Stability operations are vital to establish peace in the aftermath of conflict. The United States is often called in for military support during conflict. The new American military paradigms include establishing peace through stability operations after a military conflict. Due to this new role, military decision makers face many difficulties in conducting successful stability operations. Compounding this problem is the limited number of resources pertaining to stability operations: experts, doctrine, knowledge, and technology. Two overarching challenges of stability operations facing decision makers are planning and prioritizing of stability operations and determining progress. This article addresses the recent changes in social experience and the effect these changes have on the practice of public administration. It is argued that we have moved from a society of prohibition to a society of commanded enjoyment. This thesis is explored using the frame of Lacanian psychoanalysis. The central claim is that the waning of traditional authority means that enjoyment or jouissance operates on an axis of possibility or impossibility. In such a realm, the coterminous relationship of science and the market make most things possible.

Employer Branding In The Belgian Army: The Importance Of Instrumental And Symbolic Beliefs For Potential Applicants, Actual Applicants, And Military Employees, Filip Lievens

This study conceptualizes employer brand as a package of instrumental and symbolic attributes. Using a sample of 955 individuals (429 potential applicants, 392 actual applicants, and 134 military employees), we examine the relative importance of instrumental and symbolic employer brand beliefs across different groups of individuals: potential applicants, actual applicants, and military employees (with less than three years of tenure). Results show that instrumental attributes explain greater variance in the Army's attractiveness as an employer among actual applicants compared to potential applicants or employees. In all three groups, symbolic trait inferences explain a similar portion of the variance. In addition, …

The Federal regulation-writing process is vital to understanding how laws are translated into policy. This paper re-examines data on human services interest groups active in lobbying the executive branch to determine what factors influence their effectiveness. Building on findings from Hoefer (2000), structural equation modeling is used to re-analyze the original regression model of interest group effectiveness (IGE) on a sample of 127 Washington D.C.-based interest groups. Results indicate that some of the previous findings are not supported and an alternative model is proposed. A group's position, context and access to information and policymakers emerge as significant determinants of IGE. …

This thesis presents a case study of federal logistics support during Hurricane Katrina disaster relief operations. Data from federal contracts covering the first 10 weeks of Katrina are used to measure federal logistics activity. The study investigates whether chaos theory, part of complexity science, can extract information from Katrina contracting data to help managers make better logistics decisions during disaster relief operations. The study uses three analytical techniques: embedding, fitting the data to a logistic equation, and plotting the limit-cycle. This thesis examines the importance of a critical infrastructure rebuild strategy following a terrorist attack or natural disaster such as Hurricane Katrina. Critical infrastructures are very complex and dependent systems in which their re-establishment is an essential part of the rebuilding process. A rebuild simulation model consisting of three layers (physical, information, and spatial) captures the dependency between the six critical infrastructures modeled. We employ a simulation optimization approach to evaluate rebuild prioritization combinations with a goal of minimizing the time needed to achieve an acceptable rebuild level. This research uses an advanced statistical technique to expand upon the current understanding of war termination. Specifically, this thesis addressed questions concerning the most relevant factors toward predicting both the outcomes of interstate wars and the winners of intrastate and extra-systemic wars, within the limitations of the available data. Open-source war data from the Correlates of War Project was analyzed using both binary and multinomial logistic regression techniques. The Journal of Sociology & Social Welfare

Relatively little is known about what individual-level factors drive Americans' attitudes toward offering services to immigrants. Using national-level data and logistic regressions, we examine what factors co-vary with whether respondents agree or disagree with specific policy initiatives regarding support for English language use for immigrants. We then examine what factors are related to whether respondents agree that tax money should be used to fund English classes for immigrant children and adults. We find that age, race, and general warmth toward undocumented immigrants predict English-only attitudes, and that marital status, education, and warmth toward undocumented immigrants predict attitudes toward the use …

2006 marked the tenth anniversary of the Personal Responsibility and Work Opportunity Reconciliation Act. The 1996 law was the culmination of decades of erosion in backing for basic provisions of the U.S. social safety net. The following reviews the political campaign that undermined thefoundationfor this vital component of the New Deal/Great Society income supports. A series of panics diminished approval for the welfare state, leading to the 1996 "reform." Panic discourse increasingly accompanies policy debate. Examples of anti welfare, anti outsider panic discourses are explored.

The deceased deminer detonated the PMN mine with an unidentified object. He was in a kneeling position with his right side facing towards the mine. The blast struck him on the chest and right hand side, causing a fatal wound to the right under arm (armpit). He suffered extensive bleeding from this wound and also from the mouth and nose at the time. He was evacuated by ambulance but died en route to the hospital.

Public opinion surveys indicate that Idaho citizens are supportive of local option taxes when subject to local voter approval for funding mass transportation. Mass transit is viewed favorably where it is feasible, especially in the urban areas. A cohort of citizens currently use mass transit, and at current gasoline prices of $2 - $3 per gallon, 16% of Idaho citizens would consider public transportation.
