The focus of Singapore's response to terrorism post 9/11 has been to reach out to the “moderate, mainstream” Muslims as a bulwark against societal implosion. This article examines the broad-based endeavor toward “religious moderation.” While coercive draconian legislation remain the mainstay against extremists and radicals, the mobilization of soft law, aspirational norms, and values are consciously woven into the state's endeavors to enhance society's resilience and cohesion. They also seek to regulate religious conduct at a time when the state wishes to entrench secularism as a cornerstone of the governance of a multi-racial, multireligious society. This article charts the evolving regulation of cooperation and coordination between international transport firms, in particular those operating within the liner shipping and international air transport sectors. There has been a long history of exemption of these sectors from the rules and regulations of antitrust or competition law. In the past three decades, regulatory reforms and privatization have, however, subjected these sectors to competitive forces that have transformed these industries. With the introduction of competition law in many jurisdictions, the justifications for their continued exemption have come under intense scrutiny. This study will examine collaboration as it is functions as the foundation of the containment model approach (English, Pullen & Jones, 1996) to supervising sex offenders in the community. The containment model guides the supervision of sex offenders in the community who are on probation with the Virginia Department of Corrections, Community Corrections. The data for this study was collected from interviewing eight planning and development department heads within various jurisdictions. The interviews consisted of twelve questions that were designed to explore the roles of department heads with respect to the policymaking process as well as whom is conducting policy analysis to assist in Decision-making. In 2007-2008, the City of Kennesaw received a grant from the United States Department of Natural Resources to begin underground imaging of their cemetery. The City contracted with Virtual Underground to do the imaging, plotting, and photography of headstones. The purpose of the underground imaging was to clarify where burials were made and in what section. Many of the burials in the cemetery were during the Civil War area when casual burial practices were employed. This research project investigated the federal GEAR UP grant program, designed to improve the college preparedness and college success rate of low-income/minority students, as implemented in the Marietta City School District. The demographics of the district are 65 percent economically disadvantaged and 80 percent racial minority. The grant, which provides funding for a six-year period, was awarded in 2005 to serve a specific cohort of students—the Marietta High School (MHS) graduating class of 2011— beginning when they were in 7th grade at Marietta Middle School. Common sense that is supported by research tells us that when a teacher is absent from the classroom, student learning is disrupted. When that teacher is repeatedly absent, student performance can be significantly impacted in a negative way. The more days a teacher is out of the classroom, the lower their students tend to score on standardized tests. Nationally, teachers are absent from the classroom on average 10 days per year. This executive summary of the final report documents the major findings of an assessment of needs conducted for the Nebraska Urban Indian Health Coalition (NUIHC). The purpose of the study is to provide a comprehensive analysis of the problems and unmet healthcare needs of Native American populations in Nebraska’s Douglas and Lancaster counties (approximately 3,700 persons) using a community-based model and innovative data-gathering technology.

Amartya Sen looks at people’s well-being in terms of functioning and freedom, rather than in terms of the amount of goods or services consumed. The capability approach developed by Sen deals with what people are able to achieve by using these commodities. Concerning disability, he wrote: “We must take note that a disabled person may not be able to do the many things that an able-bodied individual can, with the same bundle of commodities” (Sen, 1985 p.7).
