Today, restaurants, including all eateries that operate within New York City, as well as restaurants across the country, regularly use a rather large amount of an artery-clogging agent, commonly found within their vital ingredients. Artificial transitive fatty acid, or trans-fat as known to the consumer, is the target of the NYC Board of Health and Mental Hygiene, medical experts, and health conscious consumers, for permanent removal from all NYC restaurant menus by July 2008. How a policy or planning tool (e.g. BRAC) contributes to real and perceived conclusions from policy implementation is the main focus of this research. This research examines differences between real and perceived encroachment issues and concerns through study of military installations and their contiguous communities using post-BRAC opinion data compared to conclusions drawn from pre-BRAC and post-BRAC empirical data. Freedom Schools, which operated during 1964 after the collaborative efforts of several Civil Rights organizations, provided an opportunity to understand how students can drive the curriculum to meet individual and collective needs within a community. The presence and use of poetry throughout the Freedom Schools was mysterious, given that it is virtually absent in the curriculum guide, memos, and documents prepared by the administrative staff members and teachers. Students’ poetry not only revealed the intersections and layers of lived experience, society, and culture, but also their agency in the context of an anti-oppressive education project.

This study examines how U.S. state legislative staffs conduct evaluations. The study addresses the ubiquity of state legislative program evaluation (LPE) units, the standards those units follow, the recommendations that LPE reports proffer, and the quality of the reports on several criteria. The study also addresses the feasibility of using metaevaluation to evaluate a large number of reports using solely the information contained in the reports.

The study uses metaevaluation criteria developed by combining aspects of, primarily, the Generally Accepted Government Auditing Standards (GAGAS) for performance audits, the Joint Committee's Program Evaluation Standards (PES), and, secondarily, Scriven's Key Evaluation Checklist. …

Evaluation has been intertwined with international aid work since its inception in the late 40's-early 50's, but it is still an area with considerable room for improvement. If, as is often alleged, evaluations of international development efforts are methodologically weak they are misleading international agencies about the real impact of the sizable amount of resources being spent. A recent study by Chianca, described in this thesis, with a sample of 50 US-based international non-profit organizations (INGOs) illustrates the serious situation of the structure and practice of evaluation in those agencies.

According to the National Center for Health Statistics, the teen pregnancy rate rose by 3% between 2005 and 2006, presenting the first increase since 1991. These findings are troubling in light of the consequences of teen pregnancy to teen mothers, their children, and society in general. Many commentators suggest that one method of reducing the rate of teen pregnancies is through sex education programs, particularly in the public school system. Retail work is undergoing significant change in the United States. To explore these changes, and their impacts in terms of turnover, skill levels, and other key workforce variables, we conducted 18 case studies of retail businesses. We spoke to employees from top corporate executives to frontline employees, visited stores, and reviewed HR statistics. This paper summarizes major findings from the study.

We start by stating the study’s key questions, principal findings from public data sources, and the study design. We then review field findings on patterns in job quality across four dimensions (schedules, compensation, duties, and turnover/training/mobility). We identify two …

We consider fixed-effect estimation of a production function where inputs and outputs vary over time, space, and cross-sectional unit. Variability in the spatial dimension allows for time-varying individual effects, without parametric assumptions on the effects. Asymptotics along the spatial dimension provide consistency and normality of the marginal products. A finite-sample example is provided: a production function for bottom-trawler fishing vessels in the flatfish fisheries of the Bering Sea. We find significant spatial variability of output (catch) which we exploit in estimation of a harvesting function.

The authors assessed the impacts of two different smoke-free laws on indoor air quality. They compared the indoor air quality of 10 hospitality venues in Lexington and Louisville, Kentucky, before and after the smoke-free laws went into effect. Real-time measurements of particulate matter with aerodynamic diameter of 2.5 µm or smaller (PM_2.5) were made. One Lexington establishment was excluded from the analysis of results because of apparent smoking violation after the law went into effect. The average indoor PM_2.5 concentrations in the nine Lexington venues decreased 91 percent, from 199 to 18 µg/m³. The average …

Some augment U.S. warfare capability; others do not. Some of the contractors are controlled by the military; others are controlled by civilian (nonmilitary/political) government agencies. The problem: Who are the contractors and how has the nature of government oversight and control over contractors determined whether contractor contributions augment or diminish U.S. warfare capability in the Iraq War?

This Article explores crucial analytic and normative limitations in presently dominant and ascendant approaches to legal theory. The approaches' failure to provide a satisfying framework for analyzing the obesity epidemic presently raging undeterred in American society reveals these limitations. Conventional law and economics scholars writing on the subject have deployed familiar frameworks to reach predictable conclusions that are neither intellectually nor morally justifiable. This Article argues that recent theoretical innovations promulgated within the burgeoning law and behavioralism movement have thus far provided no more reliable a framework for legal analysis of the obesity epidemic than has conventional law and economics. …
