More than a decade of conflict between Russian armed forces and Chechen separatists has left Chechnya polluted with landmines, improvised explosive devices and unexploded bombs. Although clearance has been limited, organizations such as UNICEF have brought victim assistance and mine-risk education to Chechnya and its neighboring regions.

<-Ten years after gaining independence, the Former Yugoslav Republic of Macedonia faced the uprising of an armed group of ethnic Albanians demanding greater civil rights. The hostility between the ethnic Albanians—who called themselves the National Liberation Army—and the Macedonian government lasted seven months and ended with the signing of the Framework Agreement in August 2001. This conflict, in addition to World Wars I and II, left Macedonia with contamination from landmines and other explosive remnants of war along the northern borders with Kosovo and Albania and the southern border with Greece. In September 2006, five years after the end of the internal conflict, Macedonia completed landmine clearance and continues to work towards clearance of other ERW.

Capacity development is a central part of sustainable mine action. As a concept, capacity development has evolved over time but even now there is not an agreed-upon definition. While the mine action sector has made progress in encouraging the development of national capacity in many countries, there is still much that can be done to promote strong, capable institutions—both within the mineaction field and beyond.

The Iraqi Kurdistan Mine Action Agency has been working to clear Kurdistan of landmines and unexploded ordnance that were placed by the former Iraqi government over the past 40 years and the Iranian Army during the Iran-Iraq War from 1980–1988. The Agency is overcoming many challenges and has cleared a vast number of minefields so the land can be handed back to the owners. Casualties from explosive remnants of war are extremely high but a new mine-risk-education program will inform people who live in dangerous areas how to minimize the threat of explosive remnants of war.

From 1988 to 1994, Azerbaijan was engaged in an armed conflict with its neighbor Armenia and armed forces of the territory of Nagorno-Karabakh. A ceasefire was negotiated in 1994, but a peace agreement is still underway. During the conflict, both sides used landmines. Forces from both Armenia and the self-declared Republic of Nagorno-Karabakh currently occupy about 20 percent of land within Azerbaijan, making demining difficult in those areas.

The State Union of Serbia and Montenegro has faced many political and social difficulties since the dissolution of the Federal Republic of Yugoslavia. On 18 September 2003, the then-unified country of Serbia and Montenegro acceded to the Ottawa Convention, becoming a State Party on 1 March 2004. In June 2006, Montenegro declared independence from Serbia. Montenegro subsequently acceded to the Convention as a separate country; Serbia remained bound by the original agreement. This paper examines the types of community and political participation municipal employees favour and the effect of political activity regulations on participation based on a survey administered to public service employees in the City of London. The findings reveal that many municipal employees consider themselves to have a high amount of discretion in their duties and the commitment to public service transcends the workplace and translates into exceptional levels of participation in the community, but many are reluctant to engage in overt forms of political participation.

This paper examines the possible explanations for significant population growth in rural areas using case studies of two municipalities in Eastern Ontario: Centre Hastings, which has experienced substantial population growth, and Stirling-Rawdon, which has not. Population statistics for each municipality are analyzed and related to the physical landscape, local economy, and local governments. The findings reveal that possible reasons for why the population of Centre Hastings has increased significantly include the building ban in Stirling, the concentration of services in Centre Hastings as a result of amalgamation, lower tax rates and unemployment rates, and the benefits associated with the geographical …

Municipal Capital Works Projects: An Analysis Of Scheduling Delays And Cost Escalations, Doug Mackay

This paper examines the primary reasons for the delays and cost overruns in municipal capital works projects in Ontario. Interviews with experts in municipal infrastructure projects – including employees from the municipal sector, the Ministry of the Environment, a conservation authority, and the Ministry of Transportation – were conducted. The findings reveal that there are numerous factors that have resulted in municipal capital works projects becoming increasingly difficult to deliver, but the primary factor was the introduction of the Environmental Assessment Act, which resulted in a lengthened schedule and added costs.

Attitudes Toward Public Health Funding: Results Of A Survey That Explored Differences In Support By Ontario Municipal Elected Officials For Local Public Health Programs, Elaine Reddick

This paper examines the reluctance of municipal officials towards public health funding in Ontario based on a survey that aimed to determine if there was a difference in attitudes towards the municipal funding of public health by type of program. The findings reveal that while the respondents exhibited strong overall support for government funding of both types of programs, municipal politicians in Ontario showed a significant preference for committing municipal funds to protection-type programs than for promotion-type programs.

A mine blast incident occurred at approximately 08:35hrs on Sunday 01/07/2007 in the minefield 69270030. The deminer detonated a M35 Belgium anti personnel blast mine due in direct contact to the top of the mine. At the time of the incident the deminer was wearing the PPE (Body vest and Goggles). Deminer tried to lift the top soil crust by using heavy rake, The rake slipped and struck the mine resulting in mine blast. The deminer sustained no injury.

While criminology has made significant contributions in the understanding of crime in general, the literature on terrorism and homeland security by criminologists is still emerging. Arguably, this treatise calls for this void to be filled by criminologists, because terrorism and homeland security appropriately belong within the perimeters of criminology. The national percentage of people of working age with disabilities who are employed continues to hover around 37%, compared with 80% for their peers without disabilities. However, according to the Harris Poll (2004), 67% of people with disabilities who are not currently working would like to be. In the late 1990s, a Presidential Task Force began work on improving the employment rate for adults with disabilities, a national priority that was further supported by the New Freedom Initiative of 2001, creating a bipartisan effort. Despite these initiatives, the rate of employment for people with disabilities has not increased.

Both climate change and technical change are uncertain. In this paper we show the importance of including both uncertainties when modeling for policy analysis. We then develop an approach for incorporating uncertainty of technical change into climate change policy analysis. We define and demonstrate a protocol for bottom-up expert assessments about prospects for technologies. We then describe a method for using such assessments to derive a probability distribution over future abatement curves, and to estimate random return functions for technological investment in different areas.
