The relationship between R&D investments and technical change is inherently uncertain. In this paper we combine economics and decision analysis to incorporate the uncertainty of technical change into climate change policy analysis. We present the results of an expert elicitation on the prospects for technical change in carbon capture and storage. We find a significant amount of disagreement between experts, even over the most mature technology; and this disagreement is most pronounced in regards to cost estimates. We then use the results of the expert elicitations as inputs to the MiniCAM integrated assessment model, to derive probabilistic information about the …

In communities across the United States, social service clients face uncoordinated systems of care and delays in services when their information cannot easily be shared among providers. Social service agencies face challenges in sharing information on clients and services between disparate information systems and inefficiencies when multiple, stand-alone systems are used to satisfy operational, funding, or reporting requirements.

Supply chain management (SCM) has become a critical strategic function in recent years. Research in the discipline has been focused toward the upstream side of the supply chain on functions such as warehousing, transportation, procurement and production. A recent report by the Muskie School and the Maine Department of Health and Human Services provides a new way of looking at the state’s long term support system. With an emphasis on developing a common approach for description and analysis across programs, the profile reveals that users of long term services and supports in Maine span all age groups and types of service users. In fact, 28% are ages 17 or younger and 29% are between the age of 35 and 64. Research Collection School Of Computing and Information Systems

Taxi service has undergone radical revamp in recent years. In particular, significant investments in communication system and GPS devices have improved quality of taxi services through better dispatches. In this paper, we propose to leverage on such infrastructure and build a service choice model that helps individual drivers in deciding whether to serve a specific taxi stand or not. We demonstrate the value of our model by applying it to a real-world scenario. We also highlight interesting new potential approaches that could significantly improve the quality of taxi services.

As U.S. states increasingly focus on developing renewable energy resources, there is a need to track the progress of development, as well as the policies and support mechanisms being implemented to encourage this development. Beyond tracking, the evaluation of policy measures is necessary to determine their effectiveness, guide future efforts, and efficiently allocate resources. This report addresses each of these needs. It provides a detailed picture of the status of renewable energy development in each of the U.S. states using a variety of metrics and discusses the policies being used to encourage this development. Achieving peaceful dialogue between Chinese and Tibetans is the crux of the Tibetan community in exile’s strategy to regain its homeland. Yet despite the recognized importance of cross-cultural communication the Tibetans, ideologically unwilling to separate “China the Oppressor” from “China the Neighbor” or even, potentially, “China the Co-Collaborator,” have largely avoided studying their adversary. Although increased literacy in Chinese language, knowledge of Chinese history and understanding of Chinese culture would enable the Tibetans to engage with China more effectively and productively, few initiatives exist in exile that facilitate the spread of such information. With the end of the twenty-year war in Northern Uganda, the area has begun the long process of rehabilitating, rebuilding, and reintegrating. For women who have now returned from abduction and forced marriage, reintegration has proven difficult, specifically in regards to these women’s desires to marry upon return. The experiences of these formerly abducted women in the bush as well as the conflict-induced changes to traditional marriage often limits their ability to remarry and thus prevents them from fully regaining their place in Acholi society. The people of northern Uganda face the complex challenge of reintegrating former members of the LRA rebel group back into their communities. One month of field research in Kitgum district was carried out to study the reintegration process of LRA returnees and the roles of various stakeholders such as government, NGOs, traditional leaders, community members, and the returnees themselves in facilitating the process. This paper also analyzes the impact of the Government of Uganda’s Amnesty Act on the return of formerly abducted people.

They write of sex trafficking, acid attacks, “bride burning,” enslavement, spousal beatings, unequal healthcare (something the USA still struggles with), insufficient food, gendered abortions and infant and maternal mortality. They are right to identify the education of women and girls as part of the solution to the widespread “gendercide.” However, their approach focuses too much on the capacity, indeed the virtue or heroism, of individual women. Kristof and WuDunn provide a vivid panoramic view of problems faced by women (primarily in the “developing” world), what has been done and what more could be done to help them achieve dignity and autonomy in their lives, and how vindication of their rights could contribute to the broader social development of their societies. In this they provide us with important insights into how human rights might be effectively proclaimed and successfully implemented. In reviewing their considerable contributions, I shall also suggest some limitations on both their analysis and their policy recommendations.
