Medicare Advantage plans are now paid $11 billion a year, and $150 billion over 10 years, more than costs in regular fee-for-service (FFS) Medicare. In the past two years there have been discussions about reducing MA payments to the level of 100 percent of average costs in FFS and using the savings to offset the costs of new Federal health initiatives such as health care reform. Earlier this year, OMB proposed "reducing Medicare overpayments to private insurers through competitive payments." Under this proposal, MA plan "payments would be based on an average of plans' bids submitted to Medicare." This issue …

In Families Redefined: Kinship Groups that Deserve Benefits, the authors examine 1) the nature of kinship families, 2) the benefits accorded to married couples, 3) kinship families that lack protection and benefits, 4) the impact of denying kinship families protection and benefits, 5) the use of contract law in kinship relationships, and 6) using legislation to benefit kinship relationships.

Even before the conception of electronic-only documents, providing permanent public access to government information was challenging. Since 1813, federal depository libraries have acquired and maintained tangible items to ensure continued access for the public. Fugitive documents, or government-produced information which escapes distribution through the Federal Depository Library System (FDLP), have always been a major concern. In our current environment, where the vast majority of government information is distributed electronic-only, this problem has only worsened. Much of the literature on transitional justice underplays the role of economic rights in shoring up peace. The case of Sri Lanka demonstrates the urgency of addressing them. Until a month ago, Sri Lanka was the country with Asia’s longest running civil war. Since independence in 1947, the island nation has been wracked by conflict between the Sinhalese majority and the Tamil minority—a conflict that has eroded political stability and aggravated internal inequalities. The struggle was marked not only by inter-ethnic and religious tensions but also by a fight for control over land and resources.

Global AIDS policy still treats HIV as an exceptional case, abstracting from the context in which infection occurs. Policy is based on a simplistic theory of HIV causation, and evaluated using outdated tools of health economics. Recent calls for a health systems strategy – preventing and treating HIV within a programme of comprehensive health care – have not yet influenced the silo approach of AIDS policy.

Evidence continues to accumulate, showing that multiple factors, such as malnutrition, malaria and helminthes, increase the risk of sexual and vertical transmission of HIV. Moreover, complementary interventions that reduce viral load, improve immune response, …

Politics, Policies, And Poverty In Latin America, Jennifer Pribble, Evelyne Huber, John D. Stephens

Why do Latin American countries exhibit stark differences in their ability to protect citizens from falling into poverty? Analysis of poverty levels measured by ECLAC in eighteen countries shows that political factors-including the democratic record, long-term weight of left-of-center parties in the legislature, and investment in human capital-are significant and substantively important determinants of poverty. These findings contribute to the growing literature that emphasizes the importance of regime form, parties, and policies for a variety of outcomes in Latin America, despite the weaknesses of democracy and the pathologies of some parties and party systems in the region.

Job embeddedness has been found to predict turnover intentions, job search behaviors and turnover, and job embeddedness researchers assert, but have not tested, that job embeddedness is a mediator of other organizationally significant factors relative to organizational outcomes. A relationship not previously explored is the role of a supervisor in job embeddedness, which was operationalized in this study as leader-member exchange. A single panel survey was conducted in a police department in the southern United States with 276 current members holding the rank of police officer. Usable surveys were completed by 128 of those police officers, which is a response …

In October of 2001, the United States invaded Afghanistan and ousted the Taliban government. Since their overthrow, the Taliban has pieced together and waged an insurgency to retake Afghanistan. That insurgency has gained momentum and grown in strength while the United States NA TO counterinsurgency effort has decreased in size to about 55,000 troops in 2007. Many factors contribute to the insurgency inside of Afghanistan, from ethnic to economic factors to the failure of the central government. Following the September 11, 2001 terrorist attacks, there have been many different approaches to terrorism utilized by the U.S. government. While sometimes it is obvious which ones are popular and which ones are not, often it is not clear. With this in mind a survey was posted and taken by 151 ODO students. The survey asked how much they supported various terrorism policies and quizzed them to see how knowledgeable they were regarding terrorism. It was found that the students who responded to the survey were generally very knowledgeable about terrorism. It was also found that almost every policy received …

