Until just a few decades ago, many did not believe that the rate of recidivism could be decreased for Robert Martinson’s 1974 study stated that “nothing worked” when trying to rehabilitate criminals. Foothill Planning worked with the Oak Lodge Community Council and Clackamas County Urban Green to create an Oak Grove Neighborhood Center Plan. The plan sought to foster a more livable and sustainable community by strengthening the Oak Grove historic business district and improving its connections with the planned Park Avenue MAX station via two transportation corridors, McLoughlin Boulevard and the Trolley Trail. The project articulated ways that these corridors can serve as gateways into the Oak Grove neighborhood and help to revitalize the community. To address limited financial access to health services of the poor, and protect them from catastrophic expenditures associated with illnesses and improve equity, the government restructured the centralized, financially and administratively unsustainable social security system, with a liberal welfare system focusing on providing a safety net for the poor.

Since the passage of the antidiscrimination law LD 1196 in 2005, Maine schools have been encouraged to utilize new language outlined in the law which protects gay, lesbian, bisexual, and transgender students from discrimination. This study evaluated antidiscrimination language in a sample of Maine’s school administrative unit policies and individual school handbook policies to determine to what extent LD 1196’s protections were incorporated to the policies. The evaluation found that school administrative units were much more likely than individual schools to have antidiscrimination policies with the protections outlined in LD 1196. Conceptually, it is important to understand the underlying physiological mechanisms of any training program model. This understanding aids the coach/sport scientist in making better choices in manipulating variables in formulating the training model. These underlying mechanisms can be associated with training variable manipulation and fatigue management aspects as well as the overall health of the athlete. The vision of the project was to prioritize park improvements that balance the long-term sustainability and viability of the park with growing user demands. As a hybrid park, Willamette Park has a unique set of challenges related to its operations and management, as it is managed for both recreation and natural areas. The final report documents the process QPG undertook to explore opportunities and constraints in Willamette Park, and provides recommendations to guide the future planning of the park.

This article scrutinizes the legislative reactions to the Oklahoma City Bombing and the 2005 London Bombings to try to decipher why counter-terror legislation was substantially blocked after these attacks. It finds that the partisan composition of the government and executive approval ratings are critical to the passage of counter-terror laws. In light of the recent slew of counter-terror legislation passed worldwide, cases, where counter-terror legislation has been blocked, have become critically important. To this end, this article asks, “Why does counter-terror legislation get blocked when it does?” To answer the question, three variables are tested: partisan composition of the government, …

This article builds on the author’s research concerning the role of collective memory in identity- based conflicts, as well as his practical work as the co-director of the Imagine Center for Conflict Transformation and as a trainer and facilitator with various Azerbaijani-Armenian dialogue initiatives. It is not a comprehensive study of the Nagorno-Karabakh conflict, but presents a general overview of the Nagorno-Karabakh peace process, what has contributed to its failure, and which areas require major rethinking of conventional approaches. The discussion does not intend to present readers with a set of conclusions, but to provide suggestions for further critical research.

The costs are based on market costs for basic needs of elder households and do not assume any public or private supports.

This article addresses concerns expressed by members of the International City/ County Management Association (ICMA) regarding whether the supply of qualified local government managers will keep pace with the future demand for this occupation. The authors developed several important observations, which are based on decades of experience with a Master of Public Administration (MPA) program focused on local government management, plus strategic planning experience in over 100 local governments. First, it is likely that the impending retirement of the Baby Boom generation of city managers will cause some supply shortages of professional managers in specific geographical regions of the country. …

The attitudinal model of judicial behavior dominates judicial politics scholarship, including studies of federal courts and agencies. Extant research finds limited support for legal constraints as determinants of judge behavior when agency decisions are under review. Attitudinal scholars suggest judges substitute their policy preferences in place of agency preferences. Contrarily, the legal model suggests judges defer to agencies because of procedures and doctrine rooted in the rule of law.

Prior models of the policy process have examined how human characteristics can affect policy decision-making in such a way that it leads to aggregate effects on policy outcomes as a whole. I develop a model of the policy process which suggests that emotions related to fair and unfair experiences in the same policy domain are utilized by decision-makers as policy criteria. In the lab, I empirically tested this, and find that emotions and experience related to fairness do influence the policy decision to move away from the status quo alternative. The purpose of this study was to identify relationships between youth involvement in 4-H and self-image. The study also explored whether there were relations between self-image and development of the 5 C’s (confidence, competence, caring, connection and character) of Positive Youth Development. The study focused specifically on the differences in self-image between youth who participate in 4-H and youth who do not.

Participants included 180 youth from grades eight through twelve in the state of Nebraska. Demographic responses indicated that 47% of respondents were male and 53% were female. Approximately 72% of the respondents were not participants in a 4-H …

By simultaneously using neighborhood, housing, family, and personal factors to identify at-risk students, education officials can link students to the social programs they need to meet their individual needs. Parent’s educational level had statistically significant effect on whether students dropped out of high school. The lower the education level the more likely a student will drop out of school. Asthma is a chronic pulmonary disease that occurs in approximately 10 percent of the population worldwide and is associated with a significant increase in direct medical expenditures. Levalbuterol and racemic albuterol are two short-acting β2-agonists (SABA) prescribed for the treatment of asthma. Racemic albuterol has been used for more than 40 years but is associated with several side effects including tremor.
