The Hampton Roads area is experiencing the highest rates of sea-level rise along the U.S. East Coast. It is second only to New Orleans, Louisiana as the largest population center at risk from sea level rise in the country. And it is anticipated that Virginia will experience between 2.3 to 5.2 feet of sea level rise by the end of the century. This unprecedented challenge requires a comprehensive and effective planning response.

For this effort, the research team developed new safety performance functions (SPFs) for signalized intersections in Oregon. The modeling dataset consisted of 964 crashes from a total of 73 intersections that were randomly selected based on the presence of a traffic signal (identified through the crash data records). The SPFs were developed using a Poissonlognormal Generalized Linear Mixed model framework for total crashes and severe injury crashes (coded as KAB). Three SPFs were developed: 1) an SPF for total crashes, which relies on both major and minor AADTs to predict the expected number of crashes; 2) an SPF for KAB …

There is an area of scholarly interest which argues that globalization brings about the need for collaboration among local governmental units in order to address common challenges. According to Brenner and Swyngedouw, globalization also results in rescaling because it redefines spatial and political frameworks, and thus transfers powers to actors beneath and beyond the nation-state. Inter-local cooperation is a form of rescaling since it reconfigures territorial boundaries and results in either decentralization or centralization. This paper looks at how government intervention shapes the evolution of the Singapore economy and accounts for its successes and failures over the past 50 years. Compared with other dynamic Asian economies, the Singapore government's approach to intervene in the economy is both more extensive and more intrusive, but with a narrow focus on GDP growth and surplus accumulation as the primary objectives. The ruling government's near complete dominance in politics has enabled it to mobilize resources to create the preconditions for strong GDP growth and high savings. John Kingdon's Multiple Streams Framework (MSF) was articulated in order to better understand how issues entered onto policy agendas, using the concept of policy actors interacting over the course of sequences of events in what he referred to as the "problem", "policy" and "politics" "streams". However, it is not a priori certain who the agents are in this process and how they interact with each other. We consider a delay-tolerant network (DTN) whose mobile nodes are assigned to collect packets from data sources and deliver them to a sink (i.e., a gateway). Each mobile node operates by using energy transferred wirelessly from the gateway. For such a network, two main issues are studied. First, when a mobile node is at the data source, this node must decide on whether to accept the packet received from the data source or not. Bus transit reliability depends on several factors including the route of travel, traffic conditions, time of day, and conditions at the bus stops along the route. The number of passengers alighting or boarding, fare payment method, dwell time (DT), and the location of the bus stop also affect the overall reliability of bus transit service. This study defines a new variable, Total Bus Stop Time (TBST) which includes DT and the time it takes a bus to safely maneuver into a bus stop and the re-entering the main traffic stream. This report provides the findings from the third phase of a three-part study about the influences of neighborhood crimes on travel mode choice. While previous phases found evidence that high levels of neighborhood crime discourage people from choosing to walk, bicycle and ride transit, consistent with the authors’ hypothesis, they also produced counterintuitive findings suggesting that in some cases, high crime neighborhoods encourage transit ridership at the expense of driving—the opposite of what common sense would suggest. Phase 3 tested possible explanations for these counterintuitive findings with a series of methodological improvements. These improvements were:

