Between 1991 and 2006, arrests for drug sales and manufacturing dropped while arrests for possession grew, with the largest growth seen in youth under 18. This databit looks at drug-related arrests for youth under 18, young adults 18 – 24, and adults 25 and older.

Research Brief: "The Transferability Of Military-Provided Occupational Training In The Post-Draft Era", Institute For Veterans And Military Families At Syracuse University

Institute for Veterans and Military Families

This study found that the transfer of skills gained through military training was not statistically different from skills related to most forms of non-military training. In practice, for the transitioning service-member, this research highlights the importance of seeking and cultivating opportunities to leverage knowledge, skills, and abilities developed as a result of military training and experience. In policy, individuals developing military training programs should purposefully focus on curriculum development in a way that makes the linkages between learned skills and the civilian labor market clear and explicit. Arrests by law enforcement for youth under 18 reached a 30-year low in 2012. Arrests for the eight serious offenses included in the FBI crime index decreased by almost half from 1995 to 2010. This databit looks at juvenile arrests in total and by offense from 1980 to 2010.

This brief is about obesity rates among OEF/OIF veterans and how race, education level, gender, and use of the VA play a role in obesity rates. For practice and policy, a fitness education program should be implemented by the VA to help lower obesity rates since obesity can cause more serious health problems. Suggestions for future research include expanding the study to involve veterans from other military eras and expanding the study to look at more risks associated with obesity.

Chief among the issues that the United States Supreme Court considers in United States Department of Health and Human Services et al. v Florida et al. is the questionof whether Congress has the constitutional power to apply a “minimum essential coverage requirement” on most nonelderly Americans. Opponents of the provision (referred to under the Act as the “Individual Responsibility” requirement) argue that compelling individuals to buy affordable health insurance coverage exceeds Congressional powers. As a result of the current fiscal crisis, the US Federal Government is calling on non-profit organisations and communities across the country to contribute their service through volunteering. This study uses qualitative data retrieved from a purposive sample of New York City non-profit administrators to determine the challenges and benefits of volunteer involvement in US non-profit organisations during the economic downturn that began in 2008. Findings conclude that although US Federal Government initiatives, including $50 million of the American Recovery and Reinvestment Act allocated to the strengthening communities fund provided non-profits the opportunity to draw on an influx of a …

Our research revealed a pattern of school choice results that range from neutral (no significant differences between Choice and MPS) to positive (clear benefit to Choice). Although we have examined virtually every possible way that school choice could systematically affect people, schools, and neighborhoods in Milwaukee, we have found no evidence of any harmful effects of choice.

School Choice Demonstration Project

Special education and parental school choice are two of the most controversial issues in K-12 education in the United States. Those policies converge on an important question in an evaluation of the Milwaukee Parental Choice Program, what proportion of students have education-related disabilities? This debate, in Wisconsin, has provoked a lawsuit against the state’s Department of Public Instruction (DPI), which implements the Milwaukee Parental Choice Program (MPCP). MPCP is the oldest and largest urban private school voucher program in the United States.

The School Site Visits study is part of the fifth series of annual reports produced by the School Choice Demonstration Project (SCDP). It describes some of the major challenges experienced and common practices demonstrated by thirteen (13) K-12 schools participating in the Milwaukee Parental Choice Program (MPCP). During the 2010-11 school year, there were 107 religious and secular schools participating in the MPCP. The general purpose of this five-year evaluation is to assess the effectiveness of Milwaukee’s independent charter schools in promoting student achievement growth. Independent charter schools are authorized by nonschool-district entities and are considered “independent” because they are not a part of the Milwaukee Public School District (MPS). This is the final report in a five-year evaluation of the Milwaukee Parental Choice Program (MPCP). This report features analyses of student achievement growth four years after we carefully assembled longitudinal study panels of MPCP and Milwaukee Public Schools (MPS) students in 2006-07. The MPCP, which began in 1990, provides government-funded vouchers for low-income children to attend private schools in the City of Milwaukee. The maximum voucher amount in 2010-11 was $6,442, and 20,996 children used a voucher to attend either secular or religious private schools. The resulting extensive acreages of dead trees are alarming the public and raising concern about risk of severe fire. Researchers supported by the Joint Fire Science Program (JFSP) are examining the complicated relationship between bark beetles and wildfire, the two most influential natural disturbance agents in these forests. The diffuse nature of decision making creates a need to better coordinate land use and transportation to address issues such as: congestion, infrastructure costs, and greenhouse gas emissions. This paper examines extraboard operations and management at TriMet, the transit provider for the Portland Oregon metropolitan area. The extraboard consists of a pool of operators who fill open work resulting from absences and other causes. The paper first examines the general performance of the extraboard in filling open work, drawing on seven years of daily operations data from three bus garages. It then presents statistical analyses focusing on open work patterns and the effects of selected work rules on operator utilization and service delivery. Lastly, suggestions are made for improving the efficiency of extraboard operations.

2011 Monitoring Status

Overview

In 2011, the first year of vegetation monitoring by the Northern Great Plains Network Inventory and Monitoring staff at Scotts Bluff National Monument, efforts resulted in the documentation of 79 plant species. This was the lowest number of species among parks sampled in 2011. Graminoid (grass and grass-like plant) species accounted for only 21 (27%) of the total species, but graminoid cover was much higher than that of any other plant type. Forbs were much more diverse, but did not provide as much foliar cover.
