Recreation user fees and facility rental fees provide sources of revenue for the City that comes directly from the beneficiary of the service instead of from the general fund. The term user fee will be used in this analysis and will refer to all types of fees and use charges paid by participants using recreation services or facilities.

A program evaluation of the Nevada Child Seekers (NCS) organization was conducted from October 2006 through April 2007. The evaluation consisted of a qualitative assessment of the organization's volunteer recruitment and retention program. The evaluation was conducted by performing a series of interviews of staff and by conducting a web-based survey of available volunteers. Information gathered from the interviews and surveys was compared with benchmarking data from multiple scholarly and community sources.

New York State's regulations require health care workers who have direct contact with patients or who may expose patients to disease to be vaccinated against seasonal and H1N1 influenza. Courts must take into account constitutional guarantees of personal autonomy, freedom of contract, and freedom of religion when reviewing the current lawsuits. These rights, however, have been constrained when they conflict with government measures that are intended to protect the community's health and safety. The Quality Assurance (QA) Program is critical in the licensing of the Yucca Mountain Repository because it helps ensure that the information used to demonstrate the safer)' of the repository is defensible and well documented. Through audits and surveillances the QA staff identifies areas of non-compliance within each task. The QA Program at the Harry Reid Center (HRC) for Environmental Studies can increase compliance with Quality /Assurance Procedures (QAPs) by improving the program's process.

This policy brief presents the initial effects of recent federal Medicaid reforms on health centers and their patients. Specifically, this report examines the impact of changes in federal Medicaid policy, contained in the Deficit Reduction Act of 2006 (DRA), which requires applicants and recipients to document both their citizenship or legal U.S. residence and proof of their personal identity.

This study contributes to the growing body of literature on the role of networks in creating efficacious systems of governance. In particular, this study considers if, in addition to network structure, two network characteristics, network social capital and network management, each have direct and indirect effects on network performance. Also considered are the combined effects of these three network characteristics on network performance. The findings of this study re-examine the relationship between network characteristics and performance, especially the influence of network structure on performance. In the 50 years since economist Milton Friedman published "The Role of Government in Education"1 scholars and policy makers have been debating how parental choice through market mechanisms can and does operate in education. Market "optimists" argue that education is a service that can be produced under a variety of arrangements and that parents are natural education consumers.2 Market "pessimists" argue that education is a public good that should be produced in government-run schools, and that school choice programs suffer "market failure" because only advantaged families will have the resources and experience to choose effectively.3 These academic debates continue to …

Contracting out is currently one of the most prevalent mechanisms of the privatization movement. Understanding its trends and rigorously analyzing its implications is an increasingly salient issue for public management research. This article builds a multi-stage theoretical framework addressing two broad research questions. The first is to identify the array of economic, political, organizational, and institutional factors that may impact a government agency's decision to contract out. The second is to detail the various organizational and environmental factors influencing contractor performance. Particular attention is paid to effective contract monitoring and its relationship to contractor performance.

The Diversity Action Council of Wagner College requested a needs assessment for a diversity-training program for the Wagner campus community. A series of informal meetings with students, faculty, staff, and administrators was arranged on March 28, 2007.

Several key themes emerged from the various group discussions. They are organized in three categories: (a) Strengths, (b) Issues, and (c) What needs to be done.

Are Drivers Who Use Cell Phones Inherently Less Safe?, James Prieger, Robert W. Hahn

Mobile phone usage while driving is increasing throughout the world. In this paper, we use survey data from 7,268 U.S. drivers to estimate the relationship between mobile phone use while driving and accidents. We hypothesize that drivers who use mobile phones while driving may be more likely to get into accidents than drivers who do not, even when they are not using the phone. We find evidence for the endogeneity of mobile phone and hands-free device usage, and our analysis suggests that individuals who are more likely to use hands-free devices are more careful drivers even without them. Significant emphasis has been placed upon external influences which have maintained or perpetuated the relative underdevelopment of Latin America. Though some of this literature will provide a basis for explanation, the current analysis addresses the phenomenon with a notable variation from existing perspectives by introducing the Foucauldian distinction between juridical power and disciplinary power as an evaluative framework of analysis. Specifically, it emphasizes the need to incorporate unique cultural, historical, and structural characteristics that interrelate with power dynamics that have materialized within Argentina and have frustrated development efforts.

Reasons for lack of participation include a lack of self-efficacy. Self-efficacy theory proposes that self-efficacy is a key determinant in maintenance, adoption, and perseverance in difficult tasks. National Park visitors' delayed responses to interpretive talks are examined and compared to professional interpreters' expectations for visitor responses to interpretive talks. The premise is that through an understanding of visitors' delayed responses, interpretive programs can be refined to further the goals of visitor learning and appreciation as well as the development of a sense of stewardship. Informal learning theory, schema theory, and constructivist learning theory provide a conceptual and theoretical framework for the research.