Green Pond is one of a number of coastal ponds in Falmouth. It covers over 135 acres and is an important natural and recreational resource for the people of Falmouth and visitors. Most of the area around the pond is private residential property interspersed with a few commercial businesses and open space. As with other areas of Massachusetts, the tidelands around the pond fall within the jurisdiction of Chapter 91 (the Massachusetts Public Waterfront Act). Traditional defined benefit (DB) pension plans have long been an important source of income for elder households seeking to maintain a middle-class standard of living after a lifetime of work. Under traditional DB plans, retirees receive a guaranteed, regular stream of income after retirement that continues until death.

The monthly pension benefit is typically based on years of service to the employer, age, and salary history. Retirees also have the option to elect a joint-and-survivor benefit, to ensure that pension payments continue to a surviving spouse. From pink ribbons to Product Red, cause marketing adroitly serves two masters, earning profits for corporations while raising funds for charities. Yet the short-term benefits of cause marketing—also known as consumption philanthropy—belie its long-term costs. These hidden costs include individualizing solutions to collective problems; replacing virtuous action with mindless buying; and hiding how markets create many social problems in the first place. Consumption philanthropy is therefore unsuited to create real social change.

The purpose of this critical grounded theory qualitative study was to explore Lakota Leadership from a Native perspective. Interviews were conducted with enrolled members of a Lakota tribe in an urban setting as well as on the Rosebud reservation to gain better awareness of leadership through a non-mainstream viewpoint. Previously, in order to understand leaders and followers, research limited its scope of discernment to dominant society, implying that non-mainstream individuals will acquiesce, or that differences found are inconsequential. Leadership scholars also have implied that leadership theory is “universal enough”, and can be applied globally regardless of influences such as race, …

This study explores the relationship between the American Indian Movement (AIM), national newspaper and television media, and the Trail of Broken Treaties caravan in November 1972 and the way media framed, or interpreted, AIM's motivations and objectives. The intellectual and political currents present in the 1960s, including the ideas of Vine Deloria, Jr., and the successes of the Civil Rights Movement, influenced the development of AIM's ideas about militant tactics and the role media played in social movements. There exists a corruption enigma. Experts and analysts largely agree on the institutional reforms that constitute successful corruption reform programs—this is the 'Corruption Consensus.' Unfortunately, the well-designed and resourced reform programs created from this consensus and intended to improve national institutional capabilities rarely work. Yet the reform programs patterned on the Corruption Consensus continue on. Everyone agrees what to do in order to reform corruption but everyone also agrees that it will not work. While the current economic climate is challenging, it provides an opportunity to assess critical workforce and talent issues facing the manufacturing community. In March 2009, Dr. Joel Elvery of Cleveland State University’s Maxine Goodman Levin College of Urban Affairs released the Employment and Wage Trends of Manufacturing Occupations in the Cleveland-Elyria PMSA analysis. The analysis identified occupations that appear to be “pain-points” for employers - or open positions that are hard to fill and thus, in high demand.

The objective of this study is to continue monitoring the economic performance of Northeast Ohio’s (NEO) metropolitan areas over time and in comparison to other metropolitan areas across the United States, particularly leading metropolitan areas and other large metro areas located in the Midwest. The study monitors economic conditions prior to the current recession. This fourth study of dashboard indicators describes the findings using the framework that was developed in previous studies. It uses the same four measures of economic growth and nine dashboard indicators and their underlying variables for 136 metropolitan areas with population between 300,000 and 3.5 million. …

The London bombings on 7 July 2005 highlighted the prevailing terrorist threat to the UK. The present study addressed the psychological response of community (n=294) indirectly exposed to the attacks to discern he broader impact and effects of terrorism. Qualitative content analysis was used to develop a profile of emotions and responses to the attacks. This was supplemented by the use of linguistic analysis demonstrating the enormous heterogeneity and complexity of responses to terrorism.
