Driving under the influence of intoxicants (DUII) applies to operating a vehicle under the influence of any substance that can impair driving performance. Nationally and locally there is a strong desire to reduce the societal impacts of this significant social problem. The trend in U.S. alcohol-related motor vehicle crashes was generally decreasing in the mid to late 1980’s but has remained fairly flat since the early 1990s. In 1982, approximately 60% of all US traffic fatalities were alcohol-related. By 1994, this had decreased to 43% but in the decade that followed it has changed little. In 2005, nearly 39% of …

The landmark 1996 reform to Aid to Families with Dependent Children (AFDC) provides an opportunity to study processes of welfare reform in the United States. A potential factor behind the transformation of AFDC is public opinion, possibly in the form of changes in attitudes among politically relevant groups. This study will evaluate this thesis, focusing on attitudinal changes between partisan identifiers. Most data suggest the American public may have been critical of welfare programs prior to the 1996 reform. However, the extent of these criticisms generally varies depending on who is asked, how questions are worded and the type of …

Through the lens of political and moral economy, I examined the dominant values and actors in the legislative process of the Medicare Modernization Act of 2003. In my content analysis of federal hearings, I found that witnesses from government agencies, Congress and think tanks had almost equal presence at the hearings. Witnesses who were invited by Congress to testify at the hearings expressed twice as much support for private interests than for the general Medicare population or low-income beneficiaries. Few expressed concern for the uninsured population. Witnesses offered almost four times as many expressions of support for market rationalism than …

Tracing The History Of Medicare Home Health Care: The Impact Of Policy On Benefit Use, Joan K. Davitt, Sunha Choi

We trace key policy changes that affected use of the Medicare home health benefit from the 1980s through the prospective payment system implemented in 2000, analyzing the impact on three measures of home care use: expenditures, users and visits. We demonstrate the impact of policies generated in the legislative, the judicial, and the executive branches of government and the gaming behavior of home health agencies in response to policy changes. Our analysis suggests that the policy itself and the implementation process are critical to understanding benefit use. Educational reform has brought great improvements in educational outcomes for Massachusetts students. In the past decade, achievement scores have risen for all students in Massachusetts; today the Commonwealth ranks first among all states in the overall National Assessment of Educational Progress (NAEP) scores. However, it also ranks among the five states with the widest “gap” in achievement between white and Latino students in both NAEP Math and Reading. These gaps in achievement show that the benefits are not reaching all children. Latinos especially, but also African American children, are often left behind in a state with excellent academic institutions. Examining …

The original New-Federalism agenda that emerged with the Reagan administration weakened federal programs and transferred power to states and localities. While Ronald Reagan and George Herbert Walker Bush's years were characterized by block grants and dismantling public assistance, the Clinton years will be remembered for the dismantling of AFDC. Recruiting faith-based organizations to provide social services epitomized the second Bush presidency. In this article, we demonstrate how the seeds for recruiting faith-based groups were planted before and during the Reagan years, and how two waves of devolution chipped away at our national commitment to welfare. A fundamental economic and social principle embedded in the American psyche remains the value of shelter. However, housing policy is the result of a complex exchange among economic, political, and social agendas competing for attention within the multiple levels of local, state, and federal governments. This article intends to capture what we consider afea of the significant initiatives since 1980 that reflect these tensions and comprise our current housing policies and directions. Furthermore, we suggest additional housing issues that may need to be addressed by the next presidential administration.

Numerous studies have reemerged examining social psychological variables as predictors of individual differences in the human experience. Still, current research focusing on the effects of self-beliefs on welfare use and exit is limited. This study examines the effects of social psychological variables on the likelihood of welfare use and five-year outcomes of wonen using data from the 1979 through 2000 waves of the National Longitudinal Survey of Youth (NLSY). Binary logistic regression estimates suggest that social psychological characteristics are initially related to welfare use, but do not remain oce control variables are introduced. Prior to January 1, 1997, individuals with drug- or alcohol-related disabilities could qualify for federal public assistance through the Supplemental Security Income (SSI) program. During the welfare reforms of the Clinton administration, this policy was changed, resulting in lost income and health care benefits for many lowincome substance abusers. This paper examines the historical underpinnings to the elimination of drug addiction and alcoholism (DA&A) as qualifjing impairments for SSI disability payments. Following this, empirical evidence is presented on the effect this policy change had on the subsequent economic security of former SSI DA&A beneficiaries. The economic slowdown that began in 2007 has prompted policymakers to focus on investments that can produce rapid economic gains in communities. Building on a previous analysis, this Research Brief estimates that a $250 million appropriations increase in the community health centers program would yield health care for an additional 1.8 million patients and a nationwide four-to-one return on investment:

• nearly $1 billion in direct community economic benefits, and
• over $1.1 billion in indirect benefits in jobs and other community investments.

Rudy Simons serves on the Board of the Michigan Coalition for Human Rights. He traveled to Iran, for two weeks in March of 2007, with 23 Americans from all over the United States. They were members of the Fellowship for Reconciliation (FFR), an International group, established in 1914, based in New York. FFR is one of the few groups granted visas to Iran. The group, comprised of 14 women and 9 men, studied and read about Iran for months prior to the trip. As there are no American flights to Iran, the group flew in from London. They were provided …

This report focuses on the initial design, implementation and baseline results of the five-year Longitudinal Educational Growth Study (LEGS) of the Milwaukee Parental Choice Program (MPCP) being conducted by the School Choice Demonstration Project (SCDP). The LEGS will be the first evaluation of the participant effects of the MPCP using student-level data since the initial pilot program expanded dramatically in 1995. Included in this initial report are baseline descriptions of achievement tests for a representative sample of MPCP students in grades 3 through 9, as well as outcomes for comparable samples of students in Milwaukee Public Schools (MPS). With the passage of 2005 Wisconsin Act 125, private schools participating in the Milwaukee Parental Choice Program (MPCP) are now required to administer a nationally normed standardized test annually in reading, mathematics, and science to their MPCP (a.k.a. “Choice”) students enrolled in the 4th, 8th, and 10th grades. The law further directs Choice schools to submit copies of the scores from those tests to the School Choice Demonstration Project (SCDP) for processing and reporting to the Legislative Audit Bureau. The Milwaukee Parental Choice Program (MPCP) began as the nation’s first urban school voucher initiative in the fall of 1990. Initially, seven secular schools were authorized to enroll the 341 students who first participated in the program. By the 2006-07 academic year, a total of 17,749 voucher students were attending one of the 122 private secular and religious schools that participated in the MPCP or “Choice” program for the entire year.

Throughout the history of publicly-funded voucher programs – enacted and proposed – the impact on taxpayers has been a recurring issue. As the nation’s longest-running program, the Milwaukee Parent Choice Program (MPCP) provides an important case study. The fiscal impact of Milwaukee’s program has evolved in very significant ways over its 18-year history, both in size, as the program grew, and in its allocation among different groups of taxpayers – Milwaukee property taxpayers, non-Milwaukee property taxpayers, and Wisconsin state taxpayers.
