This paper studies approximations to the average length of Vehicle Routing Problems (VRP). The approximations are valuable for strategic and planning analysis of transportation and logistics problems. The research focus is on VRP with varying number of customers, demands, and locations. This modeling environment can be used in transport and logistics models that deal with a distribution center serving an area with daily variations in the demand. The routes are calculated daily based on what freight is available. New approximations and experimental settings are introduced. Many issues have come before the Federal Communications Committee (FCC) in the last year. Some actions were taken (as with particular mergers), some actions were postponed (as with Universal Service Fund reform), and some issues are currently being tackled (the National Broadband Strategic Plan). In this paper, we focus on the topic of the National Broadband Plan, which the FCC is mandated to provide to Congress February 17, 2010, the FCC Merger Review process, and the determination of optimal penalties for violations of FCC rules or orders.

The aim of this report is to address the challenge by the Little Rock School District (LRSD) that open-enrollment charter schools in Pulaski County (PC) are impeding the efforts of the three PC school districts (Little Rock, North Little Rock (NLRSD), and Pulaski County Special (PCSSD)) to become racially integrated. A key motivation for this analysis is the ongoing debate about how expanded school choice, in this case charter schools, impacts racial segregation. Portland's current bicycle network has brought the city into the national spotlight as a leader in the provision of cycling infrastructure. As the city looks forward to 2030 with ambitions of becoming a truly world-class bicycling city, it is clear that if the Draft Plan is fully implemented, nearly all of the city will be covered by a dense network of bikeways. The question of equity in the future is therefore not so much one of network coverage or lack of coverage, but of project priority and timing of implementation. On the one hand, we have strengthened programs that encourage the use of our best scientific resources to develop countermeasures to the weaponization of highly dangerous biopathogens. On the other hand, research on those countermeasures requires the use of the very biopathogens we seek to defeat. On 14 September 2009, a deminer of CBDT-06 was busy in his clearance lane, he detected an unknown device and informed his respective section leader who had 18 year demining experience to check it. The section leader took the device with his left hand from the clearance lane, he started to remove the soil from it, but in this time it was exploded and caused injuries to his left hand fingers. Unprofessional dealing with unknown device caused this accident.

As we await the official appointment of the new commissioner, the OEP felt it was appropriate to highlight Dr. James’ contributions to Arkansas education.

The Limits Of Paternalism: A Case Study Of Welfare Reform In Wisconsin, Thomas S. Moore, Swarnjit S. Arora

The Journal of Sociology & Social Welfare

This paper uses a pooled sample constructed from the Food Stamp Quality Control data for the fiscal years 1993 to 2006 to assess the effects of welfare reform upon the employment, earnings, income, and poverty trends among poor, single-mother families, both in Wisconsin and nationwide. It finds that the employment and earnings gains of the Wisconsin families exceed those of comparable families nationwide. However, there has been no significant change in the average income of the Wisconsin families, and the number of extremely poor families has increased more rapidly in Wisconsin than in the country as a whole. The Section 8 Housing Choice Voucher (HCV) program is the largest low-income federal housing program in the Unites States and has a policy goal of promoting mobility or "choice." This study explored the factors that predict residential mobility among the recipients of the HCV program in Columbus, Ohio by including variables found to predict mobility among the general population and two new variables that are specific to the HCV program: total tenant payment (TTP); and fair market rent (FMR). Although the findings revealed that race, gender, age and number in family were significant in predicting residential mobility, the variables affected …

The U.S. social safety net exacerbates labor market inequalities rather than ameliorating them. This paper traces this theme within an important historical case study: the emergence of the employer-based health insurance system. Employers became the dominant and tax-preferred provider of health insurance in the United States without any federal legislative action. Understanding how this happened may inform current reform efforts. This case study highlights two important factors. The first is path dependency, discussed by Skocpol (1992) and Pierson (2000). They argue that the ambiguous divisions of power and a pluralistic governance framework favor incremental processes of social policy formation in …

This study, commissioned by the Joint Center for Political and Economic Studies and carried out by leading researchers from Johns Hopkins University and the University of Maryland, provides important insight into how much of a financial burden racial disparities are putting on our health care system and society at large. The researchers examined the direct costs associated with the provision of care to a sicker and more disadvantaged population, as well as the indirect costs of health inequities such as lost productivity, lost wages, absenteeism, family leave, and premature death.

Removing hazardous fuels to reduce the risk of wildfire has become a priority for land managers across the United States. Utilizing biomass taken from forests to cover the cost of fuel reduction is an attractive ideal. Effective utilization could also address important national challenges such as improving forest health, increasing domestic energy supplies, reducing carbon emissions, and revitalizing rural economies. However, getting woody biomass from the forest to the consumer is economically and logistically difficult, and efforts to make biomass utilization profitable have been disappointing so far.
