School Choice Demonstration Project

The MPCP was established in 1990 as the first urban education reform in the U.S. built around the idea of permitting parents to enroll their children in private schools of their choosing at government expense. In its first year of operation, the MPCP enrolled 341 students in the seven secular private schools participating in the program. The MPCP remained a small pilot program throughout the period of Witte’s government-authorized evaluation of 1990-95 (figure 1). The aims of this evaluation are to assess the efficacy of the Programme and the United Nations Mine Action Office (UNMAO) with a focus on the period following the signing of the Comprehensive Peace Agreement (CPA) to the present day; to identify strengths and weaknesses in the relationships, structures and processes that have been established; and to make recommendations for improving the efficiency and effectiveness of the programme. Annually, the SSRC conducts a large-scale survey of Idahoans to identify public policy concerns. The study is provided to public officials and interested citizens to facilitate policy discussion and education. This study was undertaken in conjunction with the annual policy survey. The findings in this report reflect eleven questions sponsored by Mountain State’s Group, supported by a grant from the Anne Casey Foundation.

The Wagner-Peyser Act of 1933 established a nationwide system of public employment services, known as the Employment Service. Via the Workforce Investment Act of 1998, the Employment Service was made part of the One-Stop service delivery system. Wagner-Peyser funds are a primary source of funding for the core and other services of One–Stop Career Centers that provide employment services available to all people, including people with disabilities.

A Report of the Learning Exchange Research Project. This report presents a model of Participatory Action Research (PAR) focused on the development of the third sector in Israel. The PAR methodology, combined with a learning exchange, intentional reflection, and community building opportunities, was used as a tool for enhancing Haifa Non-Governmental Organizations’ (NGO) capacities. The report describes the practical and conceptual impacts of this model's application in a pilot trial and discusses its possible use and importance for future participatory research and NGO capacity building work.

Long before its crystallization as an academic discipline in the 1960s and '70s, bioethics was evolving from isolated ideas and theories into a coherent and practical field. Today, people train in academic bioethics programs and seek careers as bioethicists. Hospitals, universities, government organizations, and corporations hire bioethicists, where they use their training to help make decisions regarding life or death issues in science and medicine. Although there is controversy over the extent and content of the influence they exert there, bioethicists have achieved a seat at the decision-making table.

The Evaluation of EC support for mine action in Africa is the first of six regional mine action evaluations that the Geneva International Centre for Humanitarian Demining (GICHD) will conduct or commission for the European Commission (EC). These regional evaluations followon from a Global Assessment of EC support for mine action completed in 2005. This report converts zip codes of nonresident visitors to Montana into 210 Designated Market Areas and provides an investigation of four population segments. The first analysis looks at DMA representation divided by visitors’ primary reason for being in Montana with vacationers as the primary focus. The second section looks at repeat and first time vacationers to Montana while the third subset explores visitors who indicated that at least one reason for their trip to Montana was to either purchase property or visit a second home or condo. This article attempts to examine the methodological intricacies of measuring prevalence rate of disability through a population based survey using the International Classification of Functioning, Disability and Health of the WHO and the Capability framework, developed by Amartya Sen and others. After a rapid overview of the Afghan context and the process leading to the research programme, it presents the example of the methodology used in the NDSA and the survey protocol. However, criminal justice administrators face pressure to maintain the status quo even as they are expected to produce successful outcomes through innovative practices. In implementing broad community initiatives, the ability to assess the delivery of services is a distinct challenge. Yet, understanding both the magnitude and cross-usage of services by target populations is often a precursor to effective program evaluation, program improvement and additional program planning. This research examines the extent to which a comprehensive early childhood initiative successfully reached young children and their families in a large urban county.
