Free, libre, and open source software (FLOSS) is software that is collaboratively developed. FLOSS provides end-users with the source code and the freedom to adapt or modify a piece of software to fit their needs (Deek & McHugh, 2008; Stallman, 2010). By many different measures, rural Nebraskans are positive about their community. Many rural Nebraskans rate their community as friendly, trusting and supportive. Most rural Nebraskans also say it would be difficult to leave their community. In addition, most rural Nebraskans disagree that their community is powerless to control its future.

Differences of opinion exist by the size of their community. Residents of smaller communities are more likely than residents of larger communities to rate their community favorably on its social dimensions. This paper examines the extent to which individual characteristics contribute to electoral success in the municipal context with a particular focus on visible minority (VM) candidates in the Greater Toronto Area (GTA). It uses a cross-sectional study approach to test four hypotheses: if the VM candidate was born in Canada, he/she is more likely to have electoral success; if the VM candidate has previous political experience, he/she is more likely to be elected to a municipal council; if the VM candidate has a political mentor, he/she is more likely to have electoral success; and if the VM candidate runs for …

This paper examines the opportunities and barriers for the further development of citizen engagement in the budgeting process within Ontario municipalities. Primary data was collected through a comprehensive survey provided to 444 municipalities in order to identify the current practices and challenges faced, while secondary data was collected through research assessing two Ontario municipalities that have implemented participatory budgeting – Hamilton and Guelph. This paper examines the local impact of university satellite campuses by focusing on the factors that motivate municipalities to pursue a satellite campus and the benefits they intend to realize with these developments. It uses four case studies – Laurier Brantford, Lakehead Orillia, McMaster Burlington, and University of Waterloo Stratford – as well as a diverse range of literature to gain further insight on the motivations and expected benefits that municipalities seek to accomplish. Wilderness Park, located in Lancaster County, Nebraska, is a public park of unique ecological and historical value to the city of Lincoln and to the surrounding region. The natural and historical features of the park present an opportunity to communicate environmental and historical topics that are relevant on local, national, and global levels, as well as inspire a lively sense of pride in the community. The problem is that many topics relevant to Wilderness Park are not currently being interpreted at the park, and that there are relatively few interpretive resources available to park visitors.

This dissertation examines the systemic effects of private school choice in the context of two statewide, means-tested school voucher programs-- the Indiana Choice Scholarship Program (ICSP) and the Louisiana Scholarship Program (LSP). Specifically, I examine public school responses to private school competition from the ICSP and the LSP and the direct impacts of the LSP on racial stratification in public and private schools. In Louisiana, I show that the lowest-graded public schools had a modest, statistically significant, positive response to the injection of competition, with impacts ranging from .001 to .06 SD. Given increased pressure on natural resources to deliver benefits, complex trade-offs and the regulation of behaviours in relation to benefits is of key concern. Behaviours that signify resistance to the rules according to which benefits are allocated prompt us to consider causal links and feedbacks between benefits, perceptions of benefits, meanings attached to the benefits, and the regulatory instruments that mediate the distribution of benefits. An understanding of how meanings influence the perception of benefits exposes the complexity inherent in how people perceive and allocate value to natural resource benefits. It focuses upon both the process of disaster aid delineating how Roman emperors were petitioned for assistance, the forms disaster relief took, and the political motives individual emperors had for dispensing disaster aid. This dissertation is comprised of three essays that examined the experiences and welfare of traditional food crop farmers in Western Jamaica. It systematically analyses the interplay between smallholder farmers and often overlooked variables in society. The study used qualitative interviewing, field observations and discourse analysis techniques to generate context-specific evidence for food security policymaking.

The first essay examined smallholder farmers' motives for farming. This formed the basis for a farmer typology that provides a portrait of the participants, and was used to inform findings in subsequent essays in this dissertation. However, due to the lack of detailed empirical data, the joint impact of these factors and improvement strategies on bus travel time has not been studied at the stop-to-stop segment level. This paper reconsiders the Polish wage curve using individual data from the Polish Labor Force Survey (LFS) at the 16 NUTS2 level allowing for spatial spillovers between regions. In addition it estimates the total and gender-specific regional unemployment rate elasticities on individual wages. The paper finds significant spatial unemployment spillovers across Polish regions. In addition, it finds that the results for the Polish wage curve are sensitive to gender-specific regional unemployment rates. This is especially true for women.

On June 4, 2008, South Carolina Governor Mark Sanford signed the South Carolina Illegal Immigration Reform Act into law. According to the Act (Section 59-101-430), 'an alien unlawfully present in the United States is not eligible to attend a public institution of higher learning in [South Carolina]'. After the passage of this legislation, public colleges and universities in South Carolina were prohibited from enrolling (or reenrolling) undocumented immigrants as students, and are now required to verify the legal status of all students, through the federal e-verify system. This dissertation documents pension benefit choices made by public school teachers enrolled in the Illinois Teachers' Retirement System (TRS), where they choose between taking a lump-sum withdrawal of their refundable contributions and deferring a pension benefit. The analysis explores the extent to which vested teachers enrolled in TRS separate from service with positive pension wealth, estimates how much money is "left on the table" at a conventional discount rate, and investigates what types of teachers display higher or lower discount rates as indicated by cashout patterns. What's the role of unilateral measures in global climate change mitigation in a post-Durban, post 2012 global policy regime? We argue that under conditions of preference heterogeneity, unilateral emissions mitigation at a subnational level may exist even when a nation is unwilling to commit to emission cuts. We establish that under certain assumptions, in a global strongly connected network of countries, learning the costs of switching to a low emissions activity can result in a universal adoption of such activities.
