Community health centers play an important role in providing care to uninsured and low-income individuals living in medically underserved communities. They rely on many different revenue sources and, over time, Medicaid has become a central source of funding for most health centers. To better understand how Medicaid influences health center practice, this paper compares the strength of health centers in states that have expanded Medicaid coverage for adults to health centers in states with more limited Medicaid coverage for adults. Dependence on fossil fuels, climate change, and degraded air quality are forcing the auto industry and consumers to seek alternative solutions to the current transportation system. Significant technical breakthroughs are allowing automakers to develop electric vehicles (EVs) that transcend some of the key barriers that limited them historically. Plug in electric vehicles entered the Oregon marketplace in early 2011. A range of reports suggest the demand for EVs will grow rapidly once affordable highway speed vehicles become available. The bottom line is that the crisis in Syria is tragic and extremely complicated. Some of its more complex issues include the threat of ethnic conflict, refugee flows, Iran's regional influence, and the impact of this uprising on other protests in the Arab world, ongoing and in the future. However, there are also several incontrovertible facts: the regime of Bashar al-Assad, in the name of putting down a protest movement that turned violent, is responsible for at least 7,500 deaths and shows no signs of relenting.

This brief presents findings on people with all disabilities and people with intellectual and developmental disabilities (IDD) who are served in employment and non-work settings by community rehabilitation providers (CRPs). In FY2010, an estimated 566,188 individuals received day or employment supports from state intellectual and developmental disability (IDD) agencies. This number grew from 458,650 in FY1999, a 23.4 percent increase. The estimated number of individuals supported in integrated employment services increased from 108,296 in FY1999 to 113,937 in FY2010, a 5.2% increase. State investment in supports continues to emphasize facility-based and non-work services rather than integrated employment services.

The Oregon Highway Plan’s (OHP) mobility policies guide various planning and programming activities of the Oregon Department of Transportation (ODOT). Among these activities are ODOT’s land use change review responsibilities under the Transportation Planning Rule, as adopted by the state’s Land Conservation and Development Commission. This report examines supplemental transportation performance metrics beyond the volume-to-capacity metric that currently supports OHP mobility policies. Selected supplemental metrics are empirically analyzed using a travel demand model calibrated for a Medford, Oregon study area.

FOCUS helps shape European security research to enable the EU to effectively respond to tomorrow's challenges stemming from the globalisation of risks, threats and vulnerabilities. FOCUS concentrates on alternative future EU roles to prevent or respond to incidents situated on the ‘borderline’ between the internal and external dimensions of the security affecting the Union and its citizens. It does so by elaborating multiple scenarios, based on IT-supported foresight, in the form of alternative futures. These are plausibility-probed versus mere threat scenarios.

Some of the most important basic services provided by any level of government are the primary responsibility of municipalities, and urban managers devote more time and attention in making sure that these services are delivered. The availability of public services in any local jurisdiction usually depends on location, history, laws and regulations. Some local governments use alternative service delivery such as public-private partnerships, intergovernmental agreements, and contracting out or privatization. This paper modifies the Hausman and Taylor (1981) panel data estimator to allow for serial correlation in the remainder disturbances. It demonstrates the gains in efficiency of this estimator versus the standard panel data estimators that ignore serial correlation using Monte Carlo experiments.

Cambodia's mine and ERW problem is a result of the long period of civil and regional conflicts that affected the country from the late 60s until 1998. Due to these conflicts, Cambodia is now one of the most heavily contaminated countries in the world, with more than 63,000 mine/ERW victims recorded since 1979. The first efforts to address Cambodia’s massive mine/ERW contamination came from the UN Advance Mission for Cambodia (UNAMIC), which contracted the HALO Trust in 1991-1992 to survey 700 km² of land in Battambang province ahead of the probable repatriation of 360,000 Cambodian refugees based in Thailand.
