This report describes the preliminary work to develop the Oregon Traffic Safety Data Archive (OrTSDA). The mission of OrTSDA is to "build the knowledge base of traffic safety data in Oregon". The archive hopes to become a valuable traffic safety data resource with researchers, practitioners, and community supporters. As envisioned, the archive will provide current and historical versions of related data, encompass complete documentation, and contain an online interface to the variety of traffic safety related data. Recovery was firmly underway in the Intermountain West by the fourth quarter of 2011 but its pace varied considerably across the region’s 10 major metropolitan areas. Six of the 10 metros saw job growth in the fourth quarter but only four saw it accelerate over the previous one. Output grew everywhere but only in half of the region’s metros did the pace of growth quicken. The unemployment rate was down across the board from one year earlier. House prices in most markets stabilized. Yet signs of a robust, sustained, and self-fueling recovery remained elusive.

A noted Singapore-based cultural geographer and specialist on Asia analyzes the emergence and functioning of a unique artistic cluster in Hong Kong's Fotan light industrial district. The objective of the research is to understand how artistic work in the cluster, despite some challenges, has thus far proven sustainable in cultural, social, and economic terms. The findings of this case study permit further clarification of several dimensions of an emerging theory of cultural/creative clusters, which should be considered as distinct from business and industrial clusters. Party politics in the European Parliament (EP) consists of competition between transnational party groups, each consisting of multiple national member parties from the 27 member states of the European Union (EU). Identifying the policy space that these parties inhabit and their ideological positions is both practically and conceptually challenging. In this article we characterize this policy competition by tracking EP political groups from three separate, original expert surveys taken in 2004, 2007 and 2010. We look at the relative positioning of the groups on multiple dimensions of policy, as well as changes in party group policy since 2004. Additionally, we …

Transnational armed conflicts have become a reality. The increasing sophistication of terrorist organizations, their increasingly transnational nature, and their development of military strike capabilities, push and will continue to push States to resort to combat power as a means to defend against this threat. Relying on the factual fiction that the acts of such terrorists must be attributable to the States from which they launch their operations, or on the legal fiction that the use of military combat power to respond to such threats is in reality just extraterritorial law enforcement, fails to acknowledge the essential nature of such operations. …

As a long-time human rights advocate I find myself uncomfortably sharing Rieff's central concern over the link between military intervention and human rights advocacy, forged through the Responsibility to Protect (R2P) doctrine. This common concern is uncomfortable because I don't share his broader sentiments. However, it is also uncomfortable because it involves me swimming against the human rights tide, which seems to have embraced R2P.

This report examines the uses of the Greater Yellowstone MapGuide (both the printed and website versions) and how this tool has influenced those who use it. The Greater Yellowstone MapGuide appears to be a tool that is influencing visitors to the area in many ways. The MapGuide appears to influence where they stay, where they drive, and the activities in which they participate. The findings of this study suggest that the Geotourism concept, as portrayed by the MapGuide, is a successful tool in visitor management.

This study provides an assessment of the job creation and attendant education and training needs associated with the creation of the California High-Speed Rail (CHSR) network, scheduled to begin construction in September 2012. Urban planners and scholars have focused a great deal of attention on understanding the relationship between the built environment and transportation behavior. However, other aspects of the urban environment – including the vibrancy and quality of life in urban areas – have received little attention. This report seeks to close this gap by analyzing the effects of both land-use and urban vibrancy on transportation patterns. Analysis of data from a variety of sources suggests that in addition to the built-environment, the vibrancy of the urban environment also affects transportation behavior. This report presents 16 case studies of attacks planned or carried out against Israeli bus targets, along with statistical data on the number, frequency, and lethality of attacks against bus targets that have taken place in Israel since 1970 and during the Second Intifada, which occurred between September 2000 and the end of 2006. The statistical data come from MTI’s Database on Terrorist and Serious Criminal Attacks Against Public Surface Transportation. The paper analyzes the rise of get-tough crime legislation to the American public policy agenda and examines the effects of these policies on crime and inmate populations. Get-tough policies analyzed include sentencing reform, the War on Drugs and collateral consequences. Because there is no empirical literature on the effect of collateral consequences on crime, the paper employed an OLS regression model partly derived from institutional anomie theory to test for criminogenic effects. The study then employed OLS regression analysis to determine the affect of these independent variables on crime rates in each of the 50 states. The study concluded that …

Background and Aim

Intentional weight loss, primarily by improving insulin resistance, is known to decrease the need for anti-diabetic medications. In this study, we assess the magnitude of weight loss that resulted in dose reductions or discontinuation of anti-diabetic medications in overweight or obese patients with type 2 diabetes (DM) undergoing weight loss treatment.

Methods

Case records of 50 overweight or obese patients with DM who successfully decreased dosage or discontinued diabetes medications after losing weight via attendance at two University-based, outpatient weight management centers were analyzed. Homicide is seven times as common among U.S. non-Hispanic Black as among non-Hispanic White youth ages 15 to 24 years. In 83% of these youth homicides, the murder weapon is a firearm. Yet, for more than a decade, the national public health position on youth violence has been largely silent about the role of firearms, and tools used by public health professionals to reduce harm from other potential hazards have been unusable where guns are concerned. The purpose of this paper is to identify and examine union initiated obstacles that Social Security Administration (SSA) mid-level managers face in using discretionary power. Managers should be aware of the bounds in which they operate in order to adequately negotiate decisions, which ultimately seek to serve public needs and promote workplace democracy. In examining the limitations of discretionary power I emphasize the importance of contractual restrictions by focusing on the elements of collective bargaining and grievance resolution. Paul Gottfried argues (Conservatism in America: Making Sense of the American Right, 2009) that despite claims to a British patrimony going through Edmund Burke, the American Right has no meaningful connection to European Conservatism. Moreover, the attempt to connect American Conservatism with Edmund Burke hides the leftward turn in the American Conservative Movement over the last several decades. But Gottfried’s argument rests on assumptions about the aristocratic foundation of conservatism and neglects the very real Burkean institutional framework in much of American history. The Catholic Church and various politicians have accused the administration of violating the church's religious freedom. Although the administration has modified its original regulation, it continues to be attacked for "waging war" on religious freedom.
