The Case To Accredit Homeland Security Programs: Why Outcomes-Based Accreditation Makes Sense, James D. Ramsay

The following essay lays out an argument for program level accreditation in academic homeland security (HS) programs. Admittedly, neither the practice nor the educational components of the HS discipline are standardized. Indeed, a recent analysis by the Congressional Research Service indicates that there remain several operational definitions of HS in practice. Regardless, this paper provides rationale which argues that after roughly eight years, academic HS has developed enough to be able to identify and support a distinct set of student learning outcomes— knowledge, skills and attitudes—that can both characterize and define the discipline.

This report describes the municipal waste management systems used by local governments to manage solid waste in Suffolk County, Long Island, New York. There are ten Towns that serve as the primary planners for waste systems in Suffolk County. Many of the 33 villages in Suffolk County have established their own waste management programs and policies. All programs tend to follow the same general plan of the approaches used by their respective Towns, however. All programs provide some degree of recycling services, although the scope of the services varies tremendously.

In 2012 the Maine State Legislature passed a bill directing the Maine Department of Environmental Protection (DEP) to rewrite the regulations governing metallic mineral mining in Maine. The bill was introduced after pressure from Maine’s largest private land owner and timber company, J.D. Irving, Limited. The company has a lucrative mineral deposit on one of their landholdings in northern Maine and is interested in pursuing a mining development project. Introduction

Men who have sex with men (MSM) in Kenya are at high risk for HIV and may experience prejudiced treatment in health settings due to stigma. An on-line computer-facilitated MSM sensitivity programme was conducted to educate healthcare workers (HCWs) about the health issues and needs of MSM patients.

Methods

Seventy-four HCWs from 49 ART-providing health facilities in the Kenyan Coast were recruited through purposive sampling to undergo a two-day MSM sensitivity training. We conducted eight focus group discussions (FGDs) with programme participants prior to and three months after completing the training programme. In 1974, Norman Krumholz boldly called on planners to advocate for equity in public resource allocation and administrative practices. In 2010, the Obama administration’s HUD-DOT-EPA Sustainable Communities Initiative—specifically in the form of the Sustainable Communities Regional Planning Grant

(SCRPG)—renewed this call for equity. But our review of the responses by thirteen grantees proved disappointing. The plans put forth by award winners recycle many of the activities from the Cleveland Policy Plan (CPP) without employing its overarching mission. Seven Cardinal Rules of Risk Communication and its role as a model for federal agencies engaged at these sites. Situating the study within a theoretical milieu that includes sensemaking and symbolic interactionism, I examine whether current practices deepen divisions among stakeholders, reducing the possibility for communicative convergence.

The Population Council and its partner, Project Concern International, implemented the Community Mobilization for Preventive Action (COMPACT) HIV-prevention program in Zambia. The program works with communities to develop “compacts” through a participatory, community-led process, and assists them in working toward reaching HIV-related “benchmarks,” intended to result in a reduction in HIV-related risk behaviors and harmful norms and ultimately contribute over time to the reduction of HIV incidence. This mid-term evaluation in four of six COMPACT communities indicates that COMPACT is improving some HIV-related behaviors and attitudes, particularly those related to gender norms, multiple sex partnerships, and alcohol abuse. This is a study of the role of an epistemic community involved in the policymaking of education reform in Haiti after the devastating earthquake of 2010. It uses Peter M. Haas' (1992) framework as a theoretical lens. According to Haas, epistemic communities are conceptualized as "a network of professionals with recognized expertise and competence in a particular domain and an authoritative claim to policy relevant knowledge within a domain or issue area" (3). This goal depends on a large network of complex interconnected systems - sensors, weapons, soldiers - linked through a maze of heterogeneous networks.
