Within the last ten years, the Hispanic population in the United States has grown immensely. This presents a communication problem between the Hispanic communities and the police departments who protect and serve them. This also creates a serious liability issue for police departments. Currently, law enforcement is struggling to adequately train police officers how to speak Spanish. This research examines ways for Chesterfield and Henrico County Police Departments to develop the Spanish-speaking skills of their current police officers. This research further provides details of possible costs to provide adequate Spanish-speaking training to the police officers in both counties. The data …

Many American people lost their homes or businesses to city and council driven economic development in low-income neighborhoods. This paper seeks to explore the social implications that eminent domain power has on residents and examines power that is used by cities and councils to create economic development through the taking of land in low-income communities. Long-Term Unemployed Men: A Social Constructionist Exploration Of Identity Construction, Elizabeth A. Scott

Identity construction in long-term unemployed men over the age of thirty-five was explored using discursive psychological analysis (Wetherell, 2001). Forty participants in County Kerry, who had not engaged with statutory agencies providing employment rehabilitation services, were accessed over a three year period in order to identify the reasons for nonengagement. A grounded theory approach (Bryman, 2004) to data collection was utilised. This yielded six broad codes and eighteen categories of discursive resource drawn upon by the men in constructing identities. The proliferation of urban rail transit public-private partnerships (PPPs) in Latin America and Southeast Asia is a recent phenomenon. This paper first reviews the theoretical literature on the public procurement versus PPP decision in the context of rail transit and assesses the risks involved in entering these partnerships. On March 7, 2007, the New York Times reported that Starbucks, the retail coffee chain which sells millions of baked goods every day from its over 8,700 U.S. stores, had asked its suppliers to eliminate all trans fats from their products by the end of the year. The big story for New York readers, though, was not that Starbucks was requiring the elimination of trans fats from its baked goods. World Bank and International Monetary Fund became involved in the 1982 Third World debt crisis in order to solve global economic difficulties. While these institutions were not created for this purpose, after a series of economic shocks in the 1970s, they swept in order to alleviate the economic difficulties Third World countries faced. By following a strict regime of neoliberal inspired policies, they attempted to alleviate the debt crunch. Despite intentions, the World Bank’s and IMF’s involvement has exacerbated poverty in the Third World. The first chapter of this thesis speaks about prostate specific antigen, carbon nanotubes and horseradish peroxidase. The second chapter discusses the electrochemistry and catalysis of horseradish peroxidase (HRP) and myoglobin (Mb) covalently attached to vertically aligned carbon nanotube arrays used as a tranducer. Cyclic voltammetry results gave quasi-reversible FeIII/FeII voltammetry and electrochemical catalysis involving catalytic reduction of hydrogen peroxide for both the iron-heme enzymes in myoglobin and horseradish peroxidase coupled to the carboxylated ends of the carbon nanotube arrays by amine bioconjugation reactions. Reduction peak currents gave linear relationships with scan-rates, typical of thin layer voltammetry. Results suggest that the …

Northern Nigeria has become a boiling point lately where Christians and Muslims kill each other in the name of God. Within the last four years, over 10,000 people had lost their lives. This research seeks to investigate the relationship between political leadership and the causes of religious conflict in Northern Nigeria. Using the survey method 150 questionnaires were sent to different parts of northern Nigeria and 40 to Nigerians living in the United States. 117 questionnaires were analyzed at the end with 99 coming from Nigeria. This study examines meaningful learning transfer at a historic site. Transfer is the ability to apply knowledge to a new situation or setting and can be divided into near and far transfer. Near transfer is characterized by the ability to transfer knowledge to a similar situation, whereas far transfer is the ability to transfer knowledge to a different situation. This between-subject post-test only field experiment investigated the effect of interpretive message design on visitors' ability to transfer leaning from an interpretive audio tour at a heritage site. In this paper, we employ recently completed “poverty maps” for three countries as tools for an ex ante evaluation of the distributional incidence of geographic targeting of public resources. We simulate the impact on poverty of transferring an exogenously given budget to geographically defined sub-groups of the population according to their relative poverty status. We find large gains from targeting smaller administrative units, such as districts or villages. However, these gains are still far from the poverty reduction that would be possible had the planners had access to information on household level income or consumption.
