This report presents the results of a study of manufacturing activities in Northwest Ohio (NWO). The purpose is to provide an understanding of recent trends in regional manufacturing industries in the context of longer-term trends and the national economy.

This internal report has been prepared as part of the larger Methamphetamine Treatment Facility Feasibility Study conducted by the College of Public Affairs and Community Services for the Nebraska State Legislature. The major purposes of this report are as follows: 1) to integrate previously submitted working findings and tables into a single “stand-alone” document and 2) to provide an overview and context for the findings that will be useful to technical writers, faculty, staff and graduate assistants who are responsible for preparing the final report for the legislature.

The Interactions Between Carbon Regulation And Renewable Energy Policies In The United Kingdom, Hal Thomas Nelson

The power sector is experiencing profound changes worldwide as policies are enacted to address the linkages between energy use and environmental degradation, as well as improve energy security and local economic development outcomes. This research examines the carbon dioxide (CO2) cap and the renewable energy quota in the United Kingdom's power sector using a constrained optimization model of the U.K. electricity grid. Scenarios simulate the dynamic nature of the supply curve for CO2 mitigation based on the availability of nuclear technologies, energy efficiency investments, fossil fuel prices, and access to emissions reductions from the EU CO2 Cap.

Highlighting presidential values brings to center stage the leadership dimension of foreign policy. Because values play an instrumental role in the policy process, understanding the dominant values of powerful leaders is crucial to sustaining democracy at its most basic level. An empirical study of public statements on Iraq by Presidents Bush, Clinton, and W. Bush from August 2, 1990, the date Iraq invaded Kuwait, through March 19, 2003 provides the data for analysis. The purpose of this multiple case study was to describe community members’ perspectives of the role the Intergenerational Dialogue Process served in changing resident’s attitudes and behaviors in two Midwestern rural communities. Approximately one year after their involvement in the Intergeneration Dialogue, ten people (five from each community) were interviewed to describe if participating in the Intergenerational Dialogue changed their attitudes and behaviors toward seeking solutions that could resolve rural community issues. Three themes emerged from the interviews: understanding the generations, community action, and changes in communities. Plant Supply Logistics: Balancing Delivery And Stockout Costs, Jennifer A. Pope, James A. Pope

Journal of Transportation Management

A manufacturer leases rail cars to transport raw material from the supplier to the factory. The manufacturer must balance the costs of leasing rail cars versus stockouts (leading to plant closings) and inventory carrying costs. Using a model of circular queues and a simulation, the cost implications of leasing different numbers of rail cars are analyzed. It is concluded that stockout costs exceed the cost of excess inventory and capacity in the logistics system.

Pure Pallets: Effectiveness And Efficiency Impacts On The Defense Transportation System, Michael B. Mongold, Alan W. Johnson

Journal of Transportation Management

The military supply chain must explore initiatives to improve its ability to meet warfighter needs. One initiative, developed during operations in Afghanistan and Iraq is the pure pallet process—by consolidating material early in the supply chain into user-specific pallets, these pallets are able to transit the defense transportation system without being broken down en route, theoretically arriving to the warfighter in less time than prior break-bulk methods required. The pure pallet initiative’s effectiveness and efficiency was assessed by measuring customer requisition wait time, cargo throughput, and revenue performance. It was found that effectiveness increased, without corresponding losses in efficiency.

The Center for Public Affairs Research and the Urban Studies Program at the University of Nebraska at Omaha organized a telephone survey of Benson-area residents. The survey identified various neighborhood perceptions and activity patterns of alliance residents. The interviews occurred between November 20 and December 4, 2005, with 387 interviews being completed.

School Choice Demonstration Project

By fall 2005, the DC Opportunity Scholarship Program (OSP), the first federally funded voucher program in the United States, was in its second year serving low-income students in the nation’s capital. More than 5,800 students have applied to the Program over the 2 years, and about 2,300 of them—eligible public school students who participated in a lottery to determine scholarship award—are the subject of a rigorous impact evaluation mandated by the Program statute. While the most important questions for the evaluation are about the Program’s effectiveness in improving student outcomes, data are still being collected for that analysis and will …

Federal law establishes scheduling requirements for government employees, generally requiring federal agencies to set regular work hours over a traditional Monday through Friday workweek. These requirements, along with provisions of the Fair Labor Standards Act (FLSA), impede flexible work arrangements (FWAs) for federal employees.1 The Federal Employees Flexible and Compressed Work Schedules Act (“FEFCWA”) removes these legal barriers for two specific types of alternative work schedules (AWS): flexible work schedules (FWS) and compressed work schedules (CWS). Enacted in 2001, the New South Wales Carers’ Responsibilities Act (“CRA”) prohibits discrimination against employees with caregiver responsibilities and provides access to reasonable flexible work arrangements. Under this law, employees have the right to request accommodations for their carer responsibilities, and employers have an affirmative obligation to consider and grant reasonable accommodations that do not impose an unjustifiable hardship. The affirmative accommodation requirement extends to requests for flexible working hours, working from home (telecommuting), part-time work, and job-share arrangements.
