Switzerland is one of the most diverse nations within the OECD and boasts one of the highest net migration rates; it also has one of the highest rated health care systems in the world. Nevertheless, it has been shown that health disparities exist between the Swiss migrant and Swiss national populations: migrants are especially more prone to overweight/obesity, dental health problems, various forms of physical pain, and psychological distress. Like most UN reports, particularly those concerned with the doctrine of the "responsibility to protect" (RtoP), the latest report of the UN Secretary-General is filled with plenty of pious guff mixed in with the platitudes that engulf UN diplomacy. But buried within the blathering are also some disturbing prescriptions for how the UN envisages rolling out RtoP around the world. I want to draw attention to three specific points in order to consider what these tell us about RtoP as a political model. After two initial studies on geotourism in Montana (Boley, 2009; Boyle, 2012) confirmed the presence of geotravelers in the third quarter of both the Crown of the Continent region and throughout the state of Montana, research interest turned to visitors during the remainder of the quarters, or seasons. This study looked statewide at all visitors and, more narrowly, vacationers, in the “shoulder” and winter season (quarters 1, 2, 4) to determine their geotourist tendencies.

The purpose of this report was to further understand employment in the Montana tourism industry based on a random sample phone interview of the general population of Montana’s workforce. The workforce sample surveyed was 2,340, and 400 were in a tourism-related business in 2011. Seventeen percent of Montana’s workforce was employed in a tourism related job in 2011, equating to nearly 81,000 jobs of the total Montana workforce of over 476,000.

We discuss global climate mitigation that builds on existing unilateral measures to cut emissions. We document and discuss the rationale for such unilateral measures argue that such measures have the potential to generate positive spillover effects both within and across countries. In a simple dynamic model of learning we show that while single countries on their own may never get to the point of switching completely to low emission activities, a learning process with positive spillovers across nations is more likely to deliver a global switch to low emissions. The twentieth century has seen its share of Vietnamese diasporas and migratory flows. In France alone, one counts six different Vietnamese diasporas, each unique in its composition, motivation, politics, and length of stay in France. As in the First World War, the Vietnamese Second World War diaspora was unique in that its migration was meant to be temporary (for the duration of the war only), organized by the French imperial nation-state that largely requisitioned rather than attracted labor, and in that the migrants were exclusively male. Despite decades of promotion, efforts to encourage participatory irrigation management often falter. Nowhere is this more true that on the island of Java, Indonesia where multiple programmes and millions of dollars have resulted in few effective water user associations. Even so, pockets of participatory success exist. We present findings from one locally developed water user association training programme found in Yogyakarta, Indonesia that has experienced relative success in encouraging farmer participation. We then derive policy lessons from this case.

This final report documents the major findings of the evaluation of the Methamphetamine and Suicide Prevention Initiative (MSPI Years 1-3), also referred to locally as the Soaring Over Methamphetamine and Suicide Program (SOMS), funded by the Indian Health Service (IHS), Division of Behavioral Health. The University of Nebraska at Omaha, Consortium for Organizational Research and Evaluation (CORE) recently contracted with the Nebraska Urban Indian Health Coalition (NUIHC) to provide technical assistance in completing this evaluation and the report.

In this study, researchers introduced an educational website to assess and improve knowledge of PTSD, and also help to engage family members in positive actions to assist service members struggling with PTSD. Web-based content can serve as a valuable method of providing care and information to military service members without the risk of being stigmatized; therefore, policy makers should focus on creating and maintaining structural and financial support for programs that provide military service members, and their families, tools to manage post-deployment issues. Natural change and the net movement of persons to/from an area are factors that lead its population to change. Since the oil embargo of 1973, the United States has struggled to implement a sustainable and comprehensive national energy policy. Forging a consistent policy approach has been complicated by more recent emerging trends: how to combat global climate change, the continued emergence of viable alternative energy options, and the hydrocarbon renaissance.

This presentation will discuss several major themes that have impacted energy policy-making since the 1970s and how they are reflected in key issues debated in the current election year. It will then pose some thoughts on how to move away from the burdens of the past and move forward.

In this study, researchers found that veterans with college training were more likely to become employed when they also received job search assistance and job placement assistance, as well as that veterans without such training increased their probability of employment after receiving diagnoses and treatment of impairments, VR counseling, job placement assistance, rehabilitation technology, and other supports. In practice, the results of this study provide important information for rehabilitation counselors, vocational counselors, and other practitioners working with veterans with disabilities. In policy, policymakers should work to support and expand state VR programs to reach a wider population of veterans. Suggestions …

Implementation of innovative strategies to improve coverage of evidence-based interventions, especially in the most marginalised populations, is a key focus of policy makers and planners aiming to improve child survival, health, and nutrition. We present a three-step approach to improvement of the effective coverage of essential interventions. First, we identify four different intervention delivery channels—ie, clinical or curative, outreach, community-based preventive or promotional, and legislative or mass media. Second, we classify which interventions’ deliveries can be improved or changed within their channel or by switching to another channel. Nevada, the state most affected by the Great Recession of 2008, faced one of the nation's worst state budget shortfalls in 2011. This presentation examines state budget drivers, including constitutional requirements, tax and spending limitations, federal statutes, demographics, and the resulting policy choices to evaluate how state-level decisions affect local jurisdictions that continue to cope with lower property values, foreclosures, and high unemployment. It will also discuss longer term challenges including rising health care costs and retiree pensions as well as issues surrounding implementation of the Affordable Care Act.

Positive organizational culture is beneficial to organizations and fosters innovation (Spreitzer 2012) (Kotrba 2010). Innovation contributes to organizational sustainability, efficiency and performance (Kohli & Mulgan 2010). I argue that the public sector faces unique challenges in building and sustaining a positive organizational culture and thus innovation is stifled. These challenges that public organizations face are due, at least in part, to the effects of issue networks and the iron triangle.
