Global rankings are creating a furore wherever or whenever they are published or mentioned. They have become a barometer of global competition measuring the knowledge-producing and talent-catching capacity of higher education institutions. These developments are injecting a new competitive dynamic into higher education, nationally and globally, and encouraging a debate about its role and purpose. As such, politicians regularly refer to them as a measure of their nation’s economic strength and aspirations, universities use them to help set or define targets mapping their performance against the various metrics, while academics use rankings to bolster their own professional reputation and status. …

The Irish government have invested considerably in the broad early childhood education and care (ECEC) sector over the last decade. However, a distinction persists within Irish policy between childcare and early education, both structurally and conceptually. We are engaged in a continuing effort to understand the scope of elder activity and the implications of activity for well-being. We are particularly interested in the forces that encourage or inhibit multiple forms of activity, the ways in which participation in some activities influences participation in other activities, and the cumulative implications of activities for well being. Our interest in multiple forms of activities sets us somewhat apart from Gerontologists who focus on single forms of activity such as volunteering, taking classes, caring for grandchildren, working, or exercising.

This report addresses income adequacy for Minnesota’s older adults using the national WOW-GI National Elder Economic Security Standard Index (“the Elder Index”) methodology. The Elder Index benchmarks basic costs of living for elder households and illustrates how costs of living vary geographically and are based on the characteristics of elder households, including household size, home ownership or renter status, and health status. The costs are based on market costs for basic needs of elder households and do not assume any public or private supports.

Today the potential exists for a terrorist organization to use a Radiological Dispersion Device or a dirty bomb within the United States. The results of such an attack could be catastrophic to the affected population. The response by law enforcement must be calculated and planned.

To properly analyze the law enforcement's role in a radioactive incident a qualitative approach was taken. A determination must be made prior to an attack to discern what kind of training will be necessary, what equipment will be required, and what response procedures need to be in place to ensure a safe and efficient response. …

Collaboration has increasingly emerged in recent years as a new paradigm in public management. This collaborative trend, however, has contradicted the longstanding American political tradition of conflictual contestation of competing interests and adversarial legalism. Consequently, it has presented public managers with the challenge of dealing in reality with the "tensions between alternative forms of management practice" (Huxham and Vangen 2005, 245). In most accounts, watershed management has recently become a particularly active arena for that clash of opposing collaborative and conflictual managerial practices.

In the United States, drug-free substance abuse treatment programs generally operate under an abstinence-only, disease model based service orientation. Citing several reasons, critics suggest disease model approaches hinder client utilization and retention within such services. The framework of harm reduction offers an alternative approach to substance abuse treatment services and may have potential for improving utilization and retention outcomes. Background & Purpose: Employee's turnover in child welfare agencies negatively influences remaining employees, clients, and organization itself as well as losing skilled or trained employees. For example, employee's high turnover tends to be cyclical, in that high turnover gives additional workload burden to remaining employees and causes lack of continuity of services for vulnerable children and families. Variation in the Medicaid program has frequently been studied across states, and considered a product of political, fiscal and administrative factors. Few studies have considered variation in Medicaid as a product of federal bureaucratic behavior. This study examines federal variation, and uses federalism, intergovernmental relations and public policy lenses to compare two cases where classes of recipients were being disenrolled from Medicaid, in apparent conflict with federal regulations. This study uses content analysis to investigate caseworkers' use of discretion during application interviews for Temporary Assistance for Needy Families (TANF), Food Stamp (FS), or Medicaid (MA). One hundred twenty two application interviews were observed in 2000 for three local offices in both Michigan (1 metropolitan, 1 suburban, and 1 rural office) and Texas (2 metropolitan and 1 suburban office). Previous literature suggested that caseworkers had discretion in three areas--1) manipulating information, 2) distributing transaction costs, and 3) stigmatizing clients.

The primary purpose of the present study is to examine the relationship between organizational learning (OL) and nursing home quality of care (NHQC). The present study addresses OL through both descriptive and prescriptive approaches. The descriptive approach proposes a prism model that defines OL from psychological perspectives, structural perspectives, and cultural perspectives. The prescriptive approach illustrates how each dimension of OL can be improved by its corresponding organizational learning mechanisms (OLMs).

Research on gender and politics often invokes Kanter's (1977) critical mass theory to draw a linkage between women political leaders' descriptive representation and substantive representation. Using the 50 state legislatures as the unit of analysis, I empirically tested the validity of the critical mass theory by investigating the relationship between women's share of legislative seats within lower chambers of state houses and their impact on legislative agenda setting and legislative success in 1995 and 2005. This study develops a mapping method for studying a collective judgment building process in a decision-making group. Environmental uncertainties and a lack of information require a decision maker to make judgments about various issues relevant to the decision task. In a group setting, the members together weave their structural model of the system with available information to build a collective judgment for the decision task.

We tested whether Wolf (Canis lupus) visits to individual female White-tailed Deer (Odocoileus virginianus) summer ranges during 2003 and 2004 in northeastern Minnesota were in accord with optimal-foraging theory. Using GPS collars with 10- to 30-minute location attempts on four Wolves and five female deer, plus eleven VHF-collared female deer in the Wolves’ territory, provided new insights into the frequency of Wolf visits to summer ranges of female deer. Wolves made a mean 0.055 visits/day to summer ranges of deer three years and older, significantly more than their 0.032 mean visits/day to ranges of two-year-old deer, …

One-Stops Career Centers (One-Stops) were established under the federal Workforce Investment Act to provide a full range of job seeker assistance under one roof. One-Stops are located at a variety of locations in each state, with more than 3,200 centers across the country. More than 13 million people per year use the One-Stop system. Over approximately the next decade, close to 17,000 affordable housing units could be lost in Massachusetts as their federally- and state-subsidized mortgages mature, terminating all associated use and affordability restrictions. Most of this housing, developed 30-40 years ago under various federal and state mortgage subsidy programs, is only partially assisted with project-based Section 8 rental subsidy; but 100% of the units are affordable due to budget-based (and tiered) rent restrictions.

Alternative Staffing Organizations (ASOs) are social-purpose businesses created by community-based organizations and national nonprofits to “broker up” job seekers, starting with temporary assignments and forming bridges to better jobs. Funded by the C. S. Mott Foundation, the Alternative Staffing Demonstration examined four ASOs around the country for a three-year research project, with 18 months of close monitoring, exploring, and assessing the ASO model. The Center for Social Policy studied how ASOs structure the services they provide, handle day-to-day management issues, and sell their services.
