The Effect Of Rluipa's Land Use Provisions On Local Government, Alan C. Weinstein

In the absence of perfect information about how RLUIPA has affected local governments, this article argues that the courts have adopted a pragmatic approach to maneuvering in the difficult terrain that RLUIPA occupies: combining appropriate judicial deference to a legislature that enacts a neutral law of general applicability with the heightened judicial scrutiny that becomes appropriate when that same law is applied to a specific zoning approval, a circumstance that frequently allows for subjectivity, and thus the potential for discrimination or arbitrariness against religious uses, in the approval process. Household Survey To Evaluate The Zambia-Led Prevention Initiative: Baseline Report, Zambia-Led Prevention Initiative

HIV and AIDS

With an estimated HIV prevalence of 14.3 percent among men and women age 15–49, Zambia is one of the sub-Saharan African countries most affected by the HIV and AIDS pandemic. The Zambia-led Prevention Initiative Program (ZPI) was developed by a consortium led by FHI360, with the Population Council as the evaluation partner. This study determined baseline levels of key indicators related to HIV, gender-based violence, and reproductive health. Additionally, the baseline findings provide critical insights into key areas for interventions in Zambia and highlights variability in the populations across provinces and between males and females that provide valuable guidance for …

Participation in PAT-Net 2011 led me to rethink some basic assumptions surrounding public administration theory and what constitutes knowledge in public administration scholarship and practice. My reflection responds to the major questions posed during the Ph.D. Student Workshop on "Writing Theory in a Technicist Field": specifically, why a technicist attitude is so pervasive in a democratic society and what alternatives have been posited for confronting technicism to advance theoretical and critical scholarship.

Just as SVD [Slavic Village Development] fought back against predatory lending, mortgage fraud, and speculator flipping, the City of Cleveland and Cuyahoga County also sought to prevent these practices and stem the rising tide of foreclosures. This included legislation, litigation, and homeowner counseling. This article will focus on three examples of the response to the mortgage crisis in Cleveland: the Cleveland Housing Court, the Cuyahoga County Land Reutilization Corporation (land bank), and community development corporations (CDCs) and local intermediaries (namely, the Cleveland Housing Network (CHN) and Neighborhood Progress, Inc. Coalitional Colonel Blotto Games With Application To The Economics Of Alliances, Dan Kovenock, Brian Roberson

In Borel’s (1921) Colonel Blotto game two players simultaneously allocate their respective endowments of a resource across n battlefields, the higher allocation wins each battlefield, and players maximize the number of battlefields won. Here we examine two players who may form an alliance before separately competing in two disjoint Colonel Blotto games against a common adversary. Despite a lack of common interests, unilateral transfers — in a direction consistent with the exploitation hypothesis — arise for a range of parameter configurations. Such transfers alter the adversary’s strategy and the combination of the direct and strategic effects benefits both allies.

Distortion, Disparity, And Dubious Data: The Impact Of Accountability On Instructional Practice, Curtis Jack Barnes

This study examined the impact that state and federal accountability systems have had on instructional practice in two large Texas school districts by comparing the performance of students at these schools on individual items from the 2011 Texas Assessment of Knowledge and Skills (TAKS) and relating performance to item difficulty and the schools' accountability risk as determined by prior accountability performance. To make this comparison, schools were placed into accountability risk groups based on past performance on the No Child Left Behind Act's (NCLB) Adequate Yearly Progress (AYP) accountability instrument. This thesis addresses the issue of the responsibility of the transport manager. The transport manager´s conditions which have to be respected during his/ her work are analyzed. The transport manager is responsible for the decisions made during the whole transportation process. Individual decisions are evaluated and a probabilistic estimate of their importance is determined. A methodology for insurance for the transport manager is proposed.

Religious movements have long been challenging the modernist and secularist ideas around the world. Within the last decade or so, pro-religious parties made significant electoral advances in various countries, including India, Sudan, Algeria, and the Palestinian territories. In this article, we focus on the rise of the pro-religious Justice and Development Party (Adalet ve Kalkinma Partisi- AKP) to power in the 2002 elections in Turkey. Using the Turkish experience with political Islam, we evaluate the explanatory value of Mark Juergensmeyer's rise of religious nationalism theory, with a special emphasis on the "failed secularism" argument. This dissertation examines the homeland security organizations of the 50 states, and describes what systems the states have created for homeland security policy and structure. The purpose of this dissertation is to determine how each state homeland security organization was developed, describe each organization, and ascertain if patterns of homeland security have emerged among the states. This descriptive study also uncovers philosophical differences in the states' interpretation of homeland security.

The study aims to identify organizational factors that influence the performance of implementation of the U.S. Freedom of Information Act (FOIA) and to investigate the strength and direction of their effects. Although FOIA is a critical statute to promote right to know and democratic accountability, its implementation by federal agencies has been frequently criticized for delay of information disclosure and a large backlog of unresolved requests. This research attempts to increase understanding of how judgmental performance in a personnel evaluation task is influenced by task properties and cognitive strategy. The study relies on Cognitive Continuum Theory (CCT) which is based on Social Judgment Theory (SJT). CCT argues that performance is a function of correspondence between cognitive strategies and task properties.

Focusing on organizational legitimacy is an essential element to the survival of an organization. Suchman (1995) suggests that "Legitimacy is a generalized perception or assumption that the actions of an entity are desirable, proper, or appropriate within some socially constructed system of norms, values, beliefs, and definitions" (p. 574). Legitimacy must first be gained and then maintained. If lost, legitimacy must be regained or the organization is unlikely to survive. Organizations can use both symbolic and substantive means of gaining, maintaining or regaining legitimacy. Like many other controversial social issues, same-sex marriage has followed the ebb and flow of the political stream for almost 30 years in the United States. What pulled this policy issue out of the policy stream and placed it front and center in the public's mind were the actions of a handful of local officials who, in the winter of 2004, acted against the status quo and instituted public policies in favor of same-sex marriage. This quantitative study used the Schools and Staffing Survey of 2007-2008, a school-based stratified probability-proportionate-to-size sample of all American schools, to explore the relationships of professional development to teachers' self- and collective efficacy by school accountability status as measured by adequate yearly progress (AYP). In addition to comparing professional development hours by teacher and school demographic characteristics, linear regression models were used to determine differences among three AYP groups: those who failed to achieved AYP the previous two years and were in Improvement status, those who failed to achieve AYP the previous year, and those who achieved AYP. This dissertation analyzes the boundaries between the nonprofit and for-profit sectors using network analysis on interlocking directorates. Drawing upon data that contains over 26,000 directors and 1000 organizations, it seeks to identify the nature of the network between the largest organizations in American society and addresses how it might explain recent marketization trends in the nonprofit sector.
