This final report documents the major findings of an evaluation of the Alcohol, Tobacco and Other Drug Prevention Program (ATOD-Year 3) conducted by the Consortium for Organizational Research and Evaluation (CORE) of the University of Nebraska at Omaha for the Nebraska Urban Indian Health Coalition (NUIHC). The purpose of the study is to provide an analysis of several key NUIHC substance-abuse prevention initiatives.

Background: We describe challenges to recruitment and retention of teen mothers in a study to prevent repeat teen pregnancies, and strategies used to overcome them. Methods: We documented recruitment efforts, the teens who were retained at each stage of the intervention and changes to strategies. Results: Challenges to recruitment and retention were related to lifestyles, immaturity, and competing demands, among others. Successful strategies included bus advertisements, early pairing of teens with mentors, using electronic media, convenient meeting times with a meal, providing child care, transportation vouchers and immediate incentives. Within the past two decades or so, the Latin American region has seen a remarkable rise in the enactment of LGBT (lesbian, gay, bisexual, and transgender) rights-affirming policies. This trend is particularly notable given the dearth of such progress in the rest of the developing world. As such, this study aims to contribute to the small but rapidly growing body of literature on the subject. In particular, I aim to determine which factors are most explanatory of when and why countries will enact LGBT rights policies and why a disparity exists across the region. During my senior year in the Honors College at UMass Boston, I became involved in the yearlong Creative and Social Entrepreneurship Fellowship program. During this program, I interned alongside other UMass Boston students at a local creative non-profit organization, providing the staff with assistance as they worked towards achieving their goals. This internship was funded by the Creative Economy Fund (CE Fund) from the University of Massachusetts President’s Office. On June 30 2014 the Supreme Court decided Burwell v Hobby Lobby Stores, Inc, in a deeply divided judgment that engaged religious freedom, women’s health, and corporate personhood. Three closely held for-profit organizations challenged the Affordable Care Act’s contraceptive mandate, objecting to four contraceptive methods that they believe acted as abortifacients, in violation of their Christian beliefs.

The Court held that the contraceptive mandate violated the Religious Freedom Restoration Act of 1993, ruling that the Act’s protections extended to closely held corporations, with the mandate substantially burdening their religious freedoms. This brief is about male veterans' preferences for health information provided to them after experiencing military sexual trauma and the effect of that information on use of mental health services. In policy and practice, veterans who have experienced military sexual trauma should seek military sexual trauma care from the VA, health practitioners should learn more about military sexual assault to better help servicemembers, and gender-targeted literature should be distributed to servicemembers who have experienced military sexual trauma; the VHA should include gender-specific resources for male veterans who experienced military sexual trauma. It may seem counter-intuitive, but the same factors that drive the spread of infectious diseases also contribute to the dominance of non-communicable diseases (NCDs) in the global burden of disease—urbanization, global markets and harmonized cultures. NCDs have overtaken infectious diseases as the leading cause of morbidity and premature mortality worldwide, with deaths concentrated among the poor due to the growing availability and affordability of highly-processed, unhealthy foods, alcohol and tobacco.

This study examines economic integration within the European Union (EU) as a factor in conflict transformation and peace-building. European responses to causes of frequent conflicts and wars after the end of WWII focused on the search for peace, economic cooperation and prosperity. This thesis will focus on three elements: economic interdependence, the expansion of the free market, and economic integration. In-depth examination of these factors reveals that economic interdependence or the exchange of goods and services across inter-state and international boundaries only, is not sufficient to bring peace among states. Criminal justice punishments are an investment that societies make to protect the safety and order of communities. Following decades of rising prison populations, however, U.S. policymakers are beginning to wonder if they have invested too much in punishment. Policies adopted in previous decades now incarcerate large numbers of Americans and impose considerable costs on states. Mass incarceration policies are costly and potentially iatrogenic—i.e., they may transform offenders into repeat offenders. Public officials and citizens alike often assume that known offenders pose a permanent risk of future offending. This belief entangles millions of offenders in the justice system for life, with …

State Revenue Forecasting Accuracy, Dan Williams, Joseph Ononchie

This paper examines forecasting accuracy of state revenue forecasting for 50 states using data published on the National Association of State Budget Officer’s (NASBO) website (www.nasbo.org). The data shows four categories of revenue: sales tax, corporate income tax, personal income tax, and all other (as a residual from total taxes). It shows some evidence that forecast bias reflects a hedge against uncertainty; however, there is also evidence that there is a counterbalancing preference to find the money needed to provide the services demanded.

Thirty years ago, Dustin and McAvoy (1984) published an essay in Environmental Ethics titled Toward Environmental Eolithism. The article compared and contrasted two distinct orientations to environmental planning and management: the design mentality and the eolithic mentality. The authors concluded that the more popular design mentality lacked sufficient flexibility and adaptability to maximize performance, and that the more obscure eolithic mentality was a superior orientation to environmental planning and management. In this article we extend the logic of that Environmental Ethics essay to criticize a popular offshoot of the design mentality strategic planning as it is commonly conducted in the …
