This final evaluation report is the culmination of a three-year investment of time, energy and resources involving 28 Massachusetts nonprofit organizations: 7 foundations, led by the Boston Foundation, The Massachusetts Department of Housing and Community Development; and Homes for Families which joined with the Center for Social Policy team to conduct 10 focus groups involving 72 parents and individuals who shared their perspectives on homelessness prevention, with the guidance of a consumer advisory board involving six persons who have experienced homelessness. Knowing the nature of ethics, business principles and human rights elements helps create a framework for reflecting, formulating and developing appropriate and efficacious policies. This interpretive study analyzes the policies and programs businesses apply to fight AIDS among their employees. Long-term care can be a depressing subject. Most of us tend not to think about it. However, we cannot long avoid it as the 76 million baby boomers begin reaching older ages in a few short years. According to projections, in 40 years, those aged 65 to 84 (numbering 31.6 million in 2005) will more than double, and those 85 plus (about 5.1 million in 2005), who are more at risk of dependency, will more than triple (U.S. Census Bureau, 2004 and 2006). Frankel and Wei (1994) developed and popularized a method for uncovering the implicit weights assigned to major international currencies constituting a currency basket. We extend the methodology in two dimensions: include regional competitive pressure and employ a vector autoregressive (VAR) model to overcome simultaneity bias. With these modifications, we confirm the prominent role of the US dollar in the exchange rate policy of East Asian economies beyond the short run. However, despite the high degree of commitment to nominal exchange rate stability prior to the crisis, fluctuations in most East Asian currencies are also significantly influenced by country specific shocks. …

A prevailing ideology of color-blindness has resulted in privatizing the discourse on adoption. Color-blind individualism, the adoption arena's version of color-blind discourse, argues that race should not matter in adoption; racism can be eradicated through transracial adoption; and individual rights should be exercised without interference of the state. As privatization has increasingly dominated our world and disparities between countries have grown, so too has intercountry adoption. Our understanding of the relationship between globalization and contemporary social welfare systems is heavily influenced by three conventional approaches to studying welfare reform: the political economy, moral economy, and mixed economy approaches. In addition to analyzing the strengths and weaknesses of each of these approaches, a central aim of this article is to introduce the social economy approach as an emergent alternative. This paper builds upon Hoon and Phelps (1992, 1997) to ask how much of the evolution of the unemployment rate over several decades in country can be explained by real factors in an equilibrium model of the natural rate where country's productivity growth depends upon its distance from the world's technological leader. One motivating contemporary example includes the evolution of unemployment rates in Europe as it recovered from the second world war and caught up technologically to the US. In this study, the authors applied principles of social learning and marketing to develop a transit training video for residents of the Rossmoor senior adult community in California . The video features familiar community members successfully navigating specific concerns and problems related to transit use in accessing key community destinations (shopping, health care, and the nearest Bay Area Rapid Transit district station). To evaluate the effectiveness of the video, residents were recruited to complete questionnaires before and after viewing it. Video messages aimed to educate viewers on how to obtain transit information, costs, and payment generated a significant and positive …

How did the differing strategies adopted to develop tourism in Guizhou and Yunnan affect patterns of economic development and poverty reduction? The answer is paradoxical. Both provincial governments incorporated tourism as part of their overall development strategies, but their tourism sites were distributed and structured strikingly differently. In Yunnan, although tourism contributed to rapid economic growth, it did not reduce rural poverty as much as might be expected from a large rural-based industry. By contrast, Guizhou's relatively small-scale tourism industry, although not contributing significantly to growth, was distributed largely in poor areas and was structured to allow poor people to …

Although the social science literature on globalization has proliferated, social policy and social work scholars have not adequately debated the consequences of globalization for social welfare and social justice. Drawing on different social science interpretations of globalization, four major perspectives that offer different analytical and normative insights into globalization are identified and their implications for social welfare and social justice are briefly examined. The implications of these perspectives for social policy and social work scholarship are also considered.

While the American Israel Public Affairs Committee (AIPAC) is nominally pro-Israel, its advice undermines Israel’s interests. It does not encourage Israel to make concessions, but rather recommends that Israel ignore the reformists within and outside of it. The folly of such counsel becomes apparent when one recognizes that Israel’s current strategy cannot be sustained.

The City of Las Vegas operates a municipal detention facility, primarily housing offenders who have committed misdemeanor crimes within the 130 square miles of the Las Vegas City limits. Similar to many jurisdictions, within the State of Nevada, but also across the Country, the offender population is on the rise. The City’s inmate population has grown steadily at a rate of 10%, annually, for five years. This trend, when calculated as a future projection, suggests the City must be prepared for the misdemeanant population to swell from its current daily average of 1144 to more than 3000 inmates by the …
