Introduction

The Northern Great Plains Inventory and Monitoring Network (NGPN) includes thirteen park units located in five northern Great Plains states across six ecoregions. Plant community composition and structure monitoring comprises the core of the vegetation monitoring effort for the NGPN, covering the “Riparian Lowland Plant Communities” and “Upland Plant Communities” vital signs (Gitzen et al. 2010). The narrative portion of the plant community protocol can be found in Symstad et al. 2012. The narrative includes the rationale for vegetation monitoring, an overview of sample design, field methods, data management, and program requirements. The Highway Safety Manual (HSM) was published by the American Association of State Highway and Transportation Officials (AASHTO) in the spring of 2010. Volume 2 (Part C) of the HSM includes safety predictive methods which can be used to quantitatively estimate the safety of a transportation facility. The resulting information can then be used to provide guidelines to identify opportunities to improve transportation safety. The safety performance functions (SPFs) included with this content, however, were developed for several states other than Oregon. Three decades of stagnating earnings for bottom decides of male wage earners and 1990s anti-poverty policies promoting employment among poor single mothers suggest increases in the ranks of low-wage breadwinners living in low-income households. Low-wage workers often get few employer sponsored benefits, while antipoverty programs target poor non-earners; these factors suggest low-wage and low-income workers may be unprotected by employer or government supports. Using the Annual Economic and Social Extracts of the Current Population Survey (CPS) from 1980-2010, the authors explore changes in low-income and low-wage earners by gender and family status. Recent studies on environmental regimes suggest that important lessons and policy recommendations may be drawn from the functioning of the multilateral trading regime. This brief compares the needs and goals of the trade and environment regimes, and discusses how insights from over sixty years of experience of the multilateral trading system might provide ideas for redesigning the architecture of the international environmental regime. It further calls for a better dialogue and improved complementarities between the two fields in order to enhance coherence within international law.

Medicaid is the major purchaser of nursing home care in the United States. States design their methods of reimbursing nursing homes to achieve desired policy objectives related to facility cost and quality, access to care, payment equity, service capacity, and budgetary control. The incorporation of multiple, sometimes conflicting incentives into state reimbursement systems has resulted in enormously complex and demanding methodologies that inhibit consumer participation in state rating setting decisions. Users of multiple-mode public transportation were compared to users of privately owned vehicle (POV) transportation in work commuting within two different travel corridors of Santa Clara County, California. In the first corridor, high tech companies were the source of questionnaire respondents; in the second corridor, the respondents were predominately municipal and county office employees. Most intermodal travel in the first corridor was with multiple buses. In the second corridor, commuters who used a bus and light-rail combination were studied. We present an overview of the risks associated with cycling to emphasize the need for safety. We focus on the application of frameworks from social psychology to education, one of the 5 Es—engineering, education, enforcement, encouragement, and evaluation. We use the structure of the 5 Es to organize information with particular attention to engineering and education in the literature review. Engineering is essential because the infrastructure is vital to protecting cyclists. Education is emphasized since the central focus of the report is safety.

On October 15, 2011, OccupyTokyo protests took place in three different districts: Hibiya,Shinjuku, and Roppongi. Before the rallies began, protesters gathered in parkswhere organizers and participants gave speeches. They expressed solidarity withthe worldwide Occupy movement, criticized a widening economic gap in Japan, anddemanded a more just world. Protesters then took to the streets with theirplacards, drums, and megaphones to shout slogans to reclaim society for “the99%.”

The Initiative sought to gather information about older persons currently residing in Home Forward’s public housing properties, from persons age 55 and older on the waitlist for housing, and from older adults in the Portland area. While local data were unavailable at the time of this report, we know that nationally, more than one-third (37 percent) of the approximately 5 million households receiving housing assistance from HUD are headed by persons age 62 and older. Cybersecurity has dominated recent headlines, but policy makers and pundits alike still combine different risks, threats, and solutions. Crime, espionage, and international conflict represent different dangers to our society at the local and national level, and each has a set of bad actors with different incentives. Conflating these areas can lead to poorly framed solutions. Exploring the economics of cybersecurity offers a set of tools to understand these incentives, and the sometimes complex policy challenges that arise in dealing with digital risk.

This article tries to show the transformation of jazz music as a cultural product in Yogyakarta. This transformation is, according to Baumann, fluid, contradictory, and ambivalent. In the origin, this music became a symbol of resistance by the lower class, whereas in Indonesia jazz became the upper middle class consumption. However, in its development, some jazz musicians try to restore the original meaning by combining local elements and bring a hybrid genre of jazz, although this was not last long. Oil and gas development and hydraulic fracturing have received enormous attention over the past few years, and most of that attention has focused on the potential impacts of such development on water quality. However, the potential impacts on air quality from oil and gas development have received far less public and media attention and discussion. This two-hour program will assess the current scientific knowledge, regulatory requirements and policies regarding the impacts on air quality from oil and gas development and will address current initiatives at the state and national levels to further regulate and control those impacts.

The 16th annual report - Quality Counts 2012 - was released in January. Overall, Arkansas ranked 5th among the 50 states and was one of only nine states in the U.S. that received a B. This policy brief examines Arkansas’ rank in each category of the report as well as the quality of the report itself.
