of this study is to explore the reactions of New York State (elected) county clerks tasked with the law’s implementation. In this phenomenological study, semi-structured interviews were conducted with 11 county clerks across New York State. The researcher asked various questions about how the SAFE Act has affected their offices. This paper investigates the impact of extending free school lunch to all students, regardless of income, on academic performance in New York City middle schools. Using a difference-in-difference design and unique longitudinal, student level data, we derive credibly causal estimates of the impacts of “Universal Free Meals” (UFM) on test scores in English Language Arts (ELA) and mathematics, and participation in school lunch. We find UFM increases academic performance by as much as 0.059 standard deviations in math and 0.083 in ELA for non-poor students, with smaller, statistically significant effects of 0.032 and 0.027 standard deviations in math and ELA …

Preschoolers that have obtained Non-Accidental Injury (NAI) from familial child abuse are in need of having a unique place for neurorehabilitation in correlation with traditional therapies. My thesis project suggests adding an exhibit annex to an existing giant panda exhibit that will give preschoolers an opportunity to help develop new neuropathways when exposed to mediation and creative activities. Meditation and creative activities are being examined by neuroscientists as an aid in neuroplasticity after brain injury. This thesis answers the fundamental questions of what North Korean capabilities and intent in cyberspace are and what North Korean threats and vulnerabilities are associated with these. It argues that although North Korea’s cyberspace resources and capabilities have increased and reached a level that represents an advanced persistent threat, its cyberspace operations have remained restrained and regional. It also argues that North Korea’s valuable assets include its ability to control cyberspace within North Korea and its ability to engage in cyberspace activities and operations from abroad. Bullfighting has grown to be a serious problem in Spain, bringing severe animal cruelty, economic controversies, and a national identity crisis. This paper synthesizes research from a variety of sources to comprehensively evaluate the problems bullfighting causes in Spain, and it also proposes two policy options to attempt to resolve these issues. While banning bullfighting entirely may seem like an easy fix, it would also provoke a number of issues. This paper will ultimately conclude that bullfighting will likely come to an end on its own. In 2008, leading U.S. counties adopted innovative treatment courts specializing in the unique needs of veterans with substance abuse and other legal issues. Since then, pro-veteran advocacy has aided in the continued diffusion of additional veterans treatment courts (VTCs), with more than 300 county and state-level VTCs currently operating in 46 states across the country. Though the lens through which veterans are viewed may be positive in the public eye, institutional support for these wayward veterans appears to vary across levels of government; therefore, while some posit the increased social utility of budget-friendly VTCs, others suggest that VTCs offer favorable …

This thesis explores the political and demographic obstacles facing the Fairness movement in Kentucky in regards to local employment protection ordinances for LGBTQ+ persons (Fairness Ordinances). Using case studies on recent Fairness debates in Berea and Bowling Green, this thesis explores the concern some Kentuckians have about LGBTQ+ nondiscrimination ordinances in their communities. From these cases studies, it can be concluded that many of the concerns espoused by opponents of Fairness are simple scare tactics with no evidence supporting their claims.
