For decades, the federal government has targeted health care funding, resources and staff to meet the health care needs of areas designated as "medically underserved areas" and "health professional shortage areas." Areas that qualify may, for example, receive federal funding to support the establishment and operation of community health centers, or receive National Health Service Corps (NHSC) physicians and clinicians. In addition, physicians who practice in these health shortage areas may receive higher payments under Medicare. These designations thus affect the availability of health care in thousands of urban and rural areas all across the United States. Community health centers …

Numerous safety net programs and health care providers depend on Medically Underserved Area and Population (MUA/P) and Health Professional Shortage (HPSA) designations to qualify for federal funding, physician subsidies and placement, and health-related investments to improve access to care for communities and populations at high risk of poor health. These resources are particularly critical for federally-qualified health centers at a time when the number of uninsured is growing and the capacity of the safety net shrinking. On February 29, 2008, the Department of Health and Human Services (HHS) released a proposed regulation to alter the way these designations are made. …

Abstract:

The United States currently faces a nuclear waste crisis. According to a 2002 report by former Secretary of Energy Spencer Abraham, “We have a staggering amount of radioactive waste in this country.”1 The Department of Energy (DOE) estimates that by 2035 the U.S. will have approximately 115,000 metric tons of high-level nuclear waste, which exceeds the capacity of the proposed federal storage site at Yucca Mountain.2 Deciding where and how to store nuclear waste is a significant nuclear, environmental, and health policy issue. School Choice Demonstration Project

As of the 2006-2007 school year, 19,733 students attended charter schools in the District of Columbia, representing over a quarter of the District’s total public school student population and one of the largest charter school markets in the country.1 It is under such circumstances, some suggest, that choice will spur competition, ultimately leading to the improvement of public education. Yet, surprisingly little research has evaluated the behavioral response of public schools in D.C. to this source of competition. The pending construction of the Changuinola 75 Hydroelectric Project (Chan-75) has sparked significant controversy as the affected communities, national non-governmental organizations (NGO’s) and international NGO’s have protested against the conduct of the project’s promoters, the AES Corporation and supporters, the Panamanian government. Located in the Bosque Protector Palo Seco, a buffer zone to La Amistad International Park, the Chan-75 hydroelectric dam project will have significant consequences for the biodiversity, flora and fauna of the area. The dam will also displace four indigenous Ngöbe communities, a traditionally marginalized and underrepresented group, as well as flooding the farmland of many others. Hydroelectric …

My research sought to examine the transition from war to post-war services provided in a women’s non-governmental organization, Medica Zenica, located in central Bosnia-Hercegovina. Opened in 1993, in the midst of the war in Bosnia, Medica Zenica began providing support for war-rape survivors. Today, Medica Zenica is still running, but the majority of clients are now survivors of domestic violence.

By interviewing women currently and previously employed in Medica Zenica, I pieced together a picture of how Medica has evolved in the last fifteen years, as well as how these evolutions are seen as a reflection of changing society in …

This paper focus on the experiences of participants in a program called Peace Camp conducted by the Center for Peacebuilding in Sanki Most, Bosnia and Herzegovina. It, then, analyzes the camps within the context of the field of conflict resolution. The Peace Camps are week-long workshops which analyze the war in Bosnia and Herzegovina through the personal experiences of the participants. The camps invite Serbs, Bosniaks, Croat, Roma, and others to collectively share their experiences and be trained in conflict resolution. This project sought to study the increase in associations in relation to the disengagement of the state from the social sector. The researcher used both interviews and observational methods to analyze the reasons for this increase, and the importance the associations hold in the functioning of the state. Through direct participation and personal conversations with both association employees and service-users, the researcher was able to comprehend the multiple dimensions of the topic. The researcher then goes on to relate the existence of the associations to the fundamental French values.

How can the Keesler Air Force Base Chapel provide spiritual care for airmen who are spiritual but who are not religious? The Department of Defense challenges the chapel to promote the spiritual health of all airmen while the chapel mostly provides religion-based services. The chapel's efforts, therefore, ignore airmen who do not fit into a particular religion. The problem will be addressed by suggesting that the chapel incorporate a spiritual conversations gathering into the existing religion-based services. This study investigates the rationale behind the 2007 removal of the fodder subsidy in Jordan and the effects this had on livestock owners in the Northern Badia. Furthermore, it examines possible solutions for improving the efficiency of the sector as well as its sustainability. The government’s decision to lift the subsidy was due to the pressure of rising world cereal prices on the national budget deficit. Owners in the Northern Badia as a result had to sell off around half of their flock. Consequently, there has been a rise in disease among livestock as well as higher prices for consumers. …

This study looks to develop an understanding of how marginalized communities throughout South Africa are bettering their own lives. A number of them have mobilized, some in larger numbers than others, to form a wide range of social movement organizations in the country. This paper uses one such movement, the Western Cape Anti-Eviction Campaign, as a case study to examine how social movements have developed in post-apartheid South Africa. The recent growing popularity of intercountry adoptions between the United States and Guatemala has increased opportunities for corruption. As a result, policies have been created in order to decrease instances of corruption. The current policy recently ratified by the United States is the Hague Convention on Intercountry Adoption, which makes strides toward improving the situation, but at a cost. The anticipated ratification of the Hague in 2008 has led to a reduction in the number of adoptions between the United States and Guatemala and all adoptions ceased once the U.S. implemented the convention.
