Policing in South Africa has a long, twisted history that is still evident in some current police practices and especially in the public’s perceptions of the police. In addition to historical factors such as colonial rule and apartheid, people’s perceptions of the police are also affected by their race, class, gender, and geographic location. Although these factors’ can be considered to have an individual effect on perceptions, it is through a complex understanding of how they relate to one another that a true understanding of a person’s perception can be reached. I conducted my research for this paper during a three-­‐week internship at the Pat Finucane Center in Derry. I gathered evidence from a series of declassified British government documents provided to me by the center. I focus my study on the British government’s attitude towards sectarian assassinations, particularly committed by loyalist paramilitaries, in the first part of the 1970’s. I examine the issues of responding to international pressure, framing the problem, evaluating security force effectiveness, and screening strategies. I find that in the public sphere, the British government hid information to downplay the severity of loyalist-­‐led murder campaigns and instigated …

The National Park Service has generally interpreted its sites in the Great Plains in terms of a Eurocentric narrative of westward expansion. Though some sites are changing (e.g., Little Bighorn), others are not (e.g., Scotts Bluff). Even those sites that have changed still retain important elements of traditional narratives, which often date to the 1930s or to the Mission 66 period (1956-66). The newest sites, such as Washita Battlefield, tell newer stories that resonate well with today's visitors. These provide a model for revising older sites. The National Security Personnel System was authorized at the request of Department of Defense (DOD), which complained of inflexibilities in the traditional federal General Schedule system, established under the classification Act of 1949. The department claimed that the traditional system was cumbersome even during normal peacetime operations; during wartime, when the system faced additional stresses, it was more problematic. Some of DOD’s concerns with the General Schedule system were also shared by other government agencies and officials who perceived that the system was defining jobs too narrowly and prescribing too many procedures for filling those jobs, limiting the ability of …

In 1996, Broome County opened the new Broome County Public Safety Facility (BCPSF) that doubles the County's capacity for housing inmates locally. However, the County has experienced a significant increase in jail population since BCPSF was opened. This has resulted in the resumption of the practice of boarding excess inmates at regional facilities. Given the County's desire to contain costs associated with overcrowding, this research project conducted a cost effectiveness analysis of three policy alternatives to address the jail overcrowding issues: (1) maintaining the current practice of boarding, (2) renovating a gymnasium into a 48 bed "Gym-Pod," or (3) constructing …

As anyone familiar with RtoP is aware, the commitment is understood to have three separate but interrelated pillars. The first pillar says that states have the primary responsibility to protect their own citizens from genocide, war crimes, crimes against humanity, and ethnic cleansing. Pillar Two says that the international community should assist states in fulfilling this responsibility, while Pillar Three says that if the state fails in its primary responsibility to protect its citizens from these crimes, …

The United Nations Secretary-General's report on pillar three of the responsibility to protect (RtoP), "Responsibility to Protect: Timely and Decisive Response," is the most interesting, timely, and decisive of his four reports thus far on the RtoP. To start with, the subject matter of pillar three – the international community's potentially coercive responses to humanitarian crises, including humanitarian intervention – is the most controversial part of the RtoP doctrine and the area that has attracted the most criticism from skeptics. Reflecting upon United Nations Secretary-General Ban Ki-moon's recent report concerning the third pillar of the Responsibility to Protect (RtoP), on the "timely and decisive response," two items become clear to me. First is that the third pillar is inherently coercive in nature, even though the report and many RtoP pundits stress that it entails more than merely sanctioning the use of force. Second is that this is unsurprising if we recall that the purpose of RtoP is to ensure the protection of particular human rights (rights against: genocide, war crimes, crimes against humanity, and ethnic cleansing) and that having a …

Driver Vs. Manager Perceptions Of Commonly Used Safety Practices In Commercial Motor Vehicle Operations, Stephen M. Swartz, Matthew A. Douglas

Journal of Transportation Management

This research investigated the perceptions of Commercial Motor Vehicle Operators and Safety Professionals regarding 35 commonly implemented practices used to improve operating safety. Several differences were found in how drivers of different backgrounds rated various practices, and between the drivers and safety managers. These differences were found to be persistent even when combined with measures of safety performance and experience. Managers tended to overvalue (relative to drivers) practices related to hiring, while drivers tended to overvalue (relative to managers) practices related to company support and reward systems. U.S. rental car organizations are having to modify their business models to adapt to the new economy, which includes increased fuel costs, reduced business and leisure travel, and reduced resale of low mileage rental units. Revenue is negatively impacted due to increased maintenance as a result of higher mileage requirements placed on the rental inventory. Changes in the depreciation allowance on the rental car fleet reduced the potential value of vehicles by requiring fleet operations managers to maintain the fleets for longer periods of time. Commentaries on the financial meltdown that began with Lehman Brothers’ collapse in September 2008 trace its origins to greedy bankers exploiting lax regulatory practices to take excessive risks through exotic and arcane financial instruments. In this report, we present a first-ever overview of what is known about the relationship between the status of youth and their parents’ low-wage jobs. Of the 20 million adolescents with working parents, 3.6 million (one out of every six) are in low-income families where parents have low-wage jobs. We identify several ways that young people are harmed by their parents’ low-wage, low-quality jobs that point to the urgency of this issue.

Currently, just less than one quarter (24.5%) of Massachusetts legislators are female, putting Massachusetts behind all other New England states when it comes to the election of women to state legislative office. Vermont has the highest percentage (38.9%) of women in its legislature in the New England region.

Drawing on literature in China studies, strategic theory, and expert interviews, this article analyzes the possibility of "rare earths" being leveraged by the People's Republic of China (PRC) in a crisis. The evidence suggests China's position in the rare earths market could constitute a significant security liability for the United States. It also seems that even if coercion fails to materialize, China's rare earths policies have the potential to intensify security dilemmas in Sino-American relations.

This study investigates the behavioral aspects of the firm-logistics service provider (LSP) relationship in order to better understand the avenues through which LSP responsiveness to changing customer needs can be enhanced. Because the research examining the behavioral aspects of the firm- LSP relationship is sparse, a dyadic qualitative research approach was taken to explore the development of a relationship structure that will facilitate the level of responsiveness that the firm desires. In July of 2012, the President signed into law the bill, “Moving Ahead for Progress in the 21st Century” or MAP21, also known as the Surface Transportation Act. The Act instructs the Secretary of Transportation to promulgate regulations requiring the use of electronic on-board recording devices (EOBRs) to verify hours of service compliance by commercial motor vehicle drivers. The mandate has drawn opposition from many drivers and trade organizations, while simultaneously drawing support from government, union organizations and other trade organizations.
