Existing data that informs decision making in Multnomah County inadequately captures the lived experiences of communities of color. Rarely do existing reports include dimensions of race and ethnicity. Much research has been undertaken without the involvement of those most affected by the decisions guided by the research. The impact is that communities of color are rarely visible at the level of policy. Data has been used to obscure and oppress rather than to empower communities and eliminate disparities. This is not acceptable, and leads to inequitable policy and devastating outcomes for people of color.

In recent decades, it has become evident among mental health practitioners that the military is a unique culture that is comprised of distinct ethics, core values, codes of conduct, and strict hierarchical roles. In light of the war in Afghanistan and the war in Iraq, veterans and their families are seeking mental health services due to a variety of psychosocial issues; however, mental health practitioners are lacking military-specific knowledge in understanding individuals within the military subculture. Youth civic engagement—and particularly youth participation in properly designed youth programs—has indisputably favorable outcomes for the young people involved (Saito, 2006; Pancer et al., 2002; Flanagan et al., 2002). This research reviews the wide-ranging literature available on youth civic engagement in urban communities. Using content analysis, we identify organizations involved in youth engagement as well as barriers faced by organizations engaged in this policy arena. Our research also identifies 15 broad types of barriers that organizations seeking to encourage youth civic engagement encounter in building and delivering successful youth engagement programs. Scholars debate whether new immigrants will join minority native-born groups, especially African-Americans, in battling racial disparities, income inequalities, and discrimination in the United States. Although scholars have investigated inter-minority coalition-building in the context of electoral politics, a substantial share of newer immigrant social and political action has not been formalized. Social change organizations play an integral role in less formalized politics. The article draws upon ethnographic data on two case study organizations to investigate how they built coalitions between immigrants and non-immigrants. This article will explore the question of creeping legalism in mediation of statutory disputes arising out of employment. First, it will briefly review the issue of creeping legalism in arbitration. Second, it will introduce dispute systems design (DSD). Third, it will review the analogous debate on legalism in mediation in three design contexts: evaluative mediation of employment disputes in the court-connected setting, grievance mediation embedded in the collective bargaining agreement, and transformative mediation of employment disputes in the United States Postal Service's (USPS's) REDRESS program. Migration can enhance survival and recruitment of mammals by increasing access to higher-quality forage or reducing predation risk, or both. We used telemetry locations collected from 140 adult female elk during 2000– 2003 and 2007–2008 to identify factors influencing the migration of northern Yellowstone elk. Elk wintered in 2 semidistinct herd segments and migrated 10–140 km to at least 12 summer areas in Yellowstone National Park (YNP) and nearby areas of Montana. Spring migrations were delayed after winters with increased snow pack, with earlier migration in years with earlier vegetation green-up. Elk wintering at lower elevations outside YNP migrated an …

Generally Gray Wolves (Canis lupus L., 1758) tend to focus predation on young-of-the-year ungulates during summer, and I hypothesized that wolves preying on Muskoxen (Ovibos moschatus Zimmerman, 1780) in summer would follow that trend. Over 23 July periods observing wolves on Ellesmere Island, Nunavut, Canada, I found that packs of 2-12 adult wolves killed seven calves, one yearling, and five adult muskoxen at distances of 2.9 to 32 km from their current dens and pups. Given a possible bias against finding calves because of their fewer remains, these results do not necessarily refute the hypothesis, but they do …

During conflict mediation children learn skills necessary to reach peaceful resolutions. These skills involve communication, compromise, the ability to see how different aspects of a dispute are related, and the ability to consider their own perspective as well as that of another person. At first children need a great deal of support to proceed all the way to a negotiated settlement. The adult mediator provides this support, serving as an instructor. As children learn problem-solving words and procedures, they become increasingly capable of solving problems for themselves. This paper presents a model of a small open economy that allows for international labor mobility, thereby endogenizing migrant transfers or remittances. The resulting model is calibrated to the Philippine economy, of which labor migration and remittance inflows are key forces that drive the economy’s growth. The model’s impulse response functions illustrate that the presence of these features generates a different set of dynamics from the standard small open economy model (without labor mobility). Depending on the source of the shock, labor mobility and remittances can either exacerbate or cushion the impact of the shock on the economy. A temporary …

On the other hand, the capacity of the ship excesses the demand requirement of the firm. The firm wants to reduce the payment and control the risk by selling a percentage of capacity to another shipping company. We introduce an auction mechanism for the firm to select the partner and determine the sharing percentage. This thesis studies a model presented by Neumeyer & Perri (2005), which aims to explain the strong countercyclicality of interest rates and net exports in emerging market economies. The model accomplishes this by decomposing interest rates into an international rate and a country risk component, and by making labor demand sensitive to movements in these rates via a working capital constraint imposed on the representative firm. Moreover, it proposes two approaches to determining the stochastic processes for these interest rates: the independent country risk case and the induced country risk case. Yet, there is no empirical evidence demonstrating a relationship between levels of network governance (NG) and citizen participation rates. The purpose of this study was to determine the degree to which levels of NG is correlated with levels of citizen participation in community action agency (CAA) programs, and whether variations in NG or variations over time in average income level is more strongly related to participation. The article discusses the contribution by the marine transport sector to air and water pollution. According to a congressional research report, cruise ships produce large volume of wastes like sewage, wastewater from sinks, showers, and galleys, hazardous wastes, solid wastes, oily bilge water, ballas water and polluted air. Ship manufacturers are advised to create Green Ships that prevent pollution while governments are urged to strengthen the laws that prohibit dumping of waste to oceans to alleviate pollution.

The 2001 renewal of the United States Title I program instituted the Supplemental Educational Services (SES) program, in which schools in their third year of failing to make Adequate Yearly Progress (AYP) are required to offer out-of-school-time tutoring in core subjects to low-income students. This study synthesized provider effects reported in the extant body of SES provider evaluations to generate an estimate of the overall effectiveness of the SES policy in terms of improving student achievement and to identify provider characteristics that are associated with variation in student achievement effects

In the fall of 2010, the Piscataqua Region Estuaries Partnership (PREP) completed an 18-month effort to understand current and future environmental issues affecting the Region’s estuaries, to establish realistic goals and objectives for the next 10 years, and to create effective action plans to systematically achieve the shared environmental goals of a broad base of Regional stakeholders.

With input from more than 150 individuals, representing 82 organizations, PREP compiled the 2010 Piscataqua Region Comprehensive Conservation and Management Plan (CCMP) that lays the foundation for work over the next decade to protect and restore the Region’s estuaries and associated watersheds

Gendered Disparities In Take-Ups Of Employee Health Benefits, Jennifer Reid Keene, Anastasia H. Prokos

Using a sample of 2,271 workers from the 2002 National Study of the Changing Workforce whose employers offered personal health insurance, this article investigates the gendered nature of health insurance benefit take-ups. These analyses include family and employment characteristics in addition to employers’ contributions to health insurance premiums, a measure that is unexamined in sociological analyses of health benefits. Progressive logistic regression models predict the effects of gender and family characteristics. Results indicate that women with employed spouses are less likely to take up their own health benefits than are comparable men, net of basic employment characteristics.
