In the current globalized international system, politics, economics, and societal issues are the concern of not only the state but of the world as a whole. It is increasingly apparent that participation in the global community requires states to implement, at minimum, conventional democracy within which individual rights are recognized and protected. Yet for much of the developing world, democratic regimes are partially contested given that many states were historically controlled by non-democratic, often militant regimes that offered security to citizens during times of economic crises.

Comments on an article by Christopher Bailey (see record 2009-24345-002). Dr. Christopher Bailey portrays an American veteran, Colin, who slips into a "serious but not severe" depression upon returning from the Iraq War, After ruling out post-traumatic stress disorder, the psychiatrist comes to believe that Colin's depression is tied to his feelings of being a wimp, of not having "done his part or proven his manhood," and of losing his chance to become a hero because he had been assigned non-combat duty—feelings that the psychiatrist glosses (misleadingly?) as a "painful lack of wounds." Indigent Defense In America: Racially Or Geographically Unjust?, Lisa Karen Akre

The purpose of my research is to investigate the link between indigent defense funding and race. First, I explain the various approaches that states have implemented to deliver legal defense to the indigent. Second, I describe the current lack of funding and its consequences. Third, I examine what effect race has on the indigent defense system. Finally, based on the conclusions drawn from examining both race and funding for indigent defense, I evaluate the effectiveness of the delivery of indigent defense to individual states and regions within the United States.

To date, the common rhetoric and assumptions on the performance of faith-based organizations (FBOs), ironically, appear to be faith based rather than empirically supported: There is a paucity of research evaluating the effectiveness of FBOs that uses sufficiently rigorous methods and multiple measures of organizational performance. This study seeks to inform the debate on the relative effectiveness of FBOs by comparing religiously affiliated and secular nonprofit nursing homes using two distinct but complementary measures of organizational performance: service quality and access for impoverished clients. Using nationally representative panel data on 11,877 church-affiliated and secular nonprofit nursing homes, this study examines …

This article looks at urban education through the vantage point of Chicago’s mayors. It begins with Carter H. Harrison II (who served from 1897 to 1905 and again from 1911 to 1915) and ends with Richard M. Daley (1989 to the present), with most of the focus on four long-serving mayors: William Hale Thompson (1915–23 and 1927–31), Edward Kelly (1933–47), Richard J. Daley (1955–76), and Harold Washington (1983–87). Mayors exercised significant leverage in the Chicago Public Schools throughout the twentieth century, making the history of Chicago mayors’ educational politics relevant to the contemporary trend in urban education to give more …

These are but two of the difficult questions that arise when one examines the claim that crime is a public wrong. I take it, though, that their difficulty is an indication of the importance of thinking through the presuppositions and implications of this conception of crime, not a reason to abandon it. A thorough 'thinking through' is too large and complex a task for this chapter, but it is possible to make a case here for the right way to proceed with such an undertaking. Motor vehicle crashes are the number one cause of injuries and fatalities for persons 15-19 years of age in the United States. The higher fatality rate is caused in part from the lack of driving experience and the increased risk taking behaviors of adolescent drivers. Graduated driver licensing laws have been enacted in most states to address the risks associated with inexperience by adding restrictions on nighttime driving and limiting the number of teen passengers in the vehicle for novice drivers.

Should states use force to bring about regime change? International law recognizes no such grounds. This paper seeks to provide guidance from moral theory. The aim of this paper is to identify the moral grounds for the use of armed force by one state or a group of states, against another state, when the intention of the intervening states is to achieve a fundamental change in the character of the political and legal institutions of the other state.
