Kentucky, in particular, has been faced with structural budget imbalances, declining revenue receipts, and spending reductions. Since the events of September 11th and Hurricane Katrina, the field and research associated with emergency preparedness have grown substantially. Despite the positive contributions of research, problems relating to the use of emergency shelters during the disasters have surfaced. Through anecdotal evidence and subsequent research, it was soon discovered that the needs of those with disabilities were not adequately addressed at many sites. Many potential residents were turned away at shelters due to their disability, or if allowed in, were forced to live in sites with barriers that could hinder activities of daily living.

Since 2006 the number of housing foreclosures has increased significantly. This increase is taking a toll on many communities across the nation, including Louisville, Kentucky. The percentage of delinquent mortgage loans in the Commonwealth of Kentucky has risen sharply, jumping nearly 3.5% since 2006, while the percentage of delinquent loans entering foreclosure has risen just as sharply according to the Kentucky Office of the Courts. The number of foreclosed properties proceeding to Master Commissioner sale has more than tripled between 2002 and 2008, to over 3000 foreclosures scheduled to take place. Successful evacuations from metropolitan areas require optimizing the transportation network, monitoring conditions, and adapting to changes. Evacuation plans seek to maximize the city's ability to evacuate traffic to flee the endangered region, but once an evacuation begins, real time events degrade even the best plans.

To better understand behavioral responses made during a hurricane evacuation, a survey of potential evacuees obtained data on demographics, driving characteristics, and the traffic information considered prior to and during an evacuation. Analysis showed significant levels of correlation between demographic factors (e.g., gender, age, social class, etc.) and self-assessed driver characteristics, but limited correlation with …

The movement toward city-county consolidation has frequently been defeated at the polls. We analyze Berle’s overall corporate governance project in accordance with what we see as its four core sub-themes: (A) the limitations of external market forces as a constraint on managerial decision-making power; (B) the desirability of internal (corporate) over external (market) actors in allocating corporate capital; (C) civil society and the public consensus as a continuous informal check on managerial decision-making power; and (D) shareholder democracy (as opposed to shareholder primacy or shareholder wealth maximization) as a socially instrumental institution. The purpose of this study was to investigate the impact of self-efficacy, locus of control, and perceived parental influence on the academic achievement of African-American high school students from low socioeconomic levels. A nonexperimental, descriptive research study was used to collect the data needed to address the research questions posed for this study. Farmworkers in Washington County face stagnant incomes, limited opportunities and a shortage of affordable, quality housing. In this six month workshop project, Tierra Planning explored the connection between quality affordable housing and economic development opportunities for farmworkers in Washington County. We worked with stakeholders, regulators, landowners and farmworkers to identify barriers, opportunities and alternatives. Our final product was a "strategic vision" that included both general recommendations and recommendations specific to Washington County based on extensive research, outreach, and alternatives analysis. The Gateway EcoDistrict Pilot Study used site conditions, community priorities, and plans for future growth and development to recommend catalyst projects. The study’s objectives included raising awareness about the EcoDistrict concept, mapping physical and social assets conducive to an EcoDistrict, and identifying organizations interested in management of the pilot EcoDistrict. An assessment of opportunities and constraints to establishing an EcoDistrict in Gateway served as a corollary part of the study. Existing data that informs decision making in Multnomah County inadequately captures the lived experiences of communities of color. Rarely do existing reports include dimensions of race and ethnicity. Much research has been undertaken without the involvement of those most affected by the decisions guided by the research. The impact is that communities of color are rarely visible at the level of policy. Data has been used to obscure and oppress rather than to empower communities and eliminate disparities. This is not acceptable, and leads to inequitable policy and devastating outcomes for people of color.
