Connecticut Transit (Cttransit) Fuel Cell Transit Bus: Third Evaluation Report And Appendices, K. Chandler, L. Eudy

This report describes operations at Connecticut Transit (CTTRANSIT) in Hartford for one prototype fuel cell bus and three newer diesel buses operating from the same location. The prototype fuel cell bus was manufactured by Van Hool and ISE Corp. and features an electric hybrid drive system with a UTC Power PureMotion 120 Fuel Cell Power System and ZEBRA batteries for energy storage. The fuel cell bus started operation in April 2007, and evaluation results through October 2009 are provided in this report.

Presently alcohol policy in India takes a moral stand rather than a scientific approach towards understanding and dealing with the problem of alcoholism. To effectively address this social problem in India, public policy must take into account the nature, extent of the problem and the context in which it occurs. This literature review examines the nature, prevalence and impact of alcohol use and misuse in India, within its historical and cultural contexts, as a beginning step to inform policy. Recommendations for practice and future research directions are suggested.

The National Park Service (NPS) has recognized a need to conduct outreach to people from communities that it recognizes as underserved. This paper offers an examination of outreach programs that were included in a 'best practices' database by the NPS. Primary data for this study came from interviews, recorded and transcribed, with two groups of experts: NPS employees who developed or conducted outreach programs and senior managers in the NPS. Unlike traditional park programming, outreach programs are designed with non-visitors in mind. There is interest in developing a reliable, sustainable, domestic U.S. biofuels industry. A domestic biofuels industry has the potential to provide economic, environmental, and national security benefits on a local, regional, national, and global level. The Mascoma Corporation plans to develop a cellulosic ethanol facility in Michigan’s eastern Upper Peninsula. The primary feedstock of the plant site would be trees sourced within a 150 mile supply radius. In the eastern Upper Peninsula, this radius encompasses Alger, Chippewa, Delta, Luce, Mackinac, and Schoolcraft counties. In these six counties there are 1,320,500 acres of NIPF (non-industrial private forestlands). These acres account for …

This paper proposes a framework for understanding the joint evolution of cultural norms and human capital investment, and how these affect patterns of political participation. We first present some empirical evidence that cultural attitudes towards obedience systematically influence an individual's propensity to engage in different political activities: obedience discourages more confrontational modes of political activity (such as public demonstrations), while raising participation in non-confrontational civic acts (such as voting). These cultural attitudes further appear to be determined in part by cultural transmission across generations. Motivated by this evidence, we develop a dynamic model in which human capital and obedience are …

Honduras grabbed international headlines when the Honduran Military removed José Manuel Zelaya Rosales from power on June 28, 2009. This paper uses the instability in Honduras as a case study of how the United States should respond to threats to democracy, and approach questions of democratic legitimacy in Latin America. It will first evaluate democratic contentions to put the Honduran crisis into a broader historical context. Next, it will examine the legality of the actions that triggered the democratic crisis because, though legality is not sufficient for legitimacy, it should be an important consideration in determining foreign policy responses. This paper investigates the interplay between two distinct terrorist cells of the same terrorist organization using game-theoretic models. It will discuss the economic consequences of terrorism and provide a literature review. Much of the available literature focuses on national policies and the effects such policies have on terrorists’ behavior. The approach taken here differs in that the primary focus is on terrorists’ behavior. By studying decisions terrorists make and understanding why they make them, better counterterrorism policies can be developed.

In October of 2008 there were two main views of what the financial crisis would do to emerging countries in Latin America. The optimistic view predicted that they would do well overall and that the crisis would not have a significant impact on them because their economies were decoupled from the rest of the world. Previous studies have neglected to focus on the generalized affective satisfaction (diffuse support) to state level courts among Hispanics/Latinos. A western US county was selected for this case study to test a racial and ethnic theory of procedural justice in a region with a large Hispanic/Latino population. Differential experience theory was used as a theoretical foundation and posits that people determine their level of satisfaction with the courts based on their own actual experience with the courts. The number of orphaned children in many parts of Africa is increasing as their parents die from human immunodeficiency virus (HIV) or acquired immune deficiency syndrome (AIDS). The research problem addressed in this qualitative study was lack of understanding by others about how the managers of orphanages in 2 African countries -- South Africa and Zimbabwe - were responding to the emotional and social needs of these orphans. Researchers focused on child restraint use in vehicles travelling along Turkish roadways. Field observations occurred at 1.5 - 2 hour intervals during daylight hours between 1130 and 1930 in January 2009. Overall, 1,423 vehicles with children 8 years old and younger were observed completely. Drivers’ belt use was 52.1%. Children's use rate (over all age categories and restraint systems) was even lower at 29.4%. Unfortunately, 29.4% of these vehicles also had a child riding on another occupant's lap. The findings supported researchers’ concerns that children are at risk for traffic crash injuries and fatalities in Turkey, and that occupant protection …

Successful evacuations of metropolitan areas require overcoming unexpected congestion that reduces traffic flows. Congestion may result from accidents, incidents, or other events that reduce road capacity. Traffic professionals and emergency managers may promote deviations from planned routes to bypass an area of congestion and speed mass exit. However, some route changes may actually reduce traffic flow rates, and in these cases decision makers may want to discourage use of alternate routes. By using results of a behavioral survey of potential hurricane evacuees, this study identifies variables associated with the decision to alter routes and also identifies frequently used information sources. …
