On 04 June 2007 at 1103 hrs while the deminer was working in his clearance lane, his trowel struck the top of a PMN anti personnel mine, causing the mine to detonate. During the accident his visor was not worn. This lack of face protection caused the serious injuries to his eyes. The accident occurred near a corner of a ruined mud wall. The mud wall over a period of time had gradually disintegrated and fallen on ground surface, thus increasing the ground depth over the mine. Growing attention is being given to the design of programs for female prisoners to assist their successful reentry into the community upon the completion of their incarceration. However, current programs have been largely designed and implemented with the goal of seeking parolee compliance through mandatory rules and practices. Little emphasis is placed on preparing inmates to assume their duties as citizens and active participants in the lives of their community. In short, existing programs pay little attention to the importance of creating what I call for purposes of this study, “citizen participation”.

The National Environmental Policy Act (NEPA) has long been regarded as the“Magna Carta” of environmental policy legislation. The government in implementing its requirements on NEPA is required to evaluate potential environmental impacts from “significant” projects, to examine alternatives to proposed actions, and to enable the public to provide meaningful input to decision-makers. Despite the significance of NEPA there is evidence to suggest that environmental impact analyses may in fact be understating potential negative effects to citizens and communities. During the Cold War, the United States conducted over 1000 nuclear weapons tests. Of those, 928 took place at the Nevada Test Site (NTS). One hundred tests were in the atmosphere and 921 underground at the 1375 square mile site located 65 north of Las Vegas. Nevada Test Site Oral History Project (NTSOHP) researchers have conducted over 300 hours of interviews with individuals affiliated with and impacted by the NTS, documenting the diversity of experience among many communities of voices including: weapons scientists, test site officials, laborers, contractors and support personnel, the military, American Indians, communities downwind of the NTS, …

Beginning in 1953, radiation exposure and its effects became a hotly contested issue between the government, members of communities surrounding the Nevada Test Site (NTS), and researchers within the national scientific community. The Atomic Energy Commission (AEC), concerned about maintaining a continental testing facility and aware that atomic testing would impact communities surrounding the NTS, sent representatives to areas potentially affected by fallout to instruct and reassure the affected public. How government officials perceived neighboring communities and how these communities perceived these representatives of the government often determined public responses to the atomic testing program. This policy analysis examines the effectiveness of pediatric exclusivity, one of the policy approaches the federal government uses to promote drug safety for children. Federal policy in this area is highly complex, and provisions related to pediatric drug safety, including pediatric exclusivity, are set to expire in 2007. Following a policy overview, this analysis summarizes the impact of pediatric exclusivity and reports on the results of our effort to shed light on the economic value of pediatric exclusivity. The analysis concludes with a discussion of options for further promoting a safe environment for drug use in children.

One of the policy questions expected to receive considerable attention during the State Children's Health Insurance Program (SCHIP) reauthorization process is whether — and if so, under what circumstances — to permit states to use SCHIP funds to cover parents. In 2006, the average Medicaid income eligibility level for coverage of working parents stood at 65% of the federal poverty level, and 15 states and the District of Columbia set income eligibility levels for this group at 100 percent of the federal poverty level or higher.1 In 2005, 8 states used some portion of their SCHIP allotment funding, in combination …

School choice remains an important part of the national discussion on education reform strategies and their benefits. While a variety of policies encourage parents’ selection of schools for their children―for example, charter schools, magnet schools, and district open enrollment―scholarships that allow students to attend a private school have received the most attention. The U.S. Congress’ passage of the District of Columbia School Choice Incentive Act of 2003 in January 2004 provided a unique opportunity not only to implement a system of private school choice for low-income students in the District, but also to rigorously assess the effects of the Program …

The Executive Order regarding Maine State Government as a Model Employer of people with disabilities was signed on February 24, 2006. The order included several action steps, including a survey of State employees to ascertain the prevalence of workers with disabilities in State employment.

Maine’s Bureau of Human Resources and the Commission on Disability and Employment were named to oversee this survey. The University of Southern Maine’s Muskie School of Public Service administered the survey and analyzed results. Approximately half (54%) of all American youth between the ages of 6 -17 play in at least one organized sport (SGMA: Sporting Goods Manufacturers Association, 2004). By adulthood; however, only 15.4% of American adults report that they participate in the same organized sport (SGMA, 2004). While this deficit can be explained by an expansion of alternate activities available to adults or a lack of continued opportunities, there is evidence that adult participation in sports and other leisure activities is significantly influenced by the repertoire of activities they participated in as children (Scott & Willits, 1989; 1998). This paper examines the determinants of the timing of a monopolistic firm’s product innovation and regulatory approval, and proposes a signaling model with endogenous regulatory delay. Regulatory delay exerts a multiplier effect on total time to market, because when the firm expects the regulator to take longer to grant approval, the firm delays its product introduction. The firm can time its innovation to communicate its private information about the marginal cost of delay to the regulator. Successful signaling in the separating equilibrium leads the regulator to reduce regulatory delay. The implications of the model are consistent with data on innovation …

The Medicare Modernization Act of 2003 (MMA) and the Deficit Reduction Act (DRA) of 2005 include provision intended to increase the role of private health plans in Medicare. These provisions set Medicare Advantage plan payment rates at levels higher than average costs would be in tradition free-for-service Medicare in every county in the nation. The total amount of extra payments to Medicare Advantage plans resulting from these provisions is projected to total over $8 billion in 2008 and $70 billion over the five year period, 2008 to 2012.

The Bush administration’s active support for the Israeli government is counterproductive in its refusal to recognize a Palestinian unity government which includes Hamas. A great majority of American Jews have called for Israel to withdraw from the territories occupied in 1967 and support the creation of a Palestinian state. A hard-line minority of politicians in the United States, along with their affiliated media networks and think-tanks, have continued to dominate the main Jewish lobbying group, the American-Israel Public Affairs Committee (AIPAC).

Of the over 48,000 persons nationwide with mental retardation or other developmental disabilities (MR/DD) who closed out of the Vocational Rehabilitation (VR) system after receiving employment services in FY2005, more than half were successful closures, yielding a rehabilitation rate of 56.9%. This rehabilitation rate is calculated by dividing the number of successful closures, which is employment in any setting with the exception of sheltered workshops, by the total number of closures who received employment services.
