The Effectiveness Of The Holton Youth And Family Center (Hyfc) Community Investment Program (Cip), Tara R. Tompkins

This qualitative study examines Holton Youth and Family Center Community Investment Program in Milwaukee, Wisconsin. The Community Investment Program uses intensive mentoring as a way to prevent young people from choosing a life of crime and/or to interrupt the path of crime for youth involved in negative activity. Based on mentor/mentee interviews, the findings indicate that the program has had an overall positive impact on the mentee participants in the areas of academic participation, skills and interest development, improved parental relationships and feelings of self-worth.

In this independent study project, I take a look at the Argentine social movement against human trafficking, analyzing one particular organization, the RATT Argentina (National Network Against Human Trafficking and Commercial Sexual Exploitation of Children and Adolescents[1]) I analyze the structural and logistical characteristics of the RATT as a social actor using research on its functionality as a network. Although the experiences of Nicaraguan immigrants to Costa Rica have been well-studied, the investigation of this topic through the lens of the construction of public policies is missing. Through the testimonies of Nicaraguans that emigrated or still live and work in Costa Rica, I learned that immigrants, especially those that are undocumented, are vulnerable to the violation of their rights, for example, through the lack of access to public services or mistreatment by their bosses. GASB Statement No. 45 addresses how governmental units account for employees' other post-employment benefits (OPEB), requiring government employers to replace OPEB reporting on a pay-as-you-go basis with an accounting of the cost of current and future benefits. This requirement and the resulting OPEB liability may prompt government employers to reconsider key questions regarding their OPEB provision. The size of the OPEB liability depends on both the benefit promises made to employees and the assets to fund these promises. We propose a typology that defines four approaches for governments to respond to GASB 45 and their OPEB liabilities. These approaches represent …

In recent years, there has been considerable interest in the Arctic as a source for resources, as a potential zone for commercial shipping, and as a region that might experience conflict due to its strategic importance. With regards to energy resources, some studies suggest that the region contains upwards of 13 percent of global undiscovered oil, 30 percent of undiscovered gas, and multiples more of gas hydrates. The decreasing amount and duration of Arctic ice cover suggests that extraction of these resources will be increasingly commercially viable. This article examines the European Union's (EU) approach to energy security on the example of its natural gas imports from Russia, the largest supplier of gas to European markets. Two major projects, Nord Stream in the Northern and Western part of the EU, and Nabucco in South-Central Europe, demonstrate opposing energy security strategies, seemingly at odds with the EU objective of achieving energy independence from Russia. Although the supply chains through which foods are produced, processed, and transported can have a significant impact on carbon dioxide (CO₂) emissions, consumers are largely unaware of how their food choices may impact the environment. Based on a previous related study, we hypothesized that a web-based training process could increase consumer knowledge and perhaps influence consumer behavior longitudinally. To test this, food distribution networks were modeled and analyzed to determine CO₂ footprints for a variety of foods, and a training process was designed to teach consumers about the CO₂ emissions for different types of foods that …

This article briefly examines the Philippines’ pattern of job creation during the period 2001-2009 in order to help explain why growth during this period failed to translate into poverty reduction. An analysis of disaggregated employment and sectoral output data provides a much more nuanced picture of the types and sectors of jobs created during the last decade. The empirical evidence suggests that employment creation was inadequate, and skewed in favor of high skilled workers even across industries. A new business entity designed for social entrepreneurs to embrace is gaining acceptance in a number of states, including Louisiana and North Carolina. The new entity, the low-profit limited liability company (L3C), is a byproduct of the current two options of operating, as a traditional private company or a nonprofit organization, not being an ideal fit for the entities being established by social entrepreneurs.

Whereas the values, attitudes and motivations of soldiers serving in their countries’ armed forces have been widely studied, to date we know very little about the motivations and self-conception of individuals working for the private security industry. Using data obtained through an online survey, this article explores the values, attitudes and identity of more than 200 private security contractors with law enforcement backgrounds and operational experience with a security firm in Iraq. Contrary to media dominating images of ruthless, money-grabbing mercenaries, respondents in this sample adhered to attitudes and values very similar to those of professional soldiers serving in Western …

This thesis seeks to explain the reasons that homelessness occurs, and how it is currently being dealt with in public policy. Triggers and predictors of homelessness are explored and it is shown that triggers are almost always compounded, indicating a multitude of factors that lead to homelessness. The culture and community surrounding the homeless lifestyle is seen as playing a significant role in how the individual copes with their homelessness. The term “transit desert” is a new concept that looks at the gap between level of transit service (supply) and needs of a particular population (demand). These populations are often referred to as “transit dependent,” people that are too young, too old, or too poor or who are physically unable to drive. “Transit deserts” in this case are defined as areas that lack adequate public transit service given areas containing populations that are deemed transit-dependent. I conducted several interviews during November 2012 with participants of the movement currently living in Rabat, each one lasting between 30 minutes to two hours.
