The purpose of my research is to investigate "double rationing" which entails rationing at two levels of the health care system. At one level, policy makers prioritize treatments that will be covered under a publicly financed health care system. At a lower level, doctors or other health care professionals prioritize patients in need of scarce medical treatments. Traditionally, research focusing on health care rationing has treated these two activities as if they were separate and unrelated events. The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 gives states wide latitude to institute eligibility rules for welfare payment, set welfare payment amounts and decide on the income threshold that trigger welfare payments under the Temporary Assistance for Needy Families (TANF) program. Do recipients shop around for the best deal by migrating to a state with higher benefits and liberal eligibility rules in the post-welfare reform era? Does the migration behavior of single mothers support the lifecycle hypothesis? This dissertation is an empirical analysis of a government policy tool--registry of civil society organizations--targeted toward civil society, how civil society and nonprofit organizations respond to the policy tool, and how it influences the development of civil society. The theoretical framework is based on concepts from literature on mapping civil society, policy studies, nonprofit studies, and development studies. The analysis is based on data collected through administrative and legislative documents and 82 interviews with nonprofit leaders in Ecuador and Colombia, South America.

The SYPE results underscore the need for: the assessment of state and civil society initiatives to transmit RH information; a national, comprehensive, age-appropriate reproductive health module to be integrated into the educational program; a national campaign on HIV/AIDS and other sexually transmitted infections that targets young people of reproductive age; the integration of female circumcision into a broader approach to youth reproductive health and bodily rights; specialized reproductive health services for married adolescent girls; and further research on sexuality and reproductive …

This brief analyzes and summarizes young people's responses to the 2009 Survey of Young People in Egypt (SYPE) to identify the greatest challenges facing the Egyptian educational system, focusing specifically on primary through secondary schooling. Results show that access to school has improved, but some youth, especially females in rural Upper Egypt, remain outside the school system and are increasingly marginalized. The Egyptian school system is delivering low-quality education that is irrelevant to the labor market and has problems with repetition, absenteeism, and drop out which reduce the efficiency of the education system. People have always given aid and comfort to each other during times of disaster. However, attempts to structure and professionalize this assistance are fairly recent developments. Disaster mental health, as an evolving field of practice and study, is a collection of interventions and practices that are designed to address incident-specific stress reactions, rather than ongoing or developmental mental health needs. Traditional mental health practice is based on a medical model, with a clinician seeing a patient in an office setting. Interviews with 32 community behavioral health providers elicited perceived benefits and barriers of using electronic health records. Themes identified were (a) quality of care, (b) privacy and security, and (c) delivery of services. Benefits to quality of care were mentioned by 100% of the providers, and barriers by 59% of providers. Barriers involving privacy and security concerns were mentioned by 100% of providers, and benefits by 22%. Barriers to delivery of services were mentioned by 97% of providers, and benefits by 66%. Most providers (81%) expressed overall positive support for electronic behavioral health records.

Use Of Real-Time Pcr To Detect Canine Parvovirus In Feces Of Free-Ranging Wolves, L. David Mech, Emily S. Almberg, Douglas Smith, Sagar Goyal, Randall S. Singer

Using real-time PCR, we tested 15 wolf (Canis lupus) feces from the Superior National Forest (SNF), Minnesota, USA, and 191 from Yellowstone National Park (YNP), USA, collected during summer and 13 during winter for canine parvovirus (CPV)-2 DNA. We also tested 20 dog feces for CPV-2 DNA. The PCR assay was 100%sensitive and specific with a minimum detection threshold of 104 50% tissue culture infective dose. Virus was detected in two winter specimens but none of the summer specimens. We suggest applying the technique more broadly especially with winter feces.

This paper presents results of a three-year study of workers and former workers at four Alternative Staffing Organizations (ASOs). ASOs are fee-for-service job brokering businesses created by community-based organizations and national nonprofits whose objective is to gain access to temporary and “temp to permanent” opportunities for workers facing barriers to employment. The paper looks specifically at the relationship between the personal characteristics of workers, their temporary work experiences through the ASO, and the subsequent employment status of former ASO workers, determined through a follow-up survey conducted by telephone six to eight months after workers had left the ASO. Organizations that aim to improve the experiences and employment chances of job seekers who face barriers to employment have, over the years, had to contend directly with potential employers and their requirements. This is particularly true for community-based job brokers that use a temporary staffing model, offering job access and immediate work to their service population.

The significant increase in the number of incarcerated women ensures that many children must live without their mothers for some period of time. Women in prison were interviewed about their efforts to maintain relationships with their children. Mail and telephone contacts were more frequent than actual visits. Almost one half of mothers had never received a visit from their children. This article identifies challenges to the development and maintenance of contact between incarcerated mothers and their children. Recommendations are made for correctional agencies to enhance opportunities for incarcerated mothers to foster positive connections with their children.

The growing number of voluntary standards for governing transnational arenas is presenting standards organizations with a problem. While claiming that they are pursuing shared, overarching objectives, at the same time, they are promoting their own respective standards that are increasingly similar. By developing the notion of ‘standards markets,’ this paper examines this tension and studies how different social movement and industry-driven standards organizations compete as well as collaborate over governance in transnational arenas. With approximately 90% of the world's goods shipped via cargo containers, it is vital for the security of these containers to be complete and effective. However, given the volume of containers transiting U.S. seaports, the task of providing complete security is complicated and, arguably, impossible. These three influences are 1) an officeholder's personal views, generated by socialization and experiences prior to holding office, 2) the political institutions, which speak to the complexities and many actors involved who shape the prioritization of issues, and 3) an office-holder's responsibility to a constituency which is motivated by reelection hopes. The purpose of this study is to uncover identity shaping in women of the military. I interviewed eleven women from various branches of the military to uncover changes in their sense of self, emotion management, and role person merge. Six of these my respondents were deployed to combat zones. The women of this study went to basic training and learned how to be a soldier. They go through a process of "manning up" where they leave behind prior behaviors and beliefs and display a masculine front in order to be successful in their military careers. Since the passage in 1976 of the Farmer-to-Consumer Direct Marketing Act, there has been a sharp rise in number of farmers markets in this country, from approximately 600 in the 1970s to over 7,000 today. With this increase, farmers markets began to attract attention not only from farmers and consumers, but also from public policy experts. Some research has suggested that farmers markets may be a way to alleviate the poor access to healthy foods in low-income communities, in areas known as food deserts.
