Evolving Telephone Policy: Universal Service, Phyllis Irene Behrens

Important public policy decisions are commonly made that depend upon short, medium, and long term time periods to achieve success or widespread adoption. Universal Service and telephone penetration among underserved residential consumer groups are useful cases for studying the rate of change for adopting public policies. Telephone subscribership and its related socio-economic elements are examined using the Telecommunications Act of 1996 (Pub. L. 104-104, 110 Stat. 56) and the Communications Act of 1934 (47 U.S.C. SS 151 et seq.). Theoretical foundations include the legislation, regulatory policy, and other telephone developments. Findings conclude that: (1) the diffusion of telephones, telephone services, …

Since the collapse of the "bubble economy" in the early 1990s, Japanese companies have been struggling with financial difficulty, and have been forced to change their structure, strategies, and management systems. The trend of learning and importing successful American management theories and systems expanded to Japanese society. The Situational Leadership® model, developed by Hersey and Blanchard, is an example of this phenomenon. However, many cross-cultural studies propose that Japanese society has a different culture and values from American society. This research study was undertaken on the premise that the public had concerns regarding a11egations that minority-students were suspended or expelled more frequently than non-minority students. The implication of excessive disciplinary action on minority students emerged when the Zero-Tolerance Act was adopted in l 994. The Act was an amendment to the Elementary and Secondary Education Act of 1965. Critics state disciplinary action under zero-tolerance policies has unduly affected all students but has primarily affected children from families oflowcr socioeconomic status and ethnic minority groups. This interim report summarizes what has been learned about the processes and outcomes of interventions by HPI grantees in the first 21 months of the initiative, from January 2004 through September 2005. To ground our findings, Section One begins with a discussion of the housing, economic, and policy contexts in the U.S. and the state that impact low-income households. This section focuses on the public and nonprofit sectors these households rely upon for help when their housing circumstances are precarious.

This thesis addresses the problem of poetry’s declining audience in America by investigating the relationship between the academic poetry and poetry slam communities. Primary and secondary research on the history and current state of these two poetry communities reveal that the academic poetry community does not currently embrace Poetry Slam and its audiences. First, an audience survey of the three largest Poetry Slam audiences in New York City and interviews with slam poets who perform for these audiences suggest that Poetry Slam has the ability to cultivate audiences for poetry outside of the academy. *In this paper we ask, how do individual and community factors influence the average length of poverty spells? We measure local economic conditions by the county unemployment rate and neighborhood spillover effects by the racial makeup and poverty rate of the county. We find that moving an individual from one standard deviation below the mean poverty rate to one standard deviation above the mean poverty rate (from the inner city to the suburbs) lowers the average poverty spell by 20 to 25 percent. This effect is equal in magnitude to the effect of changing the household head from female to …

Sustainable development still remains the best option to secure a viable future. Why are some leaders more prone to implement sustainable development policies than others, and does the leaders' political orientation affect such decision-making? Leaders are often faced with constraints that make them choose policies that do not necessarily lead to sustainability from an ecological point of view. This thesis addresses these issues by examining two case studies that involve an analysis of the sustainable development policies implemented by President Lula in Brazil and President Chavez in Venezuela and the constraints that have hindered them in doing so.

Peace and Conflict Studies

The issue of cultural variation in conflict mediation has attracted considerable interest, probably because of wide-ranging theoretical, methodological, and ethical implications. Scholars are raising increasing questions about both generic theories of the mediation process and past conceptualizations of the culture construct. This article reviews theoretical perspectives on culture and conflict mediation and discusses them in relation to fieldwork conducted in the Gambia among three ethnolinguistic groups. Some local and cross-cultural patterns in the mediation process were found. These patterns are associated with variables such as ethnicity, gender, and social status. In this paper, I focus on one particular technological development that has come to influence religious practice in significant ways-religious broadcasting. Whereas computer-mediated communications now garner growing research attention, I have chosen to remember the influence of the older technology of broadcasting for its continued influence on myriad lives.
