Some believe that the work of one person can affect many—that just one person can help save the lives of thousands. After the loss of three U.S. government officials, Ambassador Robert C. Frasure, Dr. Joseph Kruzel and Colonel Samuel Nelson Drew, in a tragic automobile accident in Bosnia, the U.S. State Department’s Office of Weapons Removal and Abatement in the Bureau of Political-Military Affairs (PM/WRA) and James Madison University’s Mine Action Information Center decided it was time to do just that: aid many with just one.

At St. Francis de Sales Central Catholic School in Morgantown, West Virginia, which has students ranging from pre-kindergarten to eighth grade, what began in 1998 as an art project with old shoes became an inspiration for social justice and change. Today, a small organization of students at St. Francis, known as the Proud Students Against Landmines, or PSALM, meets once a week in the school art room to work on projects related to mine action.

These include not only several operational programs around the world but also a number of important areas of information collection and dissemination through various publications. They have provided a starting line of information on how women are disproportionately affected by armed conflict and ERW as well as how women can be better integrated into solving the problems following a mine- accident.

The Community Strengthening and Gender Mainstreaming in Integrated Mine Action Project focuses on one of the greatest challenges women face in mine affected areas of Cambodia: to be actively and meaningfully involved in the decision-making process in mine action. Three international organizations have collaborated to develop a complex plan addressing the issues and impediments facing the residents of many Cambodian villages. Its implementation demonstrates the sweeping changes necessary for participation by all villagers and the promise of truly integrated mine-action strategies.

Since 1996, the Center for International Rehabilitation has been dedicated to providing assistive devices to landmine victims. The CIR, in collaboration with Whirlwind Wheelchair International and the Afghan Ministry of Martyrs and Disabled, designed and distributed a centrally fabricated, locally-fitted wheelchair designed for post-conflict countries and tested it in Afghanistan and Jordan. The following discusses the outcome of that collaboration.

High levels of gender inequality exist within Jordan—inequalities that affect the workforce. In a nation like Jordan, where women have minimal political participation and only 26 percent of women are active economically, it is difficult for women to be incorporated into the workforce. Fewer women are employed outside of the home when compared to men, with only 9 percent of Jordanian women above the age of 15 working outside their homes. Among females, unemployment rates are double those for males; further, high percentages of women are discouraged from seeking employment outside of the home. Women who are employed are typically …

The United Nations Office for Disarmament Affairs is the global community’s chief authority on the issues of weapons reduction. Among its responsibilities UNODA acts as the U.N. Secretary-General’s liaison in fulfilling the obligations established by both the Ottawa Convention and the Convention on Certain Conventional Weapons. The Office for Disarmament Affairs’ Geneva branch oversees these activities and is responsible—in accordance with the Ottawa Convention—for collecting Article 7 reports, maintaining the list of Article 8 experts and organizing meetings of States Parties, as well as organizing meetings pertaining to the CCW.

In 1972, aeronautical engineer Richard C. Rothermel, of the USDA Fire Sciences Lab at Missoula, Montana, developed a method for modeling the spread of wildfire. The model became widely used, and although the ensuing years have brought many technological innovations, it is still the engine of the predictive tools used by fire behavior officers today. In a study of older adults and their travel patterns in Oregon, a statewide mail survey and telephone interviews were conducted with older drivers and older adults who had voluntarily chosen to stop driving. The purpose of the study was to determine: (1) the factors that influence driving cessation; (2) the physical and emotional barriers that delay driving cessation; (3) what opportunities exist for alternative transportation after driving cessation; (4) whether drivers make relocation decisions on the basis of driving cessation; (5) the warning signs that make a driver stop driving; and (6) whether a crisis situation generally forces a …

This executive summary of the preliminary report documents the major findings, to date, of the first two components of a needs assessment being conducted for the Hole in the Hills at Wa-Shawtee (HITH). The Center for Women in Politics and Public Policy (CWPPP) at UMass Boston’s McCormack Graduate School of Policy Studies has been tracking the election of women at the municipal level in Massachusetts since 1996. In 2003, the Project expanded to include all New England states. CWPPP remains the only research center in the United States that regularly tracks women’s political representation at the local level.

We document the cumulative change in expressions of support for Social Security's social insurance ideals to privatization,from the late 1970s through 2007. Social Security's basic structure and principles generally were supported by the United States government and in amendments to the original Act of 1935. However, in the 1980s market arguments began to proliferate in government alongside pension privatization projects by international governmental organizations and conservative think tanks. Although in 1983 Commission members concluded "the Social Security system is sound in principle.. and... structure," four members wrote a supplemental statement that emphasized market rationalism. The enactment of the Family Support Act was the outcome of a six-year legislative and administrative review of, and debate about, welfare policy and programs. Heralded as the opportunity of the century, it did little, however, to alter existing policy. This article examines the evolution of the Family Support Act within the United States Congress, spotlighting two important time periods leading up to its enactment: 1981 to 1985 and 1986 to 1988. A partnership of the federal government and the states implement rural community development policy today, yet researchers rarely examine the nature and efficacy of this extensive intergovernmental collaboration. The authors collected data on Community Development Block Grant awards made by one state to small and rural communities for a variety of development projects over a period of more than ten years, and using a modified rural classification system detected patterns and trends in allocation.
