Rice is a staple food in Asia and its prices at national and international levels are largely influenced by different policy actions of trading countries. The consequence of the 2008 food crisis was food riots and rationing of rice in many nations. The ASEAN Plus Three (APT) countries have adopted an institutional framework called ASEAN Plus Three Emergency Rice Reserves (APTERR) to address food security concerns of ASEAN countries that may arise due to climate change, supply chain disruptions or price speculation in the regional rice market. An experiment was conducted to test the effects of evidence complexity and laboratory type on jurors' perceptions of forensic evidence. The study specifically focused on three types of labs: public labs, private labs, and "corporate labs." Public labs are managed by a federal, state, or local law enforcement agency, where evidence is usually analyzed internally at an agency. Private labs are those that have been formed as private businesses to provide services to federal, state, and local crime labs with overflow work. Corporate labs are managed by major retail corporations, and primarily service the needs of their store businesses, but …

Recently, Early Warning Signals (EWS) have been developed to predict tipping points in Earth Systems. This discussion highlights the potential to apply EWS to human social and economic systems, which may also undergo similar critical transitions. Social tipping points are particularly difficult to predict, however, and the current formulation of EWS, based on a physical system analogy, may be insufficient. As an alternative set of EWS for social systems, we join with other authors encouraging a focus on heterogeneity, connectivity through social networks and individual thresholds to change.

In recent years, lottery scholarship programs have become a popular policy program for states that wish to help students afford higher education without having to raise new taxes. Through a statewide lottery, profits from the program are passed onto college students in the form of merit-based scholarships. Even with strong opposition from opponents who questioned how much a lottery would benefit the entire population of the state, the Arkansas Scholarship Lottery was created via voter referendum in 2008.

Traffic flow has been considered to be a continuum flow of a compressible liquid having a certain density profile and an associated velocity, depending upon density, position and time. Several one-equation and two-equation macroscopic continuum flow models have been developed which utilize the fluid dynamics continuity equation and help us find analytical solutions with simplified initial and boundary conditions. Social Capital Of Last Resort: The Role Of Religion, Family, And Trust Among People With Low Socio-Economic Status, Jean Reid Norman

This qualitative study finds evidence that poverty and homelessness undermine primary social relationships for many low-income people, eroding social capital, and that generalized trust may not be a good proxy for social capital, at least among a largely homeless population. This study also finds a surprising number of references to God, religion and spirituality among largely homeless populations when talking about their social networks, which addresses literature suggesting that church affiliation and religion may be unique in the formation of social capital. Twelve focus groups were conducted with a total 46 participants self-identified as low-income to explore social capital. A …

A number of theoretical explanations seek to describe the factors that have led to the position of the United States as the last industrialized Western nation without a universal health care program. Theories focus on institutional arrangement, historic precedent, and the influence of the private sector and market forces. This study explores another factor: the role of underlying social values. The research examines differences in values among ten European countries, the United States and Canada, and analyzes the associations between the values that have been seen to contribute the individualism-collectivism dynamic in the United States. While it is acknowledged that child obesity interventions should cover multiple ecological levels (downstream, midstream and upstream) to maximize their effectiveness, there is a lack of evaluation data to guide the development and implementation of such efforts. To commence addressing this knowledge gap, the present study provides process evaluation data relating to the experiences of groups implementing the EPODE approach to child obesity prevention in various locations around the world. Breastfeeding continues to be the most optimal source of nutrition for infants under 6 months of age, and has been associated with a wide variety of infant and maternal health benefits, including protection against certain illnesses and diseases. Most health organizations recommend exclusive breastfeeding for at least the first 6 months post-birth. Despite these recommendations, breastfeeding women, especially those in lower socioeconomic groups face many challenges in our society. Moreover, maternal employment stands as a significant barrier to successful breastfeeding durations. In 2001, the Colombian government initiated an experiment in poverty alleviation called Familias en Acción. This conditional cash transfer (CCT) program takes a novel approach to poverty reduction by addressing short- and long-term factors contributing to poverty. Though Colombia’s CCT program is just one of a wave of similar initiatives, its unique context and unexpected social effects, beyond the primary intentions of program designers, differentiate it from other such programs. Drawing on 200 interviews and focus group discussions which he conducted with academic experts, program beneficiaries and program administrators in three Colombian cities, the author finds that an unexpected …

Lack of universal family leave discriminates against low-income families with infants who require care in the Neonatal Intensive Care Unit. Birth complications tend to occur more frequently in families living with low socioeconomic status, placing a disproportionate burden on an already vulnerable population. Parents in this group tend to be employed in jobs that do not include the benefit of parental leave. Considering that attachment relationships form as the result of bonding transactions during a critical time in development, limiting contact curtails secure attachment. Mckinney Vento Legislation: A Policy Analysis Of The Evolution Of Homeless Law In Illinois, Cathleen J. Weber

This policy analysis looks at the evolution of homeless education laws both through federal legislation and state laws. A policy analysis was utilized to show changes through the reauthorization of the McKinney-Vento Act.

One aspect of this analysis utilized qualitative data from four individual administrators in four central Illinois school districts. The qualitative data reviewed the training received by each administrator and the policies guiding their enrollment procedures.

Another aspect provided in this analysis is the changes established in response to court cases filed when school districts violated the provisions of the McKinney-Vento Act. The reauthorizations that followed each finding …

Research Brief: "The Evaluation Of Mindfulness-Based Stress Reduction For Veterans With Mental Health Conditions", Institute For Veterans And Military Families At Syracuse University

This brief is about the usage of mindfulness-based stress reduction for the psychological well-being of veterans with mental health conditions. In policy and practice, mindfulness-based stress reduction instructors should be certified in the processes of mindfulness, and professionals should create a standardized mindfulness-based stress reduction treatment manual; the VHA could include mindfulness-based stress reduction treatments into current treatment plans and could commission studies about if they are more cost-effective than pharmacologic treatments. Suggestions for future research include conducting individual interviews in addition to group interviews, and assessing the effectiveness of mindfulness-based stress reduction on PTSD outcomes.

School Choice Demonstration Project

This is the first national study of the productivity of public charter schools relative to district schools. This report is a follow up to the charter school revenue study, Charter School Funding: Inequity Expands, released in April 2014 by the School Choice Demonstration Project at the University of Arkansas. That study was authored by the same research team that crafted this report. In the revenue study, per pupil revenues for public charter schools and traditional public schools (TPS) were compared. The research team found that during the 2010-11 school year (FY11), charter-school students across 30 states and the District of …