This report details the results of research on market comparison, operational cost efficiencies, and prototype tests conducted on a novel design for an Advanced Low Floor Vehicle (ALFV), flex-route transit bus. Section I describes how the need for such a bus arises from a combination of diminishing transit funding from the federal government and demographic and transportation factors. Large cities today are facing major challenges in planning and policy formulation to keep their growth sustainable. In this paper, we aim to gain useful insights about people living in a city by developing novel models to mine user lifestyles represented by the users' activity centers. Two models, namely ACMM and ACHMM, have been developed to learn the activity centers of each user using a large dataset of bus and subway train trips performed by passengers in Singapore. This thesis reports an exploratory and descriptive study of communication support and religious support used by military personnel to manage occupational stress over the course of a career and their perceived effectiveness at helping to manage occupational stress. Drawing on a lifespan communication approach, this study employed a careerspan perspective where occupational stressors and sources of support (human and religious) are examined over the course of military careers. As an example of cyber physical systems, we take transportation networks and solve various problems, namely: 1) Network Observability Problem, 2) Network Control Problem, and 3) Network Economics Problem. First part of the dissertation presents a novel approach for studying the observability problem on a general network topology of a traffic network. Multicultural education policies related to K-12 curriculum have been shown to benefit underperforming students. This research found that 10 states have adopted such policies between 1978 and 1994. A unified model of policy innovation and diffusion with a conceptual framework, which included three factors: motivation to innovate, obstacles to innovation, and resources to overcome such obstacles was used to explore demographic, political, and economic conditions along with neighboring states diffusion. Both internal and external determinants were found to significantly influence the adoption of multicultural education. Specifically, states with slightly less education funding were more likely to adopt a policy. Additionally, …

This study investigates whether a community entrepreneurial education program fuels entrepreneurial passion and increases consultations for veterans. In practice, transitioning service members should consider participating in entrepreneurship training courses with mentors and consult their informal networks. In policy, the VA and policymakers might partner to create more opportunities for veterans and civilians. Suggestions for future research include having a broader sample size, as well as measuring the structured entrepreneurship training courses' effectiveness.

Since 1968, liberation theology has emerged as a prominent feature of religion and politics, particularly in South America. Originally stemming from the writings of Peruvian priest Gustavo Gutiérrez, this at-once theological and overtly political ideology decries the institutionalized violence of the world’s capitalist society on the poor and oppressed, and argues that God is particularly concerned with the plight of the suffering masses. Current efforts to end contemporary slavery represent a fourth wave of an Anglo-American abolitionist movement. Despite this historic precedent, there is little agreement on the nature of the problem. A review of current academic discourse, movement frames, and policy approaches suggests that six perspectives predominate: a prostitution approach focused on sexual exploitation of “women and girls”; a migration approach focused on the cross-border flow of migrants; a criminal justice approach focused on law and enforcement; a forced-labor approach emphasizing unfree labor; a slavery approach focused on trafficking in comparative-historical context; and a human rights approach centered on individual rights. This brief uses data from the American Community Survey to document rates of Supplemental Nutrition Assistance Program (SNAP) receipt in 2013, to track changes since the onset of the recession in 2007, and to monitor receipt by region and across rural places, suburbs, and cities. In addition, it examines levels of SNAP receipt among potentially vulnerable populations to determine how receipt has changed among these groups since the recession began. Authors Jessica A. This paper discusses food insecurity challenges to families in the Greater Chattanooga Area and factors that contribute to combating the challenge. Specifically, the paper places regional developments in a national context and analyzes the multiple roles of regional food banks in this process. Food banks have shifted focus from providing foods with sufficient caloric intake to also ensuring that they are providing food with sufficient nutritional value. We identify several factors that contribute to this change, including federal policy changes, economic fluctuations, the nutrition initiative, and organizational changes from the umbrella organization, Feeding America. The Pittsburgh Promise is a scholarship program that provides $5,000 per year toward college tuition for public high school graduates in Pittsburgh, Pennsylvania who earned a 2.5 GPA and a 90% attendance record. This study used a difference-in-difference design to assess whether the introduction of the Promise scholarship program directly influenced changes in rates of college enrollment among students graduating from Pittsburgh public high schools in years immediately following the launch of the program. Becker’s (1964) standard human capital investment model, which predicts that youth make cost-benefit calculations to guide their college enrollment decisions, provides the framework for the analysis. …

This paper attempts to identify what local public health unit (PHU) characteristics, if any, may be contributing factors to the variations in provincial and local per capita funding levels between PHUs. Financial data was collected on the size of the grant provided to each health unit by the Province of Ontario and the total expenditures spent by each PHU.
