Demarcations and assessments of particular periods of American federalism typically focus attention on national–state relationships, and ignore the independent activities of the 50 states. Labels applied to a period are often based on the federalism stance taken by a president. One can think of Lyndon Johnson's “creative federalism,” Richard Nixon's “new federalism,” and Ronald Reagan's “new, new federalism.” President George W. Bush, unlike some of his recent predecessors, has not proclaimed his own distinct vision of federal relationships, and consequently efforts to describe and assess the character of federalism during his administration must rely on a review of policy actions …

In July-August 2006, the Geneva International Centre for Humanitarian Demining (GICHD) conducted a mission to Kosovo at the request of the Office of the Kosovo Protection Corps Coordinator (OKPCC). The purpose of the mission was to assess concerns raised by the HALO Trust that the extent of the remaining landmine and unexploded ordnance (UXO) contamination in Kosovo had been underestimated and, thus, provided an inadequate basis for future planning. The assessment team reviewed a sample of task dossiers, including all those identified as a concern by the HALO Trust. Forecasters often encounter situations in which the local pattern of a time series is not expected to persist over the forecasting horizon. Since exponential smoothing models emphasize recent behavior, their forecasts may not be appropriate over longer horizons. In this paper, we develop a new model in which the local trend line projected by exponential smoothing converges asymptotically to an assumed future long-run trend line, which might be an extension of a historical long-run trend line. The rapidity of convergence is governed by a parameter. A familiar example is an economic series exhibiting persistent long-run trend with cyclic variation. This …

This paper presents the results of indirect assessments of the personalities of Arizona senator John McCain and former New York mayor Rudy Giuliani, contenders for the Republican Party nomination in the 2008 U.S. presidential election, from the conceptual perspective of personologist Theodore Millon.

Information concerning Sen. McCain and Mayor Giuliani was collected from biographical sources and published reports and synthesized into personality profiles using the second edition of the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with Axis II of DSM–IV.

This report looks at how the economy of Montana and the entire Mountain West has been changing since the 1970s. Extractive natural resource industries are no longer as important to the economy as they may once have been. Other industries, services in particular, have become relatively more important in terms of employment and earnings in the state. Nonresident travel accounts for 7.5% of total employment (over 45,900 jobs) in Montana. While some may view nonresident travel as insignificant or completely unrelated to what happens in the rest of Montana’s economy, nonresident travel contributes jobs to every industrial sector, directly or …

The present study analyses the use of the political instruments for the protection of Human Rights, democracy and the rule of law under the Partnership Agreement between the European Union (EU) and the African-Caribbean–Pacific (ACP) countries embedded in the Cotonou Agreement: the consultations under article 96, intensified and regular political dialogue. It briefly outlines the legal provisions of the revised treaty, reviews recent practice, and looks into the involvement of civil society and parliamentary bodies in the political dialogue.

One aspect of the SCHIP reauthorization debate that has received more limited attention than it deserves is the relationship between children's health insurance coverage and family health literacy. That is, to what extent is children's health insurance associated with higher health literacy, and to what extent is reduced parental health literacy linked to lower rates of health insurance among children? This association is extremely important, since there is strong evidence of a link between health literacy and the appropriate use of health care. Kecenderungan peningkatan penggunaan antibiotika di Pelayanan Kesehatan Dasar merupakan penggunaaan obat yang tidak rasional dan akan menghambat penurunan angka morbiditas dan mortalitas penyakit. Pemberian antibiotika yang berlebihan akan meningkatkan resistensi bakteri dan meningkatkan pembiayaan obat. Tujuan penelitian ini adalah mengetahui gambaran utilisasi obat antibiotika Hasil penelitian menemukan bahwa persentase resep obat pasien RJTP yang berisi antibiotika 37,74 %. Proporsi terbesar pemanfaatan obat antibiotika pada pasien RJTP di Puskesmas Tebet tahun 2005 ditemukan pada kelompok usia dewasa (12-65 tahun) yaitu sebesar 56,5 %, pasien yang bayar sendiri yaitu sebesar 89,8 %, penyakit infeksi lain selain ISPA yaitu sebesar 61,6 % dan …
