Yet, there is no agreement on a definition of democracy that can guide social change efforts. Despite a growing research agenda centered on issues of civilian immunity, it remains unclear what effect norms protecting civilians have on state behavior, especially democracies. This study asks when and how the civilian immunity norm (CIN) matters, specifically examining how it alters short term strategic choices and even long term doctrines.

Employing a constructivist approach to examine shifting attitudes toward civilians within the military during the Iraq and Afghanistan wars, this study argues that democracies will choose strategic outcomes that strengthen compliance with the CIN when they see the constraining normative environment as a key part of the strategic environment. …

The purpose of this project is to argue that in order for social and emotional learning (SEL) goals to achieve their intended outcomes for students and society, religious pluralism must be reflected in student instruction. SEL involves the use of evidence-based practices to provide opportunities to develop competencies related to self-awareness, self-management, social awareness, relationship skills, and responsible decision making which are intended to enable students to demonstrate morally appropriate actions and ethical decisions, which I am calling "right behavior."

This Article provides a comprehensive, critical overview of proposals to use happiness surveys for steering public policy. Happiness or “subjective well-being” surveys ask individuals to rate their present happiness, life-satisfaction, affective state, etc. A massive literature now engages in such surveys or correlates survey responses with individual attributes. And, increasingly, scholars argue for the policy relevance of happiness data: in particular, as a basis for calculating aggregates such as “gross national happiness,” or for calculating monetary equivalents for non-market goods based on coefficients in a happiness equation.

The Pigou-Dalton (PD) principle recommends a non-leaky, non-rank-switching transfer of goods from someone with more goods to someone with less. This Article defends the PD principle as an aspect of distributive justice --- enabling the comparison of two distributions, neither completely equal, as more or less just. It shows how the PD principle flows from a particular view, adumbrated by Thomas Nagel, about the grounding of distributive justice in individuals' "claims." And it criticizes two competing frameworks for thinking about justice that less clearly support the principle: the veil-of-ignorance framework, and Larry Temkin's proposal that fairer distributions are those concerning …

This study examined the effectiveness of an Emergency and Defensive Driving Techniques Course by measuring the students' visual and perceptual skills. The final analysis involved 117 students who participated in Eastern Kentucky University's (EKU) Traffic Safety (TRS) 233. Records were obtained through the Traffic Safety Institute and contained no identifying information. Records obtained included a generic unique identification number, gender, pre-test scores and post-test scores.

Specifically, this thesis is a look into rap lyrics, subculture, policy, reflexivity and the formation of the social self. In a broader vision, this thesis attempts to mold a theoretical pathway that illuminates where our cultural products "come from," not historically, but socially. Knowledge Of Juvenile Sex Offender Registration Laws As A Predictor Of Adolescent Sexual Behavior, Cynthia J. Najdowski, Margaret C. Stevenson, Tisha Ra Wiley

Because juveniles can now be registered as sex offenders, we conducted a pilot study to investigate awareness of these policies and sexual behavior histories in a convenience sample of 53 young adults (ages 18 to 23, 79% women). These preliminary data revealed that 42% percent of participants were unaware that youth under the age of 18 can be registered as sex offenders, and when informed that they can be, participants were unaware of the breadth of adolescent sexual behavior that warrants registration. Furthermore, those unaware of juvenile registration policies, compared to those who were aware, were marginally more likely to …

In 2009, the US government spent more than $42 billion on the federal-aid highway program. Most of this money was raised from motor vehicle taxes, whose proceeds are deposited in the highway trust fund. Federal motor vehicle user taxes flow into the fund and aid expenditures flow out from it to build and maintain highways and other transportation infrastructure. With so much money at stake it should be no surprise that expenditure decisions are the subject of intense political debate. Focusing on the smaller sister-island of Barbuda, part of the Caribbean nation of Antigua and Barbuda, a group of collaborating anthropologists, archaeologists, biologists, education specialists, geographers, and environmental scientists are studying long-term human ecodynamics, the relationship amongst people, place, and the environment from the beginning of the peopling of a place through modern day. Our transdisciplinary approach brings together various field methods, tools and technologies from each field and crosses the boundaries of conventional science. This approach furthers our knowledge of climate change and facilitates practical and sustainable solutions for vulnerable populations.

This feature article shares the results of a national environmental scan conducted to identify professional development programs offered for school age providers across the nation through the Cooperative Extension System. A purposeful sample comprised of representatives from state extension offices throughout the country included 135 respondents from 48 states. Results showed 139 professional development programs for school age providers were offered through the Cooperative Extension System. The majority of programs offered professional development in the areas of health, nutrition, safety, youth development, and quality afterschool environments. With the UN High Commissioner for Refugees announcing early this year that the war in Syria may have claimed as many as 60,000 lives, two op-eds published late in 2012 usefully exemplify two contrasting frames that have thus far dominated international responses to the conflict—namely, the humanitarian frame and the geopolitical frame. Yet despite the apparent contrasts between these two frameworks, both reflect a similar contempt for the Syrian people and their right to self-determination. Although deliberative democratic theory values the principle of publicity, few empirical studies systematically assess the public communication of civic groups that deliberate over policy. The proliferation of such groups in contemporary politics, and of uncertainty about their legitimacy, suggests the need for such study. Drawing on contemporary deliberative theory, we derive a set of legitimate publicity indicators for assessing how well groups report their deliberative processes and policy conclusions.
