An Evaluation Of The Effects Of Dc's Voucher Program On Public School Achievement And Racial Integration After One Year, Jay P. Greene, Marcus A. Winters

School Choice Demonstration Project

This study evaluates the initial effect Washington D.C.'s Opportunity Scholarship Program (OPS) on the academic performance of public schools and its effects on the opportunities District students have to attend integrated schools. OPS is a federally sponsored school voucher program that provides vouchers worth up to $7,500 for an estimated 1,800 to 2,000 students in the District of Columbia. Students can use the scholarships to pay tuition at participating private schools in the District. The pilot program is designed to last for 5 years.

Suicide bombings are receiving increased public attention now that they are taking place on an almost every other day basis against American and allied forces in the stability and support operation (SASO) environment of post-Operation Iraqi Freedom (OIF) Iraq. In November-December 2004 alone some 27 suicide bombings took place.

This Article examines the role of situational pressures, fundamental attribution errors, and legal frameworks in how professional sports actors respond to the threat and occurrence of calamities. Both natural and manmade threats to American health are likely to rise over the next decade. Such threats may include catastrophic weather, natural disasters, terrorist attacks, and communicable disease pandemics. In response to these threats, professional sports leagues, professional athletes, fans, and media might engage in unprecedented behavior. Consider, for instance, increasingly-devastating weather patterns, and how they might animate leagues to relocate franchises to cities with more favorable forecasts. The same outcome might …

Prosecutors have enormous discretion in the criminal justice system. Their decisions can ultimately impact and shape the course of the lives of the offenders whom they prosecute. This is certainly true for juvenile offenders considered for transfer to the adult court. Previous research indicates that serious, violent offenders are the most likely to be transferred to the adult court. However, very little is known on prosecutors' views of the role of the juvenile court, the process of transfer or the facts that influence their decision to transfer a juvenile to the adult court. After several years during which federalism was rarely a prominent or explicit issue in political debates, it was in several ways thrust into the public consciousness in 2005. It was not that the president or Congress ceased sacrificing state and local interests to substantive policy goals, as shown by the costly REAL ID Act, stringent new federal requirements in the Temporary Aid to Needy Families reauthorization, and congressional intervention in the Terri Schiavo case. However, Hurricane Katrina, and particularly the delayed and ineffective intergovernmental response, generated substantial debate about the appropriate federal role in disaster relief. For almost three years, Nebraska has been viewing disaster behavioral health as an integral component of the response which takes place at the time of a disaster. In fact, the need for disaster behavioral health as part of the immediate or first response to a disaster has been written into the state’s formal disaster plan. The Division of Behavioral Health Services within the Nebraska Department of Health and Human Services is authorized under the Nebraska Behavioral Health Services Act (Neb. Rev. Stat. 71-801 to 71-820). The Division of Behavioral Health Services extended through September 30, 2005 its Intergovernmental Agreement (#HHSBH-04-Emergency Response – 1) with the University of Nebraska Public Policy Center to coordinate and manage the second year activities of the Nebraska All-Hazards Behavioral Health Response and Recovery Capacity Expansion Grant, in coordination with activities funded by a Health Resources and Services Administration (HRSA) hospital preparedness bioterrorism grant.

Scholars have debated extensively the impact of presidential rhetoric on public opinion and congressional behavior, but have largely ignored the determinants of what the president actually says. This inattention is partly the result of the difficulty of acquiring systematic observations of presidential speech crafting. We devise a method of quantifying White House staff influence over the composition of rhetoric that captures the multistage negotiations between the president's speechwriters and his policy advisors and provides a framework for future studies on the determinants of presidential rhetoric. The federal program of deinstitutionalizing psychiatric facilities has resulted in a well documented, ever-increasing mentally ill population in the nation's prisons and jails. Historically, the criminal justice system has maintained a laissez-faire attitude toward the mentally ill, and only became involved with the mentally ill when a crime had been committed. As such, the President's Mental Health and Criminal Justice Consensus Project was developed to explore ways that the two systems could work together to address the growing problem of the mentally ill offender. The ‘crime-war’ operational environment, found in failed and failing-states dominated by non-state (criminal) soldiers, has been increasing in scope for decades. This trend is viewed as part of the process of transition from the modern (Third) to the post-modern (Fourth) epoch. Within this environment, non-state entities utilize asymmetric warfare against nation-states. The most dangerous of these opponents are those whose approach is asymmetric by nature (due to their network-type organization) and who thereby represent a direct challenger to the nation-state form. Many perspectives exist for why private military companies have emerged over the last decade or so: cost-effectiveness, fact reaction cycles, lack of will or inability of governments to send their own troops into peace operations. This short essay will not attempt to debate these traditional reasons given for PMC growth and operational fielding. Rather, it will make some basic observations concerning the changing nature of warfare, attempt to place PMC ascendancy within the historical context, and make some policy suggestions concerning the relationship of PMCs to international law and the state.
