The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

While much attention has been given to the influence of urban form on travel behavior in recent years, little work has been done on how neighborhood crimes affect this dynamic. This research project studied seven San Francisco Bay Area cities, and found substantiation for the proposition that neighborhood crime rates have an influence on the propensity to choose non-automotive modes of transportation for home-based trips. Specifically, high vice and vagrancy crime rates were associated with a lowered probability of choosing transit in suburban cities for both work and non-work trips, high property crime rates were associated with a lower probability …

The purpose of my research was to test the hypothesis that sports can be a preventative method for youth risk behaviors such as gang membership. My hypothesis was that sports could provide some of the same benefits as gang membership and other risk behaviors, but in a more healthy and productive way. To test this thesis, I spent three weeks researching the work of ARCA, the Associaçao Recreativa e Esportiva para Crianças e Adolescentes in Fortaleza, Ceará, Brazil. The current system of public education in Oaxaca is riddled with problems too numerous to list here. There is an obvious need for reform or for a new system all together. The argument presented in this paper is that the latter is not a feasible option for most in Oaxaca, especially for rural indigenous communities. For reasons explained throughout this study, it is necessary to work within the present confines of the existing education system in order to make significant improvements in the quality of education for these communities. The Netherlands has a large population of Turkish and Moroccan immigrants. With a population of approximately 16.6 million, almost 20 percent of the population is non-indigenous. Turkish and Moroccan immigrants each represent approximately one tenth of the entire population, together accounting for one fifth of the immigrant population. The Netherlands began accepting Turkish and Moroccan immigrants in the 1970s. These immigrants were accepted as guest workers for manual labor jobs. Most historians agree that the first generation of Turkish and Moroccan immigrants did not intend to stay permanently in the Netherlands. Further, native Dutch people did not expect them to …

Across Africa, the AIDS pandemic has forced HIV+ individuals and orphaned children into the care of elderly women. Though this has occurred in millions of families, little support has been offered for the grandmothers supporting children and grandchildren on a limited income. This study reports on a practicum study at Grandmothers Against Poverty and AIDS (GAPA), the first African organization to recognize the important role played by grandmothers in light of HIV/AIDS. The study was conducted in April 2008 at the GAPA center in Khayelitsha Township, Cape Town. The main objective of the study was to evaluate the organization’s origin, …

The land border between Morocco and Algeria has gone through cycles of closure and opening over the past decades. This project set out to examine how the closed border has affected the lives of individuals in border towns, specifically Figuig. It explores the border’s effect on Figuig’s economy, smuggling, healthcare, land ownership, and familial relations. Through interviews, archival research, and participant observation, I found that none of these areas has been affected positively by the current border situation, but that there is no concrete solution in sight to fix the problems the closed border creates.

Slavery is one technology of imperialism that serves to generate more profits worldwide. Skinner brings this issue to our attention, arguing that many people think that slavery ended in the 19th century, but the current turning of peoples into slaves proves otherwise. Skinner points out that since 1817, there have been more than a dozen international conventions signed banning the slave trade and yet, the number of people sold as slaves is in the millions. He calls modern day slavery a “monstrous crime” and proceeds to provide us with insights from his research. He begins making his point through what …

Boulder City (City) is unique in the State of Nevada as being a non-gaming city, maintaining a controlled growth ordinance, and steadfastly holding to its “small town” values and character. The City has been facing budgetary challenges as future expenditures are anticipated to continually exceed revenues if current services levels are maintained. Indeed, fiscal reviews indicate the City has been transferring contingency monies between funds to cover overages for the past several fiscal years. This “robbing Peter to pay Paul” methodology may offer a temporary solution to the shortage but may be detrimental as a long term solution.

This paper offers a macro perspective of the various activities involved in the implementation of e-government through an interpretive analysis of the various e-government-related initiatives undertaken by the Singapore Government. The analysis lead to the identification of four main components in the implementation of e-government, namely (i) information content, (ii) ICT infrastructure, (iii) e-government infostructure, and (iv) e-government promotion. These four components were then conceptually integrated into the e-Government Implementation Framework. This paper suggests that this framework can either be used as a descriptive tool to organize and coordinate various e-government initiatives, or be used as a prescriptive structure to …

• The Interagency Science and Research Team provided a review of its overall progress to the SNAP Board at a meeting on January 25, 2008.
• A meeting was held with an ad hoc SNAP Land Use Team to request members’ assistance in the development of the science strategy. These individuals reviewed the draft SNAP Science and Research Strategy sub-goal related to land use and then developed priority science questions and associated contributing questions. Assistance was provided to the Cultural Resources Team and the Recreation Team with the selection and prioritization of their science questions.

The purpose of this thesis is to determine if offsets are an effective means of second-tier countries acquiring technology and if offsets enhance their ability to establish and maintain an industrial base capable of producing high-technology weapons for use indigenously and for export. This report presents findings from a telephone survey of children currently enrolled in or recently disenrolled from MaineCare, the State‘s Medicaid and State Children‘s Health Insurance Program (SCHIP). The sample was randomly selected, and stratified to include children enrolled in MaineCare through the Medicaid eligibility category, and through two SCHIP eligibility categories, Medicaid Expansion and the Separate Child Health Program (CHP). 1 These three eligibility categories include children ages 18 or under living in households with income up to 200% of the Federal Poverty Level. Income eligibility limits are lowest for the Medicaid eligibility category, followed by the Medicaid Expansion …
